General Program Information: 1. Program Updates • The Town's NPDES discharge permit expired in June of 2019. The Town has received a draft permit and a request for more information from the Municipal Unit. The information has been provided. • An updated Enforcement Response Plan was prepared for the Town and submitted to NCDEQ. The revision was approved by the Municipal Unit on August 11, 2020. • An updated Short Term Monitoring Plan was prepared for the Town and submitted to NCDEQ on September 27, 2019, with additional revisions submitted January 15th, 2020. The plan was approved by the Municipal Unit on February 14th, 2020. • The POTW conducted additional monitoring for effluent silver at a 0.0005 mg/L detection level as suggested by the Municipal Unit. • The pretreatment program has requested the Town publish the SNC announcement in the local newspaper. We are requesting an extension to submit the affidavit of publication. The Town offices closed due to COVID-19 for several weeks and will reopen on March 1st 2. Pretreatment Program Information Sheet. • A pretreatment program sheet was provided by PERCS and it can be found following this narrative. All items on the program sheet are correct. B. Industrial Users and Compliance Information. 1. Carolina Diary (IUP # 0001) • This SIU performed all sampling and reporting as required, and was inspected once and sampled twice by the POTW. • The industry was issued 8 NOVs and 5 fines totaling $2650.00 during 2020. • This SIU has had difficulty complying with its permit limits historically and began upgrades to their pretreatment system in 2019. By mid- 2019, the industry was online with oxidation, ozonation, and MBBR Town of Biscoe PAR Narrative 2019 pretreatment. To spite this, the BOD and TSS values could not be maintained consistently. The industry continued to violate BOD permit limits and periodically its TSS limits. The industry was in SNC for the first half of 2020 for BOD. After consulting with the Fayetteville Regional Office, the Town placed the industry on a compliance schedule in June of 2020. A copy of the compliance scheduled is included in this report as Attachment A. • The industry consulted with ProChem during the term of the compliance schedule. Multiple issues with the pretreatment system were identified and addressed, including adding different polymers and coagulants to control the TSS, addition of more bacteria, micronutrients and supplemental nitrogen to the MBBR, moving the pH adjustment from the frac tank to the head of the DAF unit, and upgrading undersized pumps and valves. • At the industry's request, the compliance schedule was extended until March 15th of 2021, as the industry needed additional time to complete all of the pump and valve upgrades. • The BOD and TSS values for the industry have shown significant improvement after September of 2020. 2. Grede II, AAM Castings (IUP # 0002) • This CIU was inspected once and sampled twice by the Town. • The industry conducted all sampling as required under their IUP. • Due to an apparent overallocation on silver in the Town's approved headworks analysis, the Town was uncertain as how to proceed on numeric limits for this IUP. The Fayetteville Regional Office was consulted. It was suggested that the POTW conduct additional monitoring for silver at a lower detection level. This was done, and the results are provided in Appendix B of this report. • Proposed numeric limits for this CIU are included in the second AT copy included with this report. C. Dental Amalgam Compliance Report Information • Dental amalgam compliance reports were sent to two identified potential dental dischargers is 2020. • The Town did not receive either compliance report back. The Town requests an extension to April 15th, 2021 to complete the necessary follow up to obtain responses. I have included some graphs of Carolina Dairy's data for 2019 and part of 2020 for the pollutants, Biochemical Oxygen Demand (BOD), Total Suspended Solids (TSS), Oil and Grease and also pH trends. Each graph has a conclusion below it. I am hoping the graphs will provide you and your staff more insight into the extent of variation in sample values. I have included the OGW specifications that were provided to the Town at the beginning of the project on the graphs - these would be the values that should be able to be attained with the equipment. The Town representatives and I would like to discuss with you some ways that we may move forward. In some cases, the Town will be able to assist Carolina Dairy by increasing a limit (BOD and pH upper limit), but not in all cases. The Town is also limited in what it can accept at its wastewater plant and remain compliant with its own state permit. Many of the violations at Carolina Dairy appear to be the result of equipment failures or process control issues, and I believe they may be remedied if addressed by the appropriate personnel. The Town is required to follow its Enforcement Response Plan in handling violations of industrial user permits. This plan has been approved by the state. Barring a return to compliance with repeat sampling within 30 days, the next step in the enforcement process is to place Carolina Dairy on a compliance schedule, which will have clear goals and compliance deadlines in order to bring the industry into compliance. Data supplied to the Town for May 28th, 2020 demonstrated an elevated Total Suspended Solids load that was in violation of the permit as well as the Technical Review Criterion of 1.4 times the permit limit.
