I appreciate Mr. Love's visit to the Town, he was very cordial and most helpful in providing us information and guidance during his visit with us. 15A NCAC 02T.0403(a)(4): We have since the inspection date begun maintaining daily records on pump readings (7) seven days a week and also noting any repairs or concerns within the pump stations. And 15A NCACO2T.0403(a)(8): We have completed a mailing of informational fliers on Fats,Oils,Grease, to all residential and commercial users with instructions to keep grease from getting into our system. I have attached a copy of the flier. We also have added this flier information to each new sewer application. We will do this twice per year so that all customers will have the information. BOX 158 RICHFIELD, NORTH CAROLINA 28137 704-463-.1308 In an effort to reduce the potential for Sanitary Sewer Overflows,(SSO's) the Public Works Staff of The Town of RICHFIELD, N.C. has complied the following information to help educate our water and sewer customer concerning the best management practice for the disposal of household Fats, Oils and Greases, (FOG's). Each year thousand of gallons of untreated sewage are spilled from collection systems throughout the state of North Carolina because of poor management practices in commercial as well as residential disposal of FOG's. FOG's introduced to sanitary sewers will result in substantial accumulation to the point of blockage and result in overflow of untreated sewage. Each reported SSO could result in our community being fined by the Division of Water Quality. Those fines as cost to the Utility must be paid from user fees. It is the goal of the Utility to have no SSO's to report from our collection system. This will be possible only with the help of our customers. Your cooperation will be appreciated. You can help prevent a costly and unsanitary overflow by following a few simple steps: DO... • Scrape excess grease into a container and dispose of it as solid waste in the garbage. • Place food scraps in waste containers or garbage bags for disposal with solid waste, or start a compost pile. • Place a wastebasket in the bathroom to dispose of solid waste, disposable diapers, condoms and personal hygiene products that do not belong in the sewer system. • Promote the concept of "3 R's", Reduce, Reuse, and Recycle. DO NOT... • Pour fats, oils and grease from cooking down the drain. • Use toilet as a waste paper basket. • Use the sewer as a means of disposing of waste food. HOW TO DISPOSE OF GREASE 1. Allow to cool. 2. Use a container with a lid. 3. Pour the cooled oil or grease into container. 4. Place lid on container. 5. Scrape or wipe cookware using paper towel or spatula into garbage before washing. Mr. Barry Love of the Mooresville Regional Office of the NC Division of Water Resources (DWR or the Division) conducted a compliance evaluation inspection (CEI) of the Richfield wastewater collection system (WWCS) on January 24,2018. The assistance of Ms. Carolyn Capps and Mr. Sam Steed during the inspection was greatly appreciated. A copy of the inspection report is attached for your records and inspection fmdings are summarized below. Site/System Review 2. The following system components were inspected: a. Four pump stations were inspected. b. Three manholes were inspected. c. Two right of ways were inspected. 3. As you are aware, owners of permitted collection systems must comply with their permit and all rules listed under NC Administrative Code 15A NCAC 02T .0400, et seq. Richfield's compliance status with each of these rules is summarized below: a. 15A NCAC 02T .0403(a)(1): Requires that the system be effectively maintained and operated at all times to prevent discharge to land or surface waters and any contravention of ground or surface water standards. —Nothing Compares State of North Carolina I Environmental Quality I Water Resources I Water Quality Regional Operations Mooresville Regional Office 610 East Center Avenue, Suite 301 I Mooresville. North Carolina 28115 704-663-1699 Observations: This system appears to be well maintained. and operated. No SSO' s have been reported for the system in the past several years. Compliance Status: Compliant b. 15A NCAC 02T .0403(a)(2): Requires that a map of the wastewater collection system be developed and actively maintained. Observations: The town has a paper map showing locations of lines, direction of flow, force mains, pump stations, manholes and other information. The map should be updated as new lines are added to the system. Compliance Status: Compliant c. 15A NCAC 02T .0403(a)(3): Requires that an operation and maintenance (O&M) plan be developed and implemented, which includes pump station inspection frequency, preventative maintenance schedule, spare parts inventory and overflow response. Observations: The system appeared to be well maintained with protocol set up to address any need. Pump station inspection logs were available. An inventory list was available. The elements of an overflow response plan