HomeMy WebLinkAbout20110145 Ver 2_Email_20120515Se- d- F "1'e_ Ridings, Rob From Ridings Rob Sent Tuesday May 15 2012 8 29 AM To Montague Heather W Alsmeyer Eric C SAW (Eric C Alsmeyer @usace army mil) Cc Capehart Cadmus Poole Brenna E Murray Christopher A Subject RE B 4522 re initiation of Section 7 consultation Heather No I don t feel the need to modify the permits since impacts are actually going down I will dust submit your revisions to the file as a layout change for the record Thanks Rob From Montague, Heather W Sent Tuesday, May 15, 2012 8 11 AM To Ridings, Rob, Alsmeyer, Eric C SAW (Eric C Alsmeyer@usace army mil) Cc Capehart, Cadmus, Poole, Brenna E, Murray, Christopher A Subject RE B 4522, re initiation of Section 7 consultation In my email from yesterday I forgot to reference DWQ Project No 20110145 and ver 2 (issued 02/18/11 WQC and Tar Pamlico Buffer Authorization) USACE Action ID 2007 03806 (issued 03/29/11 NWP 3 and 13) Note proposed temporary stream impacts of 0 05ac (for work pad) have been reduced by this new proposal to involve less than 0 01ac of temporary stream impacts (for use of barge and mats —with 10 x20 footprint of barge and stack of mats to take up similar or less area) Since the location of the barge is different than the location of the original proposed workpad on the south side of the river we need to know whether this current proposal would be covered under the existing permits or would formal permit modifications be necessary from the NCDWQ or USACE Thanks From Montague, Heather W Sent Monday, May 14, 2012 4 30 PM To Ridings, Rob, Alsmeyer, Eric C SAW (Eric C Alsmeyer(ftsace army mil) Cc Capehart, Cadmus Poole, Brenna E, Murray, Christopher A Subject FW B 4522, re initiation of Section 7 consultation Rob and Eric Bridge replacement work is currently underway for Bridge No 102 over the Tar River on 1150 (Gooch s Mill Road) in Granville County within the Tar Pamlico River Basin WBS No 33746 3 1 TIP B 4522 The contractor has removed the existing in steam piles and concrete footers and work will soon commence on setting the steel girders The NCDOT had previously provided a construction scenario that involved installation of temporary rip rap work pads in the Tar River A portion of this temporary rip rap work pad was necessary to set the crane to install the long girders The contractor for the project has proposed a different method for setting the girders They propose to install a 10 ft x 20 ft steel barge in the stream along the south streambank and wooden mats on fabric in the stream along the north streambank Long steel mats will then be set on top of the barge and wooden mats to create a temporary bridge in the Tar River The purpose of this revision is to allow truck carrying the steel girders to set on the steel mat bridge and then cranes sitting on the adjacent upland floodplain will pick up the girders and properly set them in place on the caps This proposed revision does differ from the method previously proposed by the Department and changes the depiction /footprint of the temporary fill In stream impact However this does reduce the amount of temporary fill in the river and does eliminate the need for placement (and removal) of Class II rip rap in the river to set the girders which reduces the overall impact to the streambed Gary Jordan was presented with this information in order to re initiate the Section 7 consultation In turn he consulted with Felix Davila of the FHWA and once obtaining approval was able to provide an amendment letter to the November 17 2009 Biological Opinion (see attached for this letter) Also attached within the same pdf file is the FHWA correspondence For clarity I ve also attached the original versions of the drawings that are shown at the end of the attached USFWS pdf file Would this current proposal be covered under the existing permits or would formal permit modifications be necessary from the NCDWQ or USACE please advise?
