This letter serves as a formal request and notification of the abandonment of monitoring
wells associated with the Spray Irrigation Application Permit No. WQ 0004869 in
accordance with the attached letter from
Highland Creek has received the copy of the well abandonment procedures and well
abandonment record supplied by your office and will begin the process of
abandonment after October 27, 1997. If additional information is needed from your

n February 20, 1997, the Division of Water Quality received a letter from McKim & geed., can behalf of
A.G. Land Development, Inc., requestingrequesfing art exemption from the permit requirement of notification to a new
landowner of materials applied to this 33 acre spray irrigation site, after review of the letter, pernut and
regulations associated with this request, the Division offers the following response.
A.G. Land Development Inc. should give notice to the. new land owners giving full details of the. operation
and materials that were applied to the subject spray irrigation site as required by the permit condition, This can be:
done by written notification on the deed amps for the land or by softie other method during sales transactions of
lots that contained portions of the spray site. also during review of the request, it carve to the attention of tlae
Division that a formal request fair abandonment of the m'onitorin wells that were required by this permit has not
been made. Therefore, A.G. Land Development file, must make a formal request to the Groundwater Section,
Mooresville Regional Office {phone number 704- a -1699,) that the raion, toritac wells that -were listed in the perm t
e abandoned.
Hopefully to help ease this requirement, the Division offers the following comments concerning this spray
irrigation site, In the request package, McKim and Creed submitted a "Report of Soil Sampling and Laboratory
Analysis" on the subject spray, irrigation site which was completed by lour Engineering, Review of this
teatormation show' s that the soils of the subject spray irrigation site do not exceed tlae ceiling concentration
requirements for heavy metals wet forth by the Fnvirontnenta ]' Protection Agency's 40 CFR Pail 503 regulations.
Also, the Mooresville Regional fface's Groundwater Section reviewed the groundwater data subriiitted as part of
the required inonitorin for the spray irrigation permit and found "nothingice terms of trends. that would indicate a

THE MONITOR WELLS MUST BE DEVELOPED TO A TOTAL
SUSPENDED SOLIDS LEVEL NOT EXCEEDING 5 mg/L.
level as stated above. Failure to do so may result in
samples containing excessive amounts of suspended
solids, due to improper well development, which could
lead to analysis and compliance problems. The North
Carolina Well Construction Standards 15A NCAC 2C .0105
require that a Permit be issued prior to construction
of any monitoring well, and therefore permit
application forms are attached for your convenience.
To facilitate the permitting process, you should
contact the appropriate Regional office personnel as
described above, to discuss the location and
construction requirements relevant to your specific
facility.
NOTE: Please disregard the above if installation of
g2proved monitoring wells has already been
completed.

This response is in regard to you letter of January 12, 1993 to Mr.
David Wright of American Newland Associates, in which you addressed mon-
itoring deficiencies for the ground water monitoring wells.
1. The detection limit error for Fecal Coliform was a laboratory
error and has been corrected. All further analysis will use
1 colony per 100 ML detection limit
. Conductance, temperature, odor and apperance were not, included
in the permit. However, they will be in all future analysis.
3. The three monitoring wells were sampled in December and the
samples were taken to Water Tech- Labs, Inc. in Granite Falls,
N.C. We will forward the results to you as soon as they are,
received.

Dear Mr. Wright:
On November 23, 1992, the Groundwater Section of the
Division of Environmental Management received the compliance
monitoring reports for the three monitoring wells associated with
the subject permit. In accordance with section IV of your
permit, the following deficiency was noted:
Fecal coliform levels in the wells were reported as
<10/100 ml. The results must be reported with a
detection limit of at least 1/100 ml.
Additionally the specific conductance, temperature, odor,
and appearance must be recorded in the field analysis section of
the compliance monitoring report.
Please make the above changes in all subsequent reports. To.
date, the results of the December sampling have not been received
by this office.

