SR 1465 (Goosenest Ln) in Perquimans County
The North Carolina Department of Transportation is requesting a NW 14 permit for impacts
resulting from road improvements on SR 1465 (Goosenest Ln) in Perquimans County NCDOT proposes to
widen the existing gravel road from 14 to an 18 paved surface width with the dttchlme being set back and
shoulders being adjusted to accommodate a wider paved surface After avoidance and minimization the
remaining unavoidable impacts are 0 008 acres (360 sq ft ) of wetlands resulting from shoulder fill and pipe
replacement
Included with this letter are the PCN form vicinity map permit drawings and aerial photos If

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities results of review and conclusions HPOWeb reviewed on 24
February 2012 and yielded no NR SL DE or LD properties in the Area of Potential Effects (APE)
Perquimans County current GIS mapping aerial photography and tax information indicated an APE
composed primarily of low lying wooded and cleared properties with a concentration of late
twentieth /early twenty first century residential resources on the south side of the SR 1465 (Goose Nest
Lane) (viewed 24 February 2012) The Perquimans County architectural survey and related
publication (Dru Haley and Raymond A Winslow The HlstoncArchltecture of Perquimans County North Carolina (Hertford
NC Town of Hertford 1982)) recorded no properties in the APE Google Maps Street View suggested
absence of critical historic structures /landscapes in the APE (viewed 24 February 2012)
No architectural survey is required for the project as currently defined
Brief Explanation of why the available information provides a rehablc basis for reasonably predicting
that there are no unidentified historic properties in the APE APE extends 100 feet from the ends of the
proposed 0 5 mile project length (E W) and 100 feet from the SR 1465 (Goose Nest Lane) centerline (N

A map review and site file search was conducted at the Office of State Archaeology (OSA) on Monday
February 13 2012 A comprehensive archaeological survey along this particular stretch of SR 1465 has
already been conducted Numerous archaeological site have been recorded within one half (1/2) mile of
the proposed project Digital copies of HPO s maps (Harvey Neck Quadrangle) as well as the
HPOWEB GIS Service (http / /gis ncdcr gov/hpoweb /) were reviewed on Friday February 17 2012
There are no known historic architectural resources located within the project area that may have intact
archaeological deposits within the footprint of the proposed project In addition topographic maps
historic maps (NCMaps website) USDA soil survey maps and aerial photographs were utilized and
inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement
within the project limits and to assess the level of modern slope agricultural hydrological and other
erosive type disturbances within and surrounding the archaeological APE

This is a State funded project that requires a Federal permit The proposed project area measures about
0 5 mile long by about 45 ft wide Existing ROW currently measures 45 ft All proposed activities are
to take place within the existing 45 ft ROW Given the nature of the tunding and the need for a Federal
permit the Area of Potential Etfec,ts (APE) is centered on the location of a pipe underneath the current
roadbed Although the ditchline along the north side of the road is to be pushed back 4 5 the entire
northern stretch of SR 1465 has already been subjected to archaeological investigations as part of a
cultural resources survey done on behalf of Harvey Point Defense Testing Activity (ER 06 0314) The
southern stretch of SR 1465 has been converted into residential lots starting in the late 1990s Two (2)
archaeological sites were recorded in the immediate vicinity of SR 1465 however one site (31 PQ 198)
was determined not eligible for the National Register of Historic Places (NRHP) and the other site
(31 PQ206) although recommended eligible does not fall within the limits of the proposed project
Further analysis of the project s topographv and hvdrology suggests that the current pipe that is to be
replaced is located in an area of frequent flooding and connects a man made pond with the unnamed
tributary north of the project area Given the low impact nature of the proposed project and the

intonnation provided above it is believed that the APE is considered to have a low potential for
containing intact archaeological materials Therefore an archaeological survey is not recommended
However if design plans change prior to construction then additional consultation will be required As
currently proposed this road improvement project is unlikely to affect any significant NRHP eligible
archaeological resources No further irchaeological work is recommended
