A copy of the Compliance Inspection Report is enclosed for your review. The subject facility is covered under NPDES Stormwater General Permit NCGO80000 by Certificate of Coverage NCG080583. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Irwin Creek, class C waters in the Catawba River Basin. As a result of the site inspection, the following permit condition violation is noted: 1) Analytical Monitoring The permittee failed to conduct monthly analytical monitoring of stormwater discharges as required in the Tier Two response actions. [Part II, Section B] Required Response • Begin monitoring immediately. • Submit a written explanation for why the violation occurred within 15 calendar days. The current SWPPP (2021 Draft) states that no significant spills have occurred in the last three years. The facility should make an annual notation of "no spills' if no spills have occurred in Worksheet 3 referenced in the SWPPP. Recommend maintaining documentation of staff storm water training with completion dates. Qualitative Monitoring Has the facility conducted its Qualitative Monitoring semi-annually? Analytical monitoring ha: been conducted and recorded: however, it is not being performed monthly as required by Tier 3 status as described in NPDES Stormwater Permit NCG080000. Additional analytical monitoring is required for exceedances of the Permit benchmarks. Schneider National Carriers Inc. should follow the tiered response requirements for their NPDES Stormwater Permit.
