Dear Mayor Ellington:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for the upgrading and expansion
the existing 0.43 MGD Southside Industrial Wastewater Treatment Plant
to 2.17 MGD extended aeration (43 hours) treatment facilities to consist
of a new mechanically cleaned bar screen, influent flow monitoring, replace-
ment of the existing influent raw wastewater pumps with three (3)
variable speed (300-3000 gpm) submersible pumps, new aerated grit removal
unit, upgrade of the existing extended aeration lagoon by installing a
floating partition curtain wall, relocation of existing floating aerators
and the addition of two (2) 7.5 hp floating aerators, renovations to the
existing final clarifier equipment, one (1) new final clarifier, a new
factory -built above ground sludge recirculation pump station with two (2)
self -priming variable speed centrifugal sludge pumps, new sludge handling
facilities to consist of a gravity sludge thickener, aerobic digester with
three (3) self -priming centrifugal variable speed thickened sludge mixer
pump, and dual variable speed progressive -cavity type digested sludge
pumps; sludge dewatering system to consist of 1.0 meter belt filter press,
with liquid emulsion type polymer feed system, one (1) sludge press waste-
water pump, sludge conveyor, control panel and sludge dewatering building;
conversion of the existing sludge recirculation pump station to a non -
potable water supply pump station with one (1) 150 gpm variable speed self -
priming centrifugal sludge pump, new chlorination facilities including
expansion of existing chlorine contact basin to provide 30 minutes
detention, mechanical post aeration-dechlorination basin, effluent flow
metering and sampling, operations/laboratory building, associated yard
piping, electrical work and appurtenances.

Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification have been reviewed, and
you are in receipt of our approval if Federal Funding is desired for
project construction.
The permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State certificate of
the grade at least equivalent to the classification assigned to the wastewater
treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.
This Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0025054 issued June 5, 1987,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications, and
supporting documents;' and are in compliance with the conditions and
limitations specified in Permit No. NC0025054.
The permittee shall obtain a sludge analysis and a sludge E.P. toxicity
analysis; and obtain approval of these analyses from the Division of
Health Services, Solid Waste Management Branch prior to the disposal of
any sludge from the new wastewater treatment plant. Copies of the
analyses, supporting documents, and approvals shall be submitted to the
Division of Environmental Management's Water Quality Section and the
Raleigh Regional Office.
During the construction of the proposed additions/modifications,
the permittee shall continue to properly maintain and operate the
existing wastewater treatment facilities at all times, and in such
manner, as necessary to comply with the effluent limits specified in the
NPDES Permit.
You are reminded that it is mandatory for the project to be constructed in
accordance with the North Carolina Sedimentation Pollution Control Act and,
when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractors responsibilities
shall be in complying with these acts.
The selling or free distribution of wet, dried, composted sludge or
sludge -like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
