After receiving the request from the USCG and further discussion within the office the
proposed changes to remove the dewatering area /include an upland drying location would not
require a modification of the permit since all the removed material will be placed in
uplands. Thank you for your patience and making sure you have the proper approval.

I have been speaking with JoAnne Steenhuis of NC Division of Water Quality to facilitate
providing the NC Mining Commission with the details and requirements for our proposed
handling of the dredge spoil at the Julian Brown, Jr. sand mine for drying purposes.

I advised Ms. Steenhuis that the Corps has determined that a modification to their permit is
needed to address this handling of the dredged material, and she has requested that she be
copied on the email and correspondence that transpires between the Corps and the Coast Guard
on this matter. I told her that I would make this request to you in an email this morning.
I left a voicemail message for you earlier, seeking an update on the issuance of the Permit
modification. I am hopeful that we will see that today, so that we may proceed to put the
pieces in place needed to commence this dredging project.
Many thanks for including Ms. Steenhuis of NCDWQ on correspondence, and for anything you can
do to try to expedite the needed regulatory actions.
