Scott Emory opened the meeting and introductions were made.
Permit and Environmental Issues:
Bill Biddlecome reviewed the Department of the Army Permit (Permit SAW 2006- 101391). E. V. Williams only
has one pit at this time but they are looking for another one. Bill said to make sure the permit plans match the
construction plans. Also, make sure that permit is onsite at all times.
Bill said that it is possible to vary the in water work moratorium for work at the beginning or end of the
moratorium if it will facilitate an earlier completion of the project. Section 10 is included in the permit for utility
work and not for new bridge construction.
Bill said to make sure that SHPO conditions are followed.
The Utility Coordinator is going to review the permit with every utility subcontractor. Clay said that he would
be glad to meet with them.
David Wainwright reviewed the 401 Water Quality Certification (Certification No. 003918).
Paul Williams reviewed DENR Permit Number 92 -12.
Bill and Garcy Ward said that it was okay to install high visibility silt fence 3' to 5' off of the toe of the slope if
the slopes are marked with stakes. Bill said to not allow silt to stay in the area between the toe of slope and the
silt fence for a long period of time.
Scott Emory said that we want ground cover as soon as possible.
This project is under the 21 day soil stabilization rule.
Scott said that the NCDOT plans to have a dedicated erosion control inspector on the project.
Scott welcomed the environmental agency personnel to the monthly construction conference that is held on the
third Wednesday of every month at 11 AM at the Contractor's office trailer.
Utilities
AT &T is getting their contractor now. They will begin work in around 6 weeks. It will take them 4 to 5 months
to complete their work.
Time Warner plans to complete work by the end of the year.
Century Link will be ready to start soon.
MCNC has a deadline to be completed by December, 2012.
There is 25,000 feet of 12" gas main that has to be relocated.

Right of Way
Mike Kotarba reviewed the right of way issues and passed out a sheet with the status of the properties. The plan
is to have all right of way available for construction by November 1, 2012.
Other Issues:
EV Williams plans to have a safety officer onsite at all times once we are in full swing.
EV Williams has finished clearing the borrow pit and they will begin installing the silt fence tomorrow.
Joe Bordt said that it will take them 3 months to clear the project.
M. E. Joyner said that he recommends installing the safety fence prior to clearing. If you try to install a highly
visible silt fence before clearing starts, the silt fence will be damaged and there will be difficulty toeing it in.
The plan is to start the north bound bridge at Buckhorn Creek in October, 2012.
Wiley Jones wanted to make sure that we get all of documentation including material certifications that is
needed.
This completes the minutes of the Preconstruction Conference for Contract C202616 held on Thursday, August
30, 2012 at the Division Engineer's Office, Edenton, NC. Any discrepancies with the content of these minutes
should be submitted in writing to this office. Failure to do so will be an indication of agreement.
