Box 472888 Charlotte, NC 28247 Subject: Notice of Deficiency Permit No. WQ 0013918 Lake Wylie Developer, LLC Lake Wylie Mobile Home Estates Wastewater Collection System Mecklenburg County, NC Dear Mr. Avery: On April 30, 2001, Mr. David Caldwell of the Mecklenburg County Department of Environmental Protection (MCDEP) conducted an inspection of the subject collection system. This inspection was conducted as part of a cooperative working agreement between Mecklenburg County and the Division of Water Quality. The attached report is being issued as a Notice of Deficiency due to the failure to keep the proper logs for pump station maintenance, system inspections, and system problem notification. Also, attached is an excerpt from the regulation applicable to collection system permitting and a copy of the relevant permit shell. Please review these two documents closely. Presently the subject system is deemed permitted pursuant to 15A NCAC 2H.0227(d); however, in accordance with 15A NCAC 2H.0227(e), if inadequate operation and maintenance (O&M) of the system is documented or there is a failure to implement an adequate O&M management program, then the Division may issue an individual permit. Lake Wylie Developer, LLC needs to take action to correct the deficiencies noted in the Inspection Summary and Additional Comments section of the attached report. It is .requested that you respond to this matter in writing by no later than June 14, 2001, indicating actions taken to correct the deficiencies. Please address your response to Mr. Don Price.