were there, but this needs to be put in a complete organized plan. Compliance Status: Compliant d. 15A NCAC 02T .0403(a)(4): Requires that the permittee or its representative inspect pump stations that are not connected to a telemetry system (i.e., remote alarm system) every day (i.e., 365 days per year) and pump stations that are connected to a telemetry system at least once per week. Observations: The pump stations are not inspected 7 days a week. In the past couple of months records show that they were inspected 5 days a week, but previous to that less than 5 days a week. This has been an issue in previous inspections also. Compliance Status: Non -Compliant e. 15A NCAC 02T .0403(a)(5): Requires that the permittee or its representative inspect high -priority sewers (HIPS - as defined in 15A NCAC 02T .0402(2)) at least once every six months and document the inspections. Observations: This system doesn't have any high -priority sewers. Compliance Status: Compliant f 15A NCAC 02T •.0403(a)(6): Requires that the permittee or its representative conduct a general observation of the entire wastewater collection system at least once per year. g. Observations: The entire system is being observed through pump station inspections, right of way inspections/mowing, checking air relief valves, and other routine maintenance. All activities need to be are well documented. Compliance Status: Compliant. 15A NCAC 02T .0403(a)(7): Requires that overflows and bypasses from the system .be reported to the Division's Mooresville Regional Office in accordance with 15A NCAC 02B .0506(a), and that public notice must be provided as required by G.S. 143-215.1C. Observations: No SSO's have been reported with this system over the past several years. The NC regulations and statutes, which cover the reporting requirements for SSOs, are found in NC Administrative Code 15A NCAC 02B .0506(a) and NC General Statute 143-215.1C, respectively. You may access the NC regulations online at the NC Office of Administrative Hearings (OAH) website at: http://www.oah.state.nc.us/rules/ and the NC General Statutes online at the NC General Assembly's website at: http://www.ncga.state.nc.us/gascripts/Statutes/StatutesTOC.pl. You may wish to review them to ensure you are fully familiar with all requirements. When reporting SSOs to DWQ, you must call the Mooresville Regional Office (MRO) at 704-663-1699 during normal business hours. If outside normal business hours, you must report the spill to the NC Division of Emergency Management at 1-800-858-0368. Please note that all reportable SSOs must be reported within 24 hours of the occurrence, or first knowledge, of the SSO. Please also note that voice mail or faxed messages are not considered as the initial verbal report. You must talk to and report the spill to a live person. Compliance Status: Compliant h. 15A NCAC 02T .0403(a)(8): Requires that a grease control program be developed and implemented as follows: 1. For publicly owned collection systems, the Grease Control Program shall include at least bi-annual distribution of grease education materials to users and the legal means to require grease interceptors. The Program shall also include legal means for inspections, enforcement, and legal means to control grease entering the system from other public and private satellite sewer systems. 2. Grease education materials shall be distributed more often than required above if necessary to prevent grease -related sanitary sewer overflows. Observations: No grease education is being done. Distribution of educational materials to both commercial and residential users is required twice a year. The Town has legal means to control grease going to their sewer, and appears to be active in regard to this. Compliance Status: Non -compliant. i. 15A NCAC 02T .0403(a)(9): Requires that right-of-ways (ROW) and easements be maintained in the full easement width for personnel and equipment accessibility. Observations: Records were available documenting ROW maintenance. All right-of-ways inspected were well maintained. Compliance Status: Compliant. j. 15A NCAC 02T .0403(a)(10): Requires that documentation be kept for all activities you undertake to comply with the requirements of 15A NCAC 02T .0403, subparagraphs (a)(1) through (a)(9), for a minimum of three years, with the exception of the map, which shall be maintained for the life of the system. Observations: Records were available, but could be better organized and more thorough. Compliance Status: Compliant 4. In accordance with NC General Statute 143-215.6A, these violations are subject to civil penalty assessments not to exceed $25,000 per day, per violation. Your written response and the actions that you take to address these violations listed herein will be considered in deciding whether or not such penalties are necessary to compel compliance. 