On March 9, 2021, a site inspection was conducted for the Miller Control & Manufacturing Co. facility located at 1008
Southwest Blvd in Clinton, Sampson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for
your review. Your time and assistance during the inspection is greatly appreciated. The site visit and file review revealed
that the subject facility is covered by NPDES Stormwater r General Permit NCG030000 under Certificate of Coverage
NCG030373. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
Rowans Branch (Chestnut Pond), class C;Sw waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG030000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $26,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Reviewed faciliity's Stormwater Pollution Prevention Plan, which contains all permit required components as well as
supporting documentation for facility inspections and the annual review/update requirements. Monitoring records from 2018,
2019, 2020 and a sampling event that has already occurred during the first half of 2021 for the facility's single stormwater
discharge outfall were also reviewed. A sampling event did not occur in the second half of 2020 due to no qualifying
measurable storm events, as defined in the permit, during the facility's normal operating hours. Based on the monitoring
results, there have been no exceedances of the benchmark values during the current permit term. After the records review,
observations were made of overall site conditions including the molds/materials storage areas, waste dumpster and the
vegetated stormwater channel/outfall.
