Box 1307 Oxford, North Carolina 27565 A7rA NCDENR Subject: Authorization to Construct ATC No. 025054ACB NPDES Permit No. NC0025054 City of Oxford WWTP Granville County Dear Mr. Marrow: The Division of Water Quality's NPDES Unit has reviewed your request for an Authorization to Construct at the City of Oxford WWTP. The Division finds the proposed improvements to be satisfactory and hereby grants authorization for the following: • Installation of two new 400,000 gallon aerobic digesters. • Upgrade of the existing aerobic digester to 250,000 gallons with course bubble diffusers. • Removal of existing belt press and retrofit of existing belt press building to house four new rotary lobe positive displacement blowers. • Installation of two 2.2 million gallon long term sludge holding lagoons. This Authorization to Construct is issued in accordance with NPDES Permit No. NC0025054, issued April 20, 1995, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the terms and conditions of the permit. Upon issuance of this Authorization to Construct (025054ACB), the previously approved Authorization to Construct (025054ACA) for the installation of two 1 million -gallon aerobic digesters is voided and revoked. The Permittee shall notify the Water Quality Supervisor of the Asheville Regional Office, telephone number (828) 251-6208, at least forty-eight (48) hours prior to operation of the installed facilities, so that an in -place inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until 5:00 p.m., Monday through Friday. Additional Conditions for Authorization to Construct As a condition for this Authorization to Construct the permittee shall develop an Operations and Maintenance Plan for the new and upgraded treatment facilities. The Operation and Maintenance Plan should at a minimum include the following: • Startup and shutdown procedures • Preventive maintenance procedures for all pumps, blowers, valves, etc. • Operation maintenance procedures for all pumps, blowers, valves, etc. (complete with suggested vendors for spare parts) 1617 Mail Service Center, Raleigh, North Carolina 27699-1617 Telephone (919) 733-5083 FAX (919) 733-0719 An Equal Opportunity Affirmative Action Employer Internet: http://h2o.enr.state.nc.us/ City of Oxford WWTP NPDES Permit No. NC0025054 ATC No. 025054ACB Page 2 • Process control procedures • Technical data on treatment units, pumps, blowers, etc. • Safety procedures Three copies of the completed Operations and Maintenance Plan shall be submitted to the Division of Water Quality by February 28, 2001 for comment. Engineer's Certification Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct, and the approved plans and specifications. The Certification should be submitted to: NCDENR / DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617. Requirements for Certified Operator The Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays; and must properly manage and document daily operation and maintenance of the facility and comply with all other conditions of Title I5A, Chapter 8G, .0200. Additional Requirements The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. One (1) copy of the approved plans and specifications is enclosed for your records.
