Mr J C Bright has had some conversations with Mr Martin Richmond DWQ
representative in the Raleigh Regional office and with Mr Thomas Brown
U S Army Corps of Engineers office about construction of two piers for
residences at Holt Lake I am working with David Revoir engineer with Appian
Consulting Engineers to obtain permits Holts Lake was formed by a dam on
Black Creek The dam is only about 1 mile west of the Neuse River Not sure of
water classification because website is not working
We understand that since we will not be doing any filling or grubbing in wetlands
only driving pilings and constructing mostly by hand that we do not need a 404
permit We understand that water dependent structures such as piers are
allowable in the riparian buffers No parking lots etc will be constructed in the
riparian buffer only the wooden walkways The impact that these walkways and
piers will have in the riparian buffers will be minimal All high value trees will
be avoided in the buffer The walkways are pervious so rainfall will move
through the boards to tree roots
The pilings at the 1300 Country Club Road site will most likely be installed into
auger borings in high ground and the ones at 1146 Country Club Road will most
likely be driven into wet soils Please look over these applications and call me if
