Enclosed is a copy of the Non -Discharge Compliance Evaluation Inspection (CEI)
Report for the inspection conducted on January 10, 2006, by Ms. Barbara Sifford of this
office. Messrs. Joseph W. Lyles, John G. Faggart, and Jeff Ritchie with the Water and
Sewer Authority of Cabarrus County (WSACC) accompanied Ms. Sifford during the
inspection. Please note. that the sections completed in the report pertain only to the areas
that were inspected..
The collection system. for WSACC consists of approximately 106 miles of gravity
sewer, approximately 10 miles of force main, and four duplex pump stations. The
collection system is currently classified as a CS-4 system and serves a population of
approximately 167,900. The system discharges to either WSACC's Rocky River WWTP
(NC0036269) or Muddy Creek WWTP (NC0081621) for treatment and disposal. The
collection system permit (WQCS00009) is effective until June 30, 2006. WSACC has
agreements to accept flow from the City of Concord, the City of Kannapolis, the Town of
Harrisburg, the Town of Mount Pleasant, and Cabarrus County.
Generally the inspection revealed that the collection system is being properly
operated and maintained. For your reference a copy of DENR's reporting and record
keeping requirements is also enclosed. Please be aware that all records pertinent to the
collection system must be maintained for three years.

Performance Standards
A Capitol Improvement Plan for the 20-year period, 2005-2025, was submitted
with the permit renewal application. Major capital improvements for interceptors are
tentatively scheduled for 2005 to 2010.
Operations and Maintenance
The attached CEI Report lists the information that must be kept for a period of
three years for pump stations, emergency generators, line cleaning, and right of way
maintenance; and be made available for review during inspections by Division of Water
Quality (DWQ) staff. WSACC performs an annual closed circuit television (CCTV)
inspection of its sewer lines. During fiscal year 2003/2004 85,000 feet of line was
evaluated, and during fiscal year 2004/2005 83,915 feet was evaluated. The 10%
required for this collection system is 60,000 feet per year.
Pump Stations
Four pump stations were inspected and are listed in the attached report. All of
WSACC's pump stations except Cold Water Creek are equipped with on -site stand-by
power generation.
Records
Records of spills and complaints were maintained by the permittee and were
available for review. A map of the collection system was also available.
Manholes
The manholes that were inspected are listed in the CEI Report. In general the
manholes'were in good condition with no visible signs of sinkholes or depressions, and
there were no bypass structures or pipes at any of the manholes.

An Annual Report for WSACC's collection system was submitted to DENR in
February 2005, and was included as part of the wastewater treatment plant report.
Notification requirements as set forth in NCGS 143-215.1C for spill reporting are
followed.
Lines / Right-of-Ways/Aerial Lines
Lines and right of ways that were inspected were accessible, free of sinkholes,
and showed no evidence of leakage.

Comment: This station is only used for the Cold Water Creek relief parallel sewer line
flow. It is a screw pump station so runtime hours do not equal flow volume (as various
flows can be transported by the screws). An alternate power source was not deemed
necessary at this pump station site. Should the operation of th e pump station fail, the
sewer can be diverted into an existing downstream 42 inch sewer line.
