Director Division of Water Quality May 22, 2007 DWQ EXP No. 07-0503v2 Mills Park Elementary School (E22) Site Wake County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Wake County Public School System Attn: Mr. Timothy Driscoll Planning and Construction Department 1551 Rock Quarry Road Raleigh, NC 27610 REQUEST FOR MORE INFORMATION-EXPRESS REVIEW PROGRAM On May 21, 2007, the Division of Water Quality (DWQ) received your application for the Mills Park Elementary School (E22) site and met with you to discuss the submittal. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project: 1. Please update your PCN Application with the modified acreage calculations including the proposed road acreage and the associated BMP locations. You may remove the proposed Middle School site from the project boundary if approved by the USACE. 2. Bioretention No. 1 and 2: You have indicated a design depth of 6 feet and excessive inlet velocities. Additionally, Bioretention no. 2 does not have sufficient surface area. Please design the Bioretention facilities according to the 1999 or the draft 2005 Stormwater BMP Manual (NC DENR). Two obligate (OBL) tree. species are included in your Bioretention planting plan: Nyssa aquatica and Taxodium distichum. Obligate species are not recommended for Bioretention areas because they are not tolerant to periods of drought (Bioretention areas are designed not to hold water). Please revise your Bioretention planting plan to replace these two species with more tolerant species such as American elm (Ulmus americana), Eastern redbud (Cercis canadensis), or American sycamore (Platanus occidentalis). Please respond within five (5) days of the date of this letter by sending five (5) copies of this information. The Express Review Program is a process that requires all parties to participate in a timely manner. If the DWQ feels the Express Review Program is the incorrect review program for your project, then we may have to return your application and have it reviewed through our regular 401 Water Quality Certification Program. 401 Oversight /Express Review Permitting Unit 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 2321 Crabtree Boulevard, Suite 250, Raleigh, North Carolina 27604 Phone: 919-733-17861 FAX 919-733-68931 Internet: http:/Ih2o.enr.state.nc.us/ncwetlands No°e Cazolina JVatura!!r~ An Equal OpportunitylAffirmative Action Employer- 50% Recycled110% Post Consumer Paper Mills Park Elementary School (E22) Site DWQ No. 07-0503v2 Page 2 of 2 May 22, 2007 This letter only addresses the application review to date and does not authorize any impacts to wetlands, waters or protected buffers.
