Industrial Pretreatment Program
Narrative for the Annual Report 2020
The Town of Jefferson Pretreatment Program regulates American Emergency Vehicles as it's only
Significant Industrial User. This facility is regarded as a 40 CFR 433.17 categorical metal finishing
operation resulting from a process that uses a fluoridated etching solution to prepare ambulance
bodies for primer coating and finish painting.
In 2020 American Emergency Vehicles was found to be in SNC for Total Suspended Solids during
the second half of the year. This parameter has never previously presented a problem for AEV.
Their categorical sampling point is basically a collection box that would typically be found in a
wash pit, however the nature of their discharge does not require any fixture that would provide
a solids settling component. The Town has performed two sampling events at AEV in 2021 and
neither has indicated any elevated concentrations of TSS. The AEV operator suspects the
possibility of the sampler tubing dropping into the bottom of the collection box during the events
that resulted in violations. We will explore that possibility going forward. AEV has made their
sampling personnel aware of this situation.
The Town issued a Notice of Violation to American Emergency Vehicles by Certified Mail on
February 3, 2021. A Public Notice appeared in the Ashe Post & Times in the February 17, 2021
edition. A copy of that Public Notice is included with this narrative.
