The request consists of the required cover letter, processing fee, application form and topographic map. Due to non-compliance problems, Mr. Walser is proposing to relocate the outfall to a positive flow stream in order to obtain more favorable limits. ';I The facility currently discharges into an U.T. to South Potts Creek (7Q10=0, 30Q2=0.15). Per our conversation on June 15, 1990, WSRO recommends that Bill's Truck Stop not be required to submit an EEA for the following reasons: 1) 2) The recirculating surface sandfilter was just recently constructed and began operating in late August 1989. (A/C issued 9/29/88). To date the facility has been unable to consistently comply with the 2 mg/1 NH3-N limitation. Evaluations by the Davidson County Health Department have determined that suitable soil does not exist on site or in the area surrounding the facility. Prior to August 1989 all wastewater from Bill's Truck Stop had been routed to a nitrification line system. However, due to serious failures and pressure from the Health Department, Mr. Walser was forced to reactivate his NPDES permit and replace the abandoned sandfilter. It should also be noted that the nearest Lexington sewer line is more than five miles away. Dale Overcash Page #2 August 1, 1990 3} On June 11, 1990, Mr. Walser requested an SbC due to the noncompliance problems. The SOC will require the submittal of a modification request for relocation of the outfall by 9/28/90; submit plans and specifications and an A/C request by 4/30/91; begin construction by 7/31/91; complete construction by 10/31/91 and obtain compliance with final limits by 12/31/91. Box 27687 Raleigh,NC 27687 Subject: Permit Modification Request Outfall Relocation Bills Truck Stop NPDES No. NC0040045 Davidson County Dear Mr. Overcash: This letter is to reqest modification of -the NPDES permit issued to Bill,s Truck Stop for relocation of the effluent discharge point from an unnamed tributary to South Potts Creek to South Potts Creek at SR 1147. I have attached the appropriate application form,the required $200.00 processing fee and a topographic map iocating the new discharge location. At present Bills Truck Stop is discharging into an unnamed tributary to South Potts Creek (7Q10=0,30Q2=0.15). The 0.006 MGD recirculating surface sandfilter was constructed in the summer of 1989. and begun operating in August 1989. The system has yet to achieve consistent compliance with the strict effluent limitations (BOD 5mg/1, NH3-N 2mg/1) . especially for NH3-N. Please note that I recently requested a Special Order By Consent in aletter dated June 11,1990.The SOC will allow the WWTP to operate within compliance untill the outfall can be relocated to a positive flow stream and more favorable limits can be obtained. The SOC (EMC, WQ 90-53) shoud be finalized in the near future and will contain a specific timetable for relocation of the discharge point. The only construction involved will be the installation of approximately 4,000 feet of 4" PVC pipe for the new effluent discharge line to South Potts Creek.
