High Point Westside WWTP
Davidson County
The permit for the High Point Westside WWTP that was issued on September 15, 2005
contained an error in the effluent and monitoring requirements for total cyanide. The sampling
type for total cyanide should be grab instead of composite. The modified page with the correction
is enclosed, please replace this page in your permit.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must bein the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this decision shall be final and binding.
Pleasenote that this permit is not transferable except after notice to the Division. The
Division may require modification or revocation and reissuance of- the permit. This permit does
not affect the legal requirements to obtain other permits which may be required by the Division of
Water Quality or permits required by the Division of Land Resources, the Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

1. The monthly average effluent BOD5 and Total Suspended Solids concentrations shall not exceed 15% of
the respective influent value (85% removal).
2. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
3. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/1.
4. No monitoring is required for Total Residual Chlorine if chlorine is not utilised for disinfection.
5. The facility shall meet a Total Phosphorus mass limit of 5533 pounds as a total load for the summer (Apr -
Oct) and 7808 pounds as a total load for the winter (Nov -Mar).
6. Chronic Toxicity (Ceriodaphnia) P/F at 90% January, April, July, and October; see Supplement to
Effluent Limitations and Monitoring Requirements, Special Condition A (3). TOXICITY MONITORING
SHALL COINCIDE WITH METALS MONITORING.

The letter looks fine, but I would make a few minor
changes to the substantive language to match the language
of the permit even more closely and to avoid any
suggestion that this is a permissive situation:
The City of High Point hereby notifies the Division of
Water Quality that, per the permit language included in the
City's March 10th 2000 Westside WWTP Permit No.
NC0024228 ("the permit"), the City has met the conditions
described in the permit's A (4) Cyanide Special Condition.
Effluent cyanide values have not been detected greater
than the quantitation limit of 10 ug/L through April 30, 2000.
Accordingly, the City respectfully notifies you that it will
exercise the option provided in the Cyanide Special
Condition to eliminate the permit limit requirement for
cyanide and to implement once per month monitoring for
cyanide via grab sample. The City believes that this letter
satisfies the pertinent terms of the Cyanide Special
Condition and that monitoring, with no numerical limit
requirement, will therefore be in effect on May 1, 2000 and
thereafter, as described in the permit.

Special Condition:
Should the City of High Point continue to report effluent cyanide values less than the
quantitation limit of 10 ug/1 through April 30, 2000, the permit limit requirement for
cyanide will be removed. Monitoring should continue to be performed 1 /month by grab
sample. A letter signed by the City's signature authority, stating that the data have
conformed to this requirement and monthly monitoring for cyanide shall begin May 1,
2000, must be submitted to:
