I would like to notify you of an anticipated noncompliance as pursuant to NPDES Permit Standard Conditions part II,
section E.3, for the P.O. Hoffer Water Treatment Facility, permit # NC0076783.
The drinking water process sludge supernatant residual accumulation is currently being dredged from the lagoon
upstream from the permitted outfall. The dredge and belt press process employed has caused an elevation in effluent
TSS. The daily maximum limit (45mg/L) has not been violated but it's possible the monthly average of 30mg/L will be,
with no adverse health or environmental impact expected.
We are making every possible effort to minimize disturbance of the residuals during the removal process. We expect
dredging to be complete before 12/31/2019 at which time we expect effluent TSS levels to return to normal levels.
