Waste Treatment - Chrome batch treatment tanks (2 each,0.0155MG), Cyanide batch treatment tanks (2 each,0.0375MG), Wet Well (0.005MG), Clarifier (0.085MG), Sludge Filter Press and Sludge Holding Tank (0.010MG) Plating Operation - Various metal parts are cleaned and finished either by electroplating or dipping into aqueous solutions. The solutions include zinc cyanide, copper cyanide, nickel sulfate, chromium, phosphate conversion,chromate conversion, silver cyanide, alkaline cleaning, acid salts pickling, rinsing and rust preventative. The solution require periodic replacement or replentishment of chemical contents. Separate drains within the facility connect to specific treatment tanks. 8. The existing permit limitation being reported in pounds per day, in effect, requires that the effluent total suspended solids monthly average be less than 4 mg/L. The daily maximum limit requires that the effluent total suspended solids never exceed 9 mg/L. We believe these limitations place an unreasonable burden for compliance on this facility. 2. The 90% effluent concentration for the acute toxicity test was written into the permit when the total effluent flow included 0.152 MGD of non -contact cooling water from Outfall 002. The FRO was notified of this change in a letter dated May 10, 2004. We request that you consider the higher proportion of process wastewater that now exists and the potential for total dissolved solids affecting the outcome of this analysis. 16. Page 5 of 5 C-MI 03/05 Addendum to: NPDES PERMIT APPLICATION - SHORT FORM C - Minor Industrial Sludge Management Plan Danaher Sensors & Controls NPDES Permit No. NC 0001121 RCRA Permit No. NCD041466251 Sludge is generated at this facility from the two separate batch treatment processes for chrome containing wastewater and cyanide containing wastewater. Settled sludge is also recovered during the semiannual cleanout of the clarifier. Chrome containing wastewater is treated as follows: 1. Adjust pH to 2.0 using sulfuric acid. 2. Add sodium meta-bisulfite to revert hexavalent chrome to trivalent chrome. 3. Adjust pH to 8.5 using caustic soda. 4. Add Polyfloc AS1002 polymer. 5. Add Metclear MR 2405 polymer (optional). 6. Allow sludge to settle and pump off. Cyanide containing wastewater is treated as follows: 1. Adjust pH to 13.0 using caustic soda. 2. Add sodium hypochlorite to destroy cyanide. 3. Add sodium meta-bisulfite to destroy residual chlorine. 4. Add Klaraid CDP 1311 polymer. 5. Add Novus CE 2681 polymer. 6. Allow sludge to settle and pump off. Sludge is stored in a 10,000 gallon above ground storage tank that also serves as a thickener. Final dewatering of the sludge is achieved using a JWI recessed chamber filter press. Filtrate from the filter press is returned to the cyanide batch treatment tank. The sludge is considered a RCRA hazardous waste under waste codes F006 and F007. The most recent TCLP waste analysis conducted on 12/20/2005 indicated no toxic characteristic constituents above their regulatory levels. The dewatered sludge is transferred to cubic yard cardboard storage containers with plastic liners, then moved to a 90-day storage location.
