Thanks From: Powell, Jeanette Sent: Wednesday, March 10, 2021 4:00 PM To: Sewell, Alex <asewell@stallingsnc.org> Cc: Morman, Alaina <alaina.morman@ncdenr.gov>; Reed, Isaiah L <isaiah.reed@ncdenr.gov>; Khan, Zahid <zahid.khan@ncdenr.gov>; Lucas, Annette <annette.lucas@ncdenr.gov> Subject: RE: [External] RE: MS4 Info Alex, It is unfortunate that Stallings is in this situation, but this email can serve as a summary of everything your new staff member/team will need. DEQ has a Stormwater Program Laserfiche Repository which has the entire permit file online. Stallings' MS4 permit number is NCS000454. The DEQ MS4 web page also has a lot of useful information. Let me know once you have a Stormwater Program Manager and I will add them to the MS4 email list that provides routine program updates and information (I have added you to this list in the interim). The current enforcement status is summarized below: COMPLIANCE AUDIT AUDIT NOTICE CASE MS4 NAME PERMIT NO. DATE COORDINATOR ISSUED STATUS Stallings NCS000454 08/06/20 REED NOV / NORE — OPEN A Notice of Recommendation for Enforcement (NORE) was issued on 02/26/21. Several documents were subsequently submitted on 02/26/21. While a response letter was submitted on 02/26/21, it was not signed by a qualified representative of the Town (Mayor, Manager or duly authorized party). The submitted Council Resolution was insufficient because it was not signed. The required self -audit of the construction and post -construction programs has not been received. The submitted Draft SWMP was received on 02/26/21, but won't enter the review queue until the self -audit is received. Best of luck in your search. I was surprised on Monday that the Town still hadn't provided all the documentation needed to get into compliance. I'm embarrassed and apologize. The individual in charge of our MS4 permit is no longer employed by the Town, and I'm in the process of hiring an Interim Town Engineer who has experience with MS4 permits so we can get this right as soon as possible. I'm gathering information for our soon -to -be Interim Town Manager, and I want to make sure this person has all information so he can move as quickly as possible on getting into compliance. For that purpose, would it be possible to get the following information: - Any documentation that has been submitted by the Town thus far regarding our MS4 permit. - Any communication sent by the State to the Town over the past year regarding our MS4 permit. (I've got several documents, but I want to make sure I don't miss anything). Thank you, Alex M. I am here to help in any way that I can, so please don't hesitate to reach out. Email is the best way to contact me. DEQs goal is compliance, not enforcement, so don't hesitate to ask any questions you may have. Thanks, Jeanette Powell, CPSWQ, CPESC MS4 Program Coordinator 919-707-3620 Jeanette. For MS4 communities, permit documents must be signed by the Mayor or the City/Town Manager or a delegated individual. A Mayor or City/Town Manager may delegate an individual using the Stormwater Delegation of Signature Authority Form. After completing the Stormwater Delegation of Signature Authority Form, scan and email it to Jeanette Powell and mail the original, hard copy to the Stormwater Program, attn: Jeanette Powell, 1612 MSC, Raleigh, NC 276990-1612. I just saw that Stallings also did not submit an annual report for 2020. Because the MS4 was audited that year, you can submit a simple one page status letter. I have attached an example from Asheville fyi. Thanks, Jeanette Powell, CPSWQ, CPESC MS4 Program Coordinator 919-707-3620 Jeanette.
