We have reviewed the Stormwater Management Plan submitted for [lie proposed North Building
Expansion at the Cloverleaf Cold Storage facility located at 444 Gilbert Road in Benson, North
Carolina. Based upon the information submitted, the Stormwater Management Plan has been
approved with the following stipulations:
1. This approval includes the "Future Phase of Gravcl Drive" as labeled on the revised site
plan sheet C -1.
2. 'ihe outlets for all existing and proposed gutter drains that discharge directly into the
pond shall be provided with a measure to achieve non - erosive flow.
3. Prior to issuance of the Certificate of Occupancy, a fee for 25% of the construction cost
of the improvements to the wet pond shall be paid to Johnston County Public Utilities.
An engineering estimate or documentation of actual construction costs for the pond must
be provided with the payment. Since the pond is an existing feature, the fee shall be
based only on the costs of improvements to the pond and outfall structure.
4. Please provide a notarized and recorded Inspection and Maintenance Agreement for the
wet pond. The Inspection and Maintenance Agreement must be recorded in the Johnston
County Register of Deeds Office for each BMP constructed. Inspection records shall he
provided to the Johnston County Public Utilities Department on a yearly basis.
5. Prior to the issuance of a Certificate of Occupancy, please provide a stormwater
certification stating that all stormwater facilities were constructed in accordance with the
approved stormwater management plan.
A copy of this letter will be forwarded to the Town of Benson Planning Office for their files. If

INFORMATION FOR STORMWATER MANAGEMENT
Due to Existing_ Impervious Are as on-site, different computational methods may be utilized in order to sm.tnict or "take
our existing impervious areas that were installed prior to current regulations, or otherwise considered " exempt".
Below, is a method used by the Project Engineer considered appropriate for computing New /Additional Impervious
Area percentage that is applicable to current stormwater regulations.
NET SITE AREA APPLICABLE FOR STORMWATEIt:

Total impervious for Stormwater =1.70 AC (Percent = 1.7019.42 =18.0% Site Impervious)
ATTENUATION: The New /Additional Impervious Area Percentage is 18.0° %, computed above; which is greater than
the 15°% allowable by County & Town criteria; and therefore ATTENUATION IS REQUIRED. When attenuation is
required, County & Town regulations stipulate that a detention pond be installed on -site and designed to attenuate the
1 -year storm event, at a minimum. For this site, there already exists a wet retention pond. This pond has a large
storage volume and likely already attenuates the 1 -year event. The pond outlet structure already requires modification
for water quality requirements (see TSS below); and an analysis of the 1 -year event (after the proposed building
expansion and outlet modifications) reveals that the finallmodified pond outlet will even further attenuate the 1 -year
storm (above and beyond its current attenuation). Therefore, the attenuation goal for a 1 -year event wD easily be
achieved.
TSS (TOTAL SUSPENDED SOLIDS): The Town of Benson has recently become an EPA Phase 11 Starrnwstar
community and now requires that a minimum of 85% TSS removal be provided on sites that are not exempt from its
stormwater regulations. This site is not exempt from the regulations and must meet the Town's stormwater
requirements. Essentially for this site, the current wet retention pond must be shown to meet the TSS requirements.
The existing pond has a large amount of storage area and volume, making it conducive to meeting the requirements.
Further analysis of the pond and its existing riser outlet revealed that with some minor modifications to the outlet, the
TSS removal goal can be achieved. Additionally, the construction of a new forebay and minor excavation of the
existing pond bottom will also allow the new pond to be in compliance with current design criteria for watt ponds.
Therefore, these modifications to the pond can achieve the goal for TSS removal and meet current desgn criteria.
NITROGEN LOADING: The Town of Benson does not have nitrogen goal requirements, nor stipulate any nitrogen
removal, in its current stormwater regulations.
