Project Settine and Backeround Summary
The project site consists of approximately 65 acres of jurisdictional wetlands consisting of bottomland swamp hardwoods in various stages of succession, freshwater marsh, and pine plantation.
In 2005, 0.42 acres of wetlands on site were restored and 5.3 acres of wetlands were enhanced. A total of 6,300 native trees were planted on site as apart of construction. Monitoring on this site
has been inconsistent and 2010 CVS plots indicated that no planted stems survived at 5 years. Wetland gauge data was not collected sufficiently enough to warranty enhancement or restoration
credit. No stream restorations areas where culverts were removed ( -3001f total) were monitored for success. Approximately 65 acres of wetlands within the easement boundary are preserved.
There are three named streams, Moccasin Creek, Wolf Creek, and Beaverdam Creek at this site. Beaverdam Creek is the southern property boundary. Moccasin Creek and Wolf Creek flow
south to Beaverdam Creek. All creeks are well connected to their respective floodplains, are sand bed perennial streams and show very little incision. The overall length within the project site is
approximately 1,576 linear feet.
Goals and Objectives
The mitigation goals and objectives of this project are to ensure that functioning
wetlands, natural channel configurations in the five stream sections, and buffers along the
streams have been established and maintained through preservation efforts. The goals and
objectives of this project are as follows:
1. Preservation of 65.14 acres of existing wetlands.
2. Stream preservation of 1,576.3 If of Mocaasin and Wolf Creeks
3. Protect and enhance the existing natural wildlife corridor between the natural areas located in and around the Site, and between the
ecological resources of Mocaasin Creek, Beaverdam Creek and Wolf Creek.

EEP Recommendation and Conclusion
EEP recommends closing out Mocassin Creek as a preservation -only site given that it is an
established Jurisdictional Wetland and supports 3 perennial streams with good floodplain
connectivity.

APPENDIX A - Watershed Planning Summary
The Mocassin Creek project is located in HUC 03020203010010, the Moccasin Creek watershed
that was originally designated as a Targeted Local Watershed (TLW) in the 2010 Neuse RBRP
(NCEEP, 2010). The watershed is approximately one -half forested with nearly 40% agriculture
occupying the remainder of the land area Over one - quarter of the streams are unbuffered.
The 2010 RBRP recommends buffer restoration projects to improve water quality conditions
and habitat improvement or protection projects that benefit rare species here. The Mocassin
Creek project restores a significant amount of riparian buffer and wetland and a small amount of
stream pattern that helps reduce flow energy, thereby reducing impacts of runoff to the
watershed. EEP has no additional projects in this TLW.
According to the 2009 Neuse River Basinwide Water Ouality Plan (NCDWQ, 2009), the
segment of Mocassin Creek on which the project is situated is listed as impaired due to dissolved
oxygen standard exceedances at the ambient water quality sampling station approximately nine
miles downstream. The benthic community assessment performed approximately one mile
upstream from the ambient water quality station indicated in both 2000 and 2005 (i.e., during the
same period) a bioclassification of "good- fair" suggesting the stream there is impacted but
technically, not impaired. In the benthic assessment in 2010 at the same site, the community
indicates a "good- fair" bioclassification, suggesting a somewhat stable biological condition for
upstream reaches.
This project restores buffer function for the length of the restoration components and reduces
nutrient and sediment inputs via increased infiltration. The substantial wetland preservation
component contributes to habitat provision and protection for amphibian and bird species. These
functional improvements are beneficial to the benthic community and support the TLW goals.
