REQUEST FOR MORE INFORMATION
Dear Mr. Huff:
On February 15,2007, the Division of Water Quality (DWQ) received your application dated February 14,
2007 to fill approximately 0.49 acres of wetlands for a road crossing. Additional information was
received on May 9, 2007. The DWQ has determined that your application was still incomplete and/or
provided inaccurate information as discussed below. The DWQ will require additional information in
order to process your application to impact protected wetlands and/or streams on the subject property.
Therefore, unless we receive the additional information requested below, we will have to move toward
denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as
incomplete until we receive this additional information. Please provide the following information so that
we may continue to review your project.
Additional Information Requested:
1. Impact Justification (Avoidance and Minimization)
The response to the impact justification requested by this Office was not adequate to address the
avoidance and minimization criteria. The more northerly alignment of the entrance road would
minimize wetland impacts and there is also an adjacent highground area that would be suitable for a
sales office. The DWQ recommends that if the applicant prefers the entrance road at the center of
the property, then instead of partially bridging the crossing for the entrance road, bridge the entire
span and avoid the wetland impacts associated with the fill. Please redesign the project and revise
the narrative accordingly. Please note that bridges and bottomless culverts need to be designed to
meet DOT standards.
2. The draft declarations of covenants, conditions and restrictions for the site are for Goose Bay
Plantation. Is this project related to or a part of the Goose Bay Plantation off of Turkey Creek
Road? If so then the two need to be reviewed together as one complete project. Otherwise the
covenant document needs to specific to the subdivision and notarized as previously requested (the
covenant document received by DWQ had not been notarized).

Please respond within three weeks of the date of this letter by sending this information to me in writing
and 5 copies to Ian McMillan of the DWQ 401 Oversight and Express Office at 1650 Mail Service
Center, Raleigh, NC 27699-1650. If we do not hear from you within three weeks, we will assume that
you no longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
