The North Carolina Division of Water Resources conducted a Reconnaissance Inspection of the West Stanly
WWTP on February 10, 2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES WW Permit No. NC0043532 and Special
Order of Consent SOC WQ S-19 003. The findings and comments noted during this inspection are provided in
the enclosed copy of the inspection report.

On February 10, 2021 a Reconnaissance Inspection was conducted at the subject facility. The
inspection was conducted to insure compliance with NPDES Permit (#NC0043532) and SOC WQ S19
-003 conditions and requirements.
Review of flow data for calendar year 2020 indicates that facility has issues with Inflow & Infiltration
(I&I). Daily maximum flows recorded during 2020 report four (4) events where Daily Maximum Flow
was greater than (>) 2 MGD. The yearly average flow was caculated at 0.675 MGD or 75% permitted
flow of 0.9 MGD.
At time of inspection demolition had begun on old sludge settling tank and 2 smaller secondary
clarifiers.
Please be advised that in accordance with Item 2. (b.) of the current SOC (SOC WQ S19-003). The
County will submit quarterly progress reports detailing the work and activities undertaken and
completed on upgrades to the wastewater treatment plant. The reports are to be submitted as follows:
one copy must be mailed to the Mooresville Regional Office Supervisor, Division of Water
Resources/Water Quality Regional Operations Section, 610 East Center Avenue, Suite 301,
Mooresville, NC 28115, and one copy must be mailed to the Water Quality Permitting Section/NPDES,
1617 Mail Service Center Raleigh, NC 27699-1617. The quarterly reports are due in each respective
office no later than the thirtieth (30th) day of January, April, July, and October for the duration of this
Order.
Please also note in accordance with Item 2. (d.) No later than fourteen (14) calendar days after any
date identified for accomplishment of any activity listed in 2(a.), the County shall submit to Water
Quality Regional Operations Section Regional Supervisor for the Division of Water Resources (DWR)
Mooresville Regional Office written notice of compliance or noncompliance therewith.
Failure to submit status reports are subject to stipulated penalty of $1,000 for first violation; penalty
doubles with each subsequent assessment for late reports.