Dear Mr.Wootton:
Please find attached, the proposed, monitor well locations for the above
referenced project.. Permit item IV. I. requires the installation of three monitor
wells. Further specified is that the wells be situatedso that two wells are
downgradient from the spray fields and lagoon and that one well is to be situated
upgrdi ent of these facilities. It 'i s understood that this is standard language
that typically goes into permits when monitor wells are required. However, an
analysis of topographical features in the vicinity of the facilities,
demonstrates that the highest elevations in the area are occupied by the proposed'
spray fields,Hue to the nature of the souls in the ur ounding areas and
because the engineering for the spray fields has been completed and approved via
the issuance of the referenced permit, it is now imperative that the spray fields
remain as designed. Therefore, the positioning of an upgradient well in the
vicinity of the lagoon and spray 'Fields is simply not feasible at this site.

The attached proposed monitor well location map demonstrates that all three
wells are located downg adiept of the facilities. These well locations will be
at the review boundary (125 feet from the facilities) and will provide excellent
environmental monitoring data. The three gels will be sampled prior to
inception of spray irrigation and the analysis obtained from these samples will
provide the background water quality data for this project (as referenced in
pewit item .S..

The Groundwater Section has reviewed; the subject permit
t
application for a 100,000 glad spray irrigation system and a 3.2
million gallon storage lagoon to serve an; 1800 acre subdivision
until it is connected to a municipal sewer system in the spring
of 1993. The computer models HELP, PLUME 2D, and RESSQ were run
on the subject site, indicating a high probability of standard
violations at the compliance boundary for field nos. 7 and 8.
The Groundwater Section'recommends issuance of the permit with:
the following conditions:
1 Prior to beginning waste disposal operations,
three () monitor wells, one (1) upgradient and
two () dtwngradient, shall he installed in the
vicinity of field no.s 7 and 8, and the lagoon to
monitor groundwater duality. The well(s) shall he
constructed such that the water level in the well i
never above or below the screened (open.) portion of the
well at any time during the year. owever, the exact:
location and construction details for these wells shall
ap roved by the Mooresville Regional Office, from
which'a well construction permit swat be obtained.
2. The monitor wells shall be sampled initially after
construction (and prior to waste disposal operations)
and thereafter every April, August and December for the
following parameters

The measurement of water level = must be made prior to
sampling for the remaining parameters.
The measuring points (top of well casing) of all
monitoring wells shall be surveyed to provide relative
elevations of the measuring point for each of the
monitoring wells. The depth of water in each well
shall be measured from the surveyed point on the top of
the casing.
If TOC concentrations greater than 10 mg/l are detected
in any downgradient monitoring well, additional
sampling and analysis must be conducted to identify the
individual constituents comprising this TOC
concentration. If the TOC concentration as measured in
the backaround monitor well exceeds 10 mg/l, this
concentration will be taken to represent the naturally
occurring TOC concentration. Any exceedances of this
naturally occurring TOC concentration in the
downgradient wells shall be subject to the additional
sampling and analysis as described above,
if any volatile organic compounds are detected by
method 6230D, or the equivalent method 502.2, then EPA
methods 604 and 611 must also be run to detect other
organic compounds which may be present. The results of
all analyses specified in the monitoring requirements,
including 604 and 611 if required, must be submitted
simultaneously.
The' results of the sampling and analysis shall be sent
to the N.C. Division of Environmental Management on
Form GW-59 (Compliance Monitoring Report Form] every
May, September, and January,
3. The &C�o�,'m liance Boundary delineated on the attached site
map for the disposal system is specified by regulations
in 15A NCAC 2L, Groundwater Classifications and
Standards. An exceedance of Groundwater Quality
Standards beyond the Compliance Boundary is subject to
the penalty provisions applicable under General Statute
143-215.6(1)a. The sale of property, by the Permittee,
which is within or contiguous to the disposal site, may
