The two incidents were of short duration and resulted in minimal SSOs. a. Incident 202100258. Creekbank erosion and subsequent felling of a tree at the location of the sewer line created a break in the pipe and discharge to an unknown tributary of 4th Creek. A call received at 1500 on January 14th from the adjacent landfill operator reported the event. A City crew mobilized and the pipe was plugged by 1630. Repairs (pipe replacement) were completed by 2100. Dirt and rock were subsequently placed over the pipe to stabilize the site (approximately 3 feet of cover). This reach of pipe was routinely inspected on December 28th (enclosure (3)) and no issues were discovered at the time. Potential contributory rainfall events exceeding 1/10th of an inch post the outfall inspection of 0.17, 0.47, 0.11, 0.2, and 0.23 inches were recorded for Statesville by the NWS on January 1, 2, 3, 8, and 9th respectively. b. Incident 202100259. The cause of the overflow is suspected vandalism at MH TEJ481 (4- foot depth) consisting of sticks and other debris having been introduced into the manhole. The subsequent blockage overflowed to an unnamed tributary of 3rd Creek. A resident on nearby Crescent Lane called in the report at 1607 on January 14th and a City crew was Subject: NOV-2021-DV-0120 (18 Feb 21) on site at 1645. The manhole was cleared and the site cleaned (lime deposition, debris removal) by 1900.