5. Corrective actions that should be taken for the above violations are as follows: a. Documentation that pump stations are inspected 7 days a week (365 days a year). b. Documentation that grease education materials are being distributed to both residential and commercial users twice a year. It is requested that a written response be submitted by no later than March 1, 2018 regarding these violations. Also, Please take note of the comments in the inspection report for other issues that may need to be addressed. As you are probably aware they have a gray water system that has always had problems of I/I. They have performed smoke testing and some TV work and not come up with a solution to their I/1 problem. We were able to acquire a Clean Water Trust Fund grant for them to help cover the cost of testing for leaks in the system and proposed doing pressure testing on the lines to try and find the line breaks. At the time we proposed this method we did not think about the possibility of forcing gray water out of the pipes basically causing a "sewer spill". We are now trying to work around this and wanted to know what your thoughts were in this area. What we propose is pressure testing a section of line and determining if there is a leak. If the section is determined to leak then we would pump up half of the section of line to see which section contained the leak. We would then test that section in 2 halves to narrow it down more and so on until the leak can be found and repaired. The water we would be pumping into the line would be clean water, but the inside of the pipes has been in contact with sewage and there may be some pockets of sewage being held by the sewer system. If it would improve the situation we could add some chlorine to the water that was pumped into the system for the testing. What is your opinion of how we could pressure test these lines? Eight 2-inch and the one 4-inch bypass connections have been installed at the pump stations. Proposed Work: 9. Patch asphalt cuts. 10. Replace ball valve in PS 8 area. Contractor does not recommend retesting this segment. 11. Locate and remove service wyes from old tanks at Dollar General and adjacent vacant lot. As of Monday, May 18th, Testing and Construction costs were at $77,650.00. Tank passed test. *Air tested the 4" main back to the home at this location. 4" main passed test. *Pulled manhole lids in the Food Lion area at the request of the Mayor to look for leaks and assist in determining the general service locations in this area. 6-5-09 *Air test tank at Lee Street. Test failed. Located approximate 1" hole where the stand pipe for the Cherney plug entered the tank. *Rain began early in the morning. Crew stayed on site to do visual test of system as rain continued. Flow in the line from the daycare area to the Shaver pump station increased dramatically during the rain shower. Crew then cut off 2" valve at Daycare and flow decreased significantly. After approximately 30 minutes crew then opened 2" valve from Daycare and flow increased again to almost full pipe. The Town of Richfield's 2007 Sanitary Sewer Improvements Project was undertaken in an effort to reduce inflow/infiltration (I/I) into the Town's wastewater collection system. Approximately 10,690 linear feet of three, four and six inch diameter collector mains were pressure tested to locate sources of I/I. Where pressure tests failed, point repairs were made to the mains. Overall, the work performed has proven that the mains, in the areas evaluated, were responsible for contributing less of the I/I being received than anticipated. Modifications were also made at all nine of the existing pumping stations that exist within the system, including installation of emergency bypass pumping connections and flow meters. The bypass connections will protect the watershed by providing means for portable bypass pumps to be used in the event that any of the stations fail. The flow meters will provide valuable data to the Town that can be used to identify areas contributing I/I as well as to gauge the performance of existing pumps which will help to identify maintenance needs. b. Water quality benefits resulting from the project, although not to the scale desired when the project was undertaken, are in line with the benefits proposed at the beginning of the project. The pumping station modifications will protect the watershed from overflows through use of the new emergency bypass pumping connections in the event of a station failure and providing advanced warning of potential failures that can be avoided through the implementation of maintenance at appropriate times. During June of 2009, when the collection system testing and repairs were completed, rainfall and wastewater flow records were evaluated to get an idea of the amount of I/I reduction that had been achieved. These records, when compared to the records during similar rain events that preceded the repairs, indicate that a measurable reduction in I/I was achieved in one of the three sub -basins tested. c. Primary changes to the Project Scope of Work and Budget are associated with the level of funds directed to testing and repair. Actual