PROJECT SUMMARY: The applicant proposes to replace the existing wooden dock and build a pier and catwalks to create 10 boat slips. Pirate Properties & Development Llc Buoy Tender Station Beaufort County Project Setting The project area is located at 419 West Main Street adjacent to the Tar River in the City of Washington in Beaufort County North Carolina. The Buoy Tender Station is a 14-unit condominium complex that consists of 3 buildings that are presently under construction: The construction of the condominium units was permitted under LAMA Minor Permit # 11-06. The project site originally housed a restaurant with a paved parking area resulting in 100% impervious surface for the project site. As proposed in CAMA Minor Permit #11-06 the amount of impervious service will be reduced to approximately 60% impervious surface. Existing structures on the project site include a bulkhead with a concrete cap walkway approximately 6' wide and the remains of a wooden dock that is to be replaced as part of this application. The property is bordered to the west by the US Highway 17 Bridge, which has riprap along the shoreline adjacent to the project site. East of the property is a commercial office building which houses Carolina. Winds Marina. Carolina Winds Marina is a single 1160' pier with 20 finger piers which houses a number of different vessel types. The Tar River averages f17' deep in the vicinity of the project site. The Tar River is classified as C/NS W by the Environmental Management Commission and an Inland Primary Nursery Area by the North Carolina Wildlife Resources Commission. There is no vegetation on the project site. Project Description The applicant proposes to replace the existing X187' X f6' wide wooden dock and increase its length by X25'. In addition, the applicant proposes to build a f30' X ~6' pier and six t15' X f2' catwalks with associated mooring pilings to form ten boatslips. As proposed the slips will measure f30' X f15'. The pier and catwalks will be located perpendicular to the dock running north to south. The proposed layout of the facility could lend itself to having additional slips on the most eastern and most western catwalks but the traditional volume of traffic through the area would not lend itself to the use of those slips without the addition of spring pilings which are not depicted or proposed as part of this project application. Anticipated Impacts The project as proposed will result in the shading of ±1,632ftz of river bottom (only 1510 ft2 is new work). The site is approximately centered around latitude 35° 43' 19.70" north and longitude 76° 42' 22.56" west in Washington, Beaufort County. The applicants propose to repair an existing 187 feet long boardwalk and construct a new 25 feet boardwalk attached to the existing boardwalk at the west end. In addition, the applicants proposed to build a 30 feet long six feet wide pier extending out into the Pamlico River and construct ten, 15 feet wide by 30 feet long boat slips with 10 mooring pilings and six finger piers-each two feet wide by 15 feet long. The purpose of the repair and construction of the water dependent structures is to provide mooring for residents of the Buoy Tender Station residential development in Downtown Washington, NC. The entire upland site was formerly covered by concrete and asphalt. Please note, the proposed pier and slips are proposed to be sited in an average of 17 feet of water. The wooden, water dependent development as proposed is not anticipated to have any negative impacts on water quality. Depicted on the site plan is the alignment of the federal channel in the Pamlico River. The proposed pier and slip alignment is 135 feet from the 52 feet ~USACE Navigation Buffer as shown on the enclosed site plan. In addition, the proposed pier and slip configuration is outside of the necessary 50 feet wide right of way from the US 17 Bridge and 15 feet from the adjacent riparian property boundary to the east. The upland re-development has already begun. The development results in an overall reduction in impervious surface at the site.
