Loflin Dairy Phase II Bank Parcel Credit Release — Task 4
Dear Mr. Wilkerson:
On November 20, 2020, the Division of Water Resources (DWR) received a Year 1 Monitoring
Report from Wildlands Holdings V, LLC (Wildlands) for the Loflin Dairy Phase II site. Overall,
vegetation data provided with the report show vegetation exceeding performance criterion in most of
the plots. Two minor encroachments were observed within the conservation easement areas and a
few areas were noted as having low stem density.
DWR received a bond rider and a continuation certificate for the performance bond (#107182450) in
the amount of $80,000 issued to Wildlands from Travelers Casualty and Surety Company of
America, to cover monitoring and maintenance at the subject site. The term of this bond applies
beginning March 15, 2021 and ends with the approval of the Year 1 Monitoring Report by DWR.
Future credit releases will be dependent on both the renewal of this performance bond and the annual
monitoring reports.
In accordance with the MBI, signed on April 23,2019 the following Project Milestones have been
met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced site and therefore, 10% of your Randleman buffer Restoration, Enhancement
and Preservation credits (0.10 x 366,883 ft2 = 36,688.30 ft2) are now available to sell.
Please note that the riparian buffer credits must be used for impacts in the Randleman Lake
Watershed according to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC
02B .0295, which became effective on November 1, 2015.
