This letter is a follow up to our phone conversation concerning an issue with the effluent
flow meter at the Rockfish Creek WRF. Dating back to the beginning of the calendar year we
have seen an inexplicable increase in the average daily effluent flow. During this period the
effluent meter was calibrated quarterly and had checked properly during each calibration check.
Upon further investigation it was determined that the meter's temperature compensator had
failed and as result the meter would intermittently give incorrect flow readings. During this
period, the flows reported on the DMR's have been approximately 9 % higher than the actual
effluent average flow. The percentage is based on comparisons we made using actual staff gauge
readings compared to the readings from the flow meter. A new effluent meter has been installed,
properly calibrated, and has been in service since late August.
