12 foot wide wood stairs will be constructed to transition from the lower level
boardwalk area to the elevated point of pedestrian access to the proposed Drift on
Lake Wylie restaurant.
Construction will be accomplished by skilled workers using common hand tools and
light duty power tools.

Ground contact for the stairway within the buffer will be limited to foundation
connections required for mid -span support columns and the end step landing area.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
Pedestrian access through the buffer area was limited to a single connection with
the connection occurring at a location designed to minimize the footprint necessary
to transition from the boardwalk to the elevated restaurant site.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. *
Wood stairs supported by wood stringers and intermediate wood columns were
used in lieu of poured in place concrete to minimize the ground contact footprint
within the buffer area. As a result, ground contact within the buffer will be limited to
the foundation connections required for mid -span support columns and the end
step landing area.

STATEMENT REGARDING DIFFUSE FLOW FOR THE PROPOSED STAIRS
The constructed stairs would produce level spreader flow conditions during rainfall
events….essentially spreading the runoff over the 12’ length of the stairs thereby
eliminating the concentration of runoff into the buffer area. As a result, the need for
additional management of the surface runoff through a formal “Diffuse Flow Plan” would
not be necessary.
