Director Division of Water Quality May 16, 2007 DWQ# 07-0511 Davidson County CERTIFIED MAIL: 7004 2510 0002 2177 7041 RF,TURN RECEIPT REQUESTED Reference: Section 401 Water Quality Certification for the Harris Farms Residential Subdivision Mr. Brent Blair Blair Appraisal Services 1152 Randolph Street Thomasville, NC 27360 Dear Mr. Blair: On April 23, 2007, the North Carolina Division of Water Quality (DWQ) received your application for a 401 General Water Quality Certification to cumulatively impact 144 linear feet of an unnamed tributary to Hamby Creek in order to construct a road crossing and a sewer line crossing to serve the proposed Harris Farms residential subdivision located on Fisher Ferry Road near Thomasville in Davidson County. Based on the information provided in your application, additional information is required in order that we may determine your project's compliance with 15A NCAC 2H .0500. Unless otherwise specified, please provide five (5) copies of the following information: 1. In Section I., Processing, Item 1, please indicate if you are seeking a Section 404 Permit from the U. S. Army Corps of Engineers, and if so, please indicate in Item 2 which Permit (Nationwide, General, or Regional) you are requesting from the Corps. 2. Based on information you have provided in Section XL, Stormwater, the total impervious surface of your project at buildout (~4.0 acres) will exceed 30% of the total project area 010.2 acres). Therefore, a final, written stormwater management plan must be approved in writing by this Office before the impacts specified in this authorization occur, per condition No. 4 in General Certification 3631. Please provide a comprehensive stormwater management plan that includes plans and specifications for stormwater management facilities which are appropriate for surface waters that are classified as Class C. These facilities must be designed to remove, at a minimum, 85% Total Suspended Solids according to the most recent version of the NC DENR Stormwater Best Management Practices Manual. These facilities must be designed to treat the runoff from the entire project unless otherwise explicitly approved by the Division of Water Quality. Also, this project will be placed on hold for DWQ processing due to incomplete information (15A NCAC 2H .0507(h)). The processing of this application will begin when the requested information is received. Please be advised that if your proposed activity is subject to Section 404 of the Clean Water Act (33 U.S.C. 1344), you must also receive a Section 401 Water Quality Certification from the N. C.
