This is a re-submission of DWQ EXP NO 07-0503 Mills Park Elementary School (E-22 Access Road). It is F&R's understanding that
the project can be resubmitted for half the initial cost. Since the Express Review staff is already intimately familiar with this project
and given the urgent need for opening this school on time to provide 800 Wake County school children with a quality learning facility,
F&R hopes the project can remain in the express review program. Keeping this project in the program will save both the WCPSS and
the DWQ precious time in not having to bring additional DWO staff members not familiar with the project up to speed. Thank you for

As you are aware Froehling & Robertson, Inc., (F&R) has been contracted by Wake County
Public School System (WCPSS) to provide wetland and stream consulting services for the
proposed Mills Park Elementary School (E-22 Access Road) project site previously reviewed
under DWQ EXP NO 07-0503. This initial interest form is being submitted a second time in an
effort to expedite the permitting process.
This project was originally accepted into the Express Permit Review Program on March 21,
2007. The DWQ had requested additional information several times due to deficiencies in the
stormwater management plans. However, stormwater management plans have since been drafted
in accordance with NCDWQ regulations for both the school and access road. F&R submitted
revised plans on the morning of April 27, 2007 but has not yet received formal written denial or
an explanation as to the remaining (if any) deficiencies. F&R can not move forward with
permitting until the deficiencies are explained.
Representatives from F&R, WCPSS and WCPSS's sub-contracted design engineers would like
to meet with the DWQ prior to re-submitting the PCN but would greatly appreciate these
comments prior to the meeting so they can be properly addressed. F&R did receive some

Please provide a brief description of this project (attach site plan if available):
The Wake County Public School System (WCPSS) is proposing to construct Mills Park Elementary School (E-
22) on a 20 acre portion of a 239 acre pare ent parcel. In order to access the School the WCPSS plans to construct Mills
Park Drive across an approximately 150 foot wide wetland which includes an unnamed tributary (UT) to Panther
1
Creek. The UT is considered an Important Perennial Stream. A secondary Unimportant Channel that caries flow
through the wetland will also be crossed. A future Middle School and Town of Cary Public Park is planned for the
remainingportion of the parent parcel.
Construction of Mills Park Drive will take place within a 75 foot wide right of way. The right of way will consist
of earthen fill, a three lane asphalt paved road, sidewalks, curb and gutters, and underground utilities (water, sewer,
and electric). The total impervious surface will be 55 feet wide. An additional 10 feet of grassed fill will also be
present on each side of the proposed road. Site plans are on file at the DWQ under DWQ EXP NO. 07-0503
This initial interest form is being submitted a second time. This project was on ig nall~pted into the Express

from Courtland View RD.

Local controversy over overcrowding in schools has been ongoing in Wake County for the past several years. The
County has been involving the public on a regular basis. Mills Park Elementary School (E-22) is one of the schools
being constructed in order keep pace with the rapid growth of students in Wake County This growth is expected to
increase by an additional 8,000 students by the start of the 2008 school year Wake County is attempting to have this
school completed by July 2008 in order to lessen the effects of expected student population growth and to compensate
for overcrowding within the existing schools The proposed elementary school has a capacity of 800 students and
would help to reduce overcrowding within the elementary school system if it can be completed b~proposed date

regarding detailed procedures for full application (Note: Submittals of the review packages on Friday after 12:00 pm
will be stamped as received on the next business day).
