Dear Mr. Thornton:
Division personnel found a typographical error regarding the Sign Date on the cover page of the
permit, referencing a date of February 25, 2020 which did not match the transmittal cover letter or
the DocuSign date of February 25, 2021. A minor technical correction has been issued to remedy
this error, and the permit Sign Date has been corrected to be February 25, 2021.
Additionally, the City of Oxford has noted and requested that the permit cover and supplement to
cover pages be revised to correctly reference the Permittee as "City of Oxford" instead of "Town
of Oxford."
This minor technical correction does not affect any other terms, conditions, or compliance actions
covered by the permit.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended, the
City of Oxford
is hereby authorized to discharge wastewater from a facility located at the
Oxford Wastewater Treatment Plant
325 New Commerce Drive, Oxford
Granville County
to receiving waters designated as Fishing Creek in the Tar -Pamlico River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, III, and IV hereof.
The permit shall become effective• April 1, 2021.
This permit and the authorization to discharge shall expire at midnight on: September 30, 2025.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked. As of this
permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the exclusive
authority to operate and discharge from this facility arises under the permit conditions, requirements, terms, and
provisions included herein.
The City of Oxford
is hereby authorized to:
1. Continue to operate an existing 3.5 MGD wastewater treatment facility consisting of:
• a mechanical bar screen;
• influent wet well with three submersible pumps;
• influent flow -measurement device (Parshall flume);
• mechanical aerated grit removal;
• equalization basin;
• two each, three -stage oxidation ditches featuring anaerobic, anoxic, and aerobic zones;
• three -stage center -feed secondary clarifiers;
• ultra -violet disinfection;
• post aeration basin;
• sludge thickeners; aerobic sludge digesters,

2. Discharge treated wastewater from said treatment works via Outfall 001 at the location specified on
the attached map into Fishing Creek, which is classified as C, NSW in the Tar -Pamlico River Basin.
