This letter is a follow up to the conversations I have had with you concerning an accidental bypass of
influent flow at the Rockfish Creek WRF during the night of April 8, 2006 and possibly into the morning
hours of April 9, 2006. Operation personnel noticed the event on the morning of April 9t. I was not
informed of the incident until my arrival at Rockfish Monday morning, April 10th at 8:00 am.
Due to the ongoing construction project we are splitting influent flow mixed with RAS between both the
"old" influent pump station and the "new" pump station. At the time of the bypass we were attempting to
supply one basin (Basin # 5) by the old pump station and three basins (Basins 1,2,3) by the new pump
station. It was our goal to supply Basin # 5 with approximately 3 mgd of flow. The screw pump that was
supplying Basin # 5 will pull approximately 10 mgd if that much water is available to it. At the time of the
bypass Basin # 5 was receiving between 6-8 mgd of flow. The amount of flow in itself didn't cause the
bypass. The bypass was a result of restricting flow due to a gate in the influent channel of Basin # 5 being
partially closed. This gate is just downstream of the parshall flume feeding Basin # 5. Due to this restriction
the flow backed up in the channel until it began to over flow a temporary bulkhead installed by Seaside
Utilities (Contractor). This problem was corrected by raising the gate just downstream of the parshall flume
and also by throttling the flow available to the screw pump by lowering the channel gate that feeds flow to
the screw pump.
The flow that went over the temporary bulkhead was contained in an excavated area located between
Aeration Basin # 3 and the "old" influent pump station. The flow consisted of a mix of RAS and influent.
Two 2" submersible pumps were used to pump the contained water back into our system and lime was
applied onto the areas in which the water had come into contact with. It is estimated that the volume of
water bypassed was 15,000 gallons. The operation of two influent pumping stations has created a lot of
challenges and the PWC regrets that this incident occurred. We feel the actions taken will prevent this type
of event from happening again and hope the remedial action taken concerning the bypassed water is
sufficient.