costs associated with pumping station modifications were lower than projected allowing more funds to be directed to the testing and repair portion of the Project. d. The Town of Richfield contributed matching funds in the amount of $14,500 to the Project. In addition, Town staff contributed time during design and construction of the project to locate and verify exiting wastewater infrastructure, inspect and verify work being performed, as well as tracking wastewater flows and providing documentation used to evaluate the impact the project has had to I/I in the system. Evaluation of flows by Town staff is on going. In addition, Town staff has continued field evaluations of the remainder of the system since completion of the testing and repair portion of the project. NC Rural Water Association has also provided equipment and assistance in continuing to evaluate the system in an effort to identify sources of I/I. e. As mentioned previously, the results of this project determined that in the areas evaluated, the majority of the I/I being received is entering the system through the services. The nature of the alternative collection system gives the Owner unrestricted access to portions of the services, including septic tanks. As a result of this project, more attention is being focused on locating sources of I/I in the services, especially in the project areas. f. A record of testing procedures and results was compiled and submitted by the Contractor. Copies of these documents are available if desired. Also, Town staff is monitoring and keeping records of flows at the nine pumping stations via the meters installed during this project. g. Due to the nature of the work performed, essentially system maintenance, an Engineer's Certification was not required. Approximately 10,690 linear feet of three, four and six inch diameter collector mains were pressure tested, 23 point repairs were completed, nine emergency bypass pumping connections installed and nine pump station flow meters were installed. k. No manholes were repaired, replaced or rehabilitated. 1. Considering the entire length of sewer line evaluated and the total project cost, $20.35 per linear foot tested was spent on testing and repair. If the cost of pumping station modifications is not considered, the cost was $13.71 per linear foot tested. m. The records reviewed in June of 2009 indicate that as much as 20,000 gallons per day of rainfall induced I/I was removed during a 1-inch rainfall. Considering this and the cost of the entire project, this project cost $10.87 per gallon of I/I removed. If the cost of the pumping station modifications is not considered, the cost was $7.33 per gallon of I/I removed. The system conveys wastewater to Long Creek WWTP (NPDES NC0024244) owned by the City of Albemarle through the North Stanly collection system.. Currently this system is not classified and does not require a certified collection system operator. However the system is permitted by regulation and is required to comply with the regulations in 15 A NCAC 02T.0403. A copy of these requirements is included with this letter. The system appeared to be effectively maintained and operated. A map of the system was available and is maintained for additional extensions. A grease control program should be developed. as stated in NCAC 02T.0403 (8) (A) for publicly owned collection systems and distribution of educational materials for both commercial and residential customers. The septic tanks work as grease traps in your particular system to eliminate grease collection in the sewer lines. Requiring the residents to pump on an established frequency would be part of this program. Pump stations are equipped with a quick connect for a generator and also with bypass flanges for pump around capability. The Town has a generator and bypass pumps that can be used for this purpose. Testing of alarm floats and audible and visual alarms should be documented since that is the only communication that the pump stations have. The stations were inspected 5 days per week until recently but should be inspected daily and documented. The meter readings and pump run time hours need to be verified for accuracy to deteiuiine flows at each station; Currently I am trying to correlate the flow data that you have with data that Stanly County provided. Keep the bubble tube clear of debris and record the readings on the two meters. We will have to evaluate the flow meter being surcharged during a rain event to determine what is actually flowing through the meter, or if it is surcharging. It would be a good idea to evaluate the flow along the gravity line that starts on Rhea Street to the Deese Road meter. (This line is located near several ponds and drainage areas which might be allowing ground water to enter.) The flow from pump stations, #2, 3 and 4 also enter this gravity line. I would like to follow this inspection with another site visit after the data is obtained for the next month or two, before winter rains begin.
