SUBJECT: CAMA Dredge/Fill Permit Application for The City of Jacksonville. and Onslow
County, Onslow County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at the
intersection of Anne Street, Tallman Street, and Riverview Street adjacent the New River in Jacksonville,
NC. Our comments are provided in accordance with provisions of the Coastal Area Management Act
(G.S. I I3A-100 through 113A-128), as amended, Sections 401 and 404 of the Clean Water Act, as
amended, and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.).
The .applicant proposes to renovate an existing public park located along the river. A new 700' vertical
bulkhead would replace the existing bulkhead in the same footprint. Along the bulkhead cap, a pedestrian
boardwalk and sidewalk would also be replaced in the same footprint. All upland structures and
development would remain as is; there is no increase of impervious surface. In addition to the upland
renovation, one of the observation piers will be replaced within its existing footprint. The 7' wide dock
would extend 74' into the river with a 2 1 ' by 15'observation platform at the terminus of the structure. No
formalized slips are proposed. The New River at this location is classified SB HQW by the
Environmental Management Commission and is designated a primary nursery area (PNA) by the NC
Division of Marine Fisheries.
The NCWRC has reviewed the permit application and supports the project and the public access
improvements it will provide. To minimize impacts to important PNA habitats, we request an in -water
work moratorium of April 1 — September 30 be incorporated as a permit condition. This moratorium is a
consistent request for projects in this area.
