The existing site consists of areas of woods and trails. Proposed development on this site will consist of the construction of single-family homes, along with associated roads, sidewalks, utility improvements and one stormwater control measure. The proposed development is located within the Yadkin River basin with stormwater runoff from the proposed development draining into the Meadow Branch & Austin Branch in the Richardson Creek Watershed. Per Town of Wingate regulations, stormwater management on this site shall meet the stormwater management performance standards for development set forth in the Town of Wingate Code of Land Ordinances & NCDEQ IVIDC. These are as follows: 6.5 Stormwater Management for the Town of Wingate, NC. All developments shall be constructed and maintained so that adjacent properties are not unreasonably burdened with surface waters as a result of such developments. A. No development may be constructed or maintained so that such development impedes the natural flow of water from higher adjacent properties across such development, thereby causing damage to such higher adjacent properties; and B. No development may be constructed or maintained so that surface waters from such development are collected and channeled onto lower adjacent properties at such locations or at such volumes as to cause damage to lower adjacent properties. 15A NCAC 02H.1003 NCDEQ Requirements that apply to all projects. DESIGN REQUIREMENTS FOR HIGH DENSITY PROJECTS. High density projects are projects that do not conform to Item (2) of this Rule. High density projects shall meet the following minimum design criteria: (a) TREATMENT REQUIREMENTS. SCIVIs shall be designed, constructed, and maintained so that the project achieves either "runoff treatment" or "runoff volume match" as those terms are defined in Rule .1002 of this Section. (b) OFF -SITE STORMWATER. Stormwater runoff from off -site areas and existing development shall not be required to be treated in the SCM. Runoff from off -site areas or existing development that is not bypassed shall be included in the sizing of on -site SCIVIs at its full built -out potential. (c) OFF -SITE SCM. A project that controls runoff through an off -site SCM shall be allowed on a case -by - case basis as determined by the permitting authority if the off -site SCM meets the provisions of Rules .1050 through .1061 of this Section. (d) EXPANSION OR REPLACEMENT OF EXISTING DEVELOPMENT. When new built -upon area is added to existing development or existing development is replaced with new built -upon area, only the area of net increase shall be subject to this Section. creating experiences through experience 3430 Toringdon Way, Suite 110, Charlotte, NC 28277 / 704. 527. 0800 TIMCADAMS STORMWATER IMPACT ANALYSIS (e) IVIDC FOR SCIVIS. SCIVIs shall meetthe relevant IVIDC setforth in Rules .1050through .1062 of this Section except in accordance with Item (6) of this Rule. To meet the above requirements, one wet pond & one sand filter is being proposed to control post - development peak runoff rates to their pre -development condition. Please refer to the appropriate section of this report for additional information. CALCULATION METHODOLOGY • Rainfall data for the analysis was taken from NOAA's database for the Town of Wingate. Please reference the precipitation information section within this report for additional information. • Using maps contained within the Union County Soil Survey, the on -site soils were determined to be hydrologic soil group (HSG) 'C' and 'D' soils. Since the method chosen to compute post - development peak flow rates and runoff volumes is dependent upon the soil type, care was taken when selecting the appropriate Soil Conservation Service Curve Number (SCS CN). A composite SCS CN was computed for each pre- and post -development sub -basin. For example, Subbasin #1 in the pre -development analysis consists of approximately 39% HSG 'C' and 61% HSG 'D' soils. Therefore, for the open area cover condition, the composite SCS CN is computed as follows (assuming good condition): > Composite OpenSCS CN= (39%x 74) + (61%x8O) = 78 • A composite SCS Curve Number was calculated for both the pre- and post -development condition for each sub -basin using SCS curve numbers and land cover conditions. Land cover conditions for the pre -development condition were taken from available survey and GIS information. Land cover conditions for the post -development condition were taken from the proposed development plan. • The time of concentration was calculated using SCS TR-55 (Segmental Approach, 1986). The Tc flow path was divided into three segments: overland flow, concentrated flow, and channel flow. The travel time was then computed for each segment, from which the overall time of concentration was determined by taking the sum of each segmental time. • PondPack Version V8i was used in determining the pre- & post -development peak flow rates for the 1-, 10-, 25-, 50-, and 100- year storm events, as well as routing calculations for the proposed stormwater control measures. • The proposed stormwater control measures were designed in accordance with the Minimum Design Criteria (MDQ standards set forth in the NCDEQ Stormwater Design Manual. creating experiences through experience 2 of 3 2 MCADAMS DISCUSSION OF RESULTS STORMWATER IMPACT ANALYSIS Peak Runoff Control Requirements: The proposed project will result in a significant increase in peak flow rates to downstream properties. To mitigate these impacts, the proposed stormwater control measures have been sized such that post - development peak flow rates are no greater than pre -development levels in the 1-, 10-, 25-, and 50- year storm events on site. Water Quality Requirements: The proposed facilities were designed in accordance with the Minimum Design Criteria (MDC) standards set forth in the NCDEQ Stormwater Design Manual. The proposed facilities will provide the required 85% TSS removal. CONCLUSION If the development on this tract is built as proposed within this report, then the requirements set forth in the Town of Wingate Code of Ordinances will be met. However, modifications to the proposed development may require that this analysis be revised. Some modifications that would require this analysis to be revised include: • The proposed site impervious surface exceeds the amount accounted for in this report. • The post -development watershed breaks change significantly from those used to prepare this report. The above modifications may result in the assumptions within this report becoming invalid. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink -swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes.
