The flow numbers were measured by the flow meter sending the treated effluent to the overflowing wet weather tank. Weather conditions (snow and Ice) and service road conditions (snow/ice/gravel single lane not built for 25 trucks a day in &out) all contributed to the inability to pump & haul up to 75,000 gallons per day of treated effluent to the Town of Boone with 3,000 gallon pump trucks. I should be clear to all a dual use permit is needed for this site or a couple months of additional storage. I will forward the February pump & haul report later this week. This report is for the bypass overflow and discharge to surface waters event that occurred at the Cottages of Boone WWTP. It is our understanding that this incident started sometime between January 10 and January 11, 2021, and ended sometime between February 22 and February 23, 2021. A properly completed WWTP Bypass 5-day report on this incident is required within five (5) days of receipt of this email. A copy of the 5-day reporting form is attached for your convenience. In addition to the 5-day report, please include an explanation for how the total bypass volume and the total volume that was discharged into surface waters were derived. Please attach any additional information to the 5-day report that is not specifically included in the form (sampling results, action details, documentation, records, etc.). The purpose of this email is to document the information that has been provided to date, track the ongoing incident and to request that a written response be provided to the Division of Water Resources (Division). On the morning of Monday January 11, 2021, the Winston-Salem Regional Office (WSRO) received notification that at some point on the evening of Sunday January 10, 2021 or in the early morning hours of Monday January 11, 2021, the wet weather storage tank serving the wastewater treatment and irrigation system under Permit No. WQ0035784 began to overflow and subsequently discharge into an adjacent unnamed tributary to Laurel Fork. On January 11, 2021, the Division requested that daily updates be provided to the WSRO until the overflow bypass and discharge event is stopped. Daily updates have been provided by the designated ORC as requested. To date, the subject incident reportedly continues to actively occur. As of this morning, the daily reporting for the subject incident indicates that a minimum of 1,323,256 gallons of wastewater has overflowed the wet weather storage tank and discharged into the surface waters listed above. 3 Within ten (10) days of receipt of this email please provide the Division a written Plan of Action (POA) for ceasing this ongoing bypass and illegal discharge of wastewater into surface waters of the State. The POA should include, but not be limited to the following items: any actions that have already taken place (e.g., pump & haul operations with dates and volumes), actions that are planned to be taken to stop the bypass and discharge, and provide an estimated timeline for returning the facility to compliance.
