8 PROJECT SUMMARY The applicant proposes to reconfigure an existing private docking facility with a new
floating dock floating platform boatlifts and roof over an existing platform adjacent to the AIWW

9 PROJECT DESCRIPTION
The project site is located at 8716 Bald Eagle Lane adjacent to the Atlantic Intracoastal Waterway (AIWW) and
Middle Sound in New Hanover County To locate the property from Market Street (NC Highway 17) turn onto
Porter s Neck Road and travel east approximately 2 miles At the stop sign turn left onto Bald Eagle Lane and travel
north approximately 0 75 miles and the property of interest will be located on the right
The property is approximately 0 75 acres and averages 20 above normal high water (NHW) The applicant maintains a
two story single family residence The 100 of shoreline is stabilized by an asbestos bulkhead Upland vegetation
consists of ornamental landscaping maintained lawn grass and hardwood species consisting primarily of oak trees
Waterward of the bulkhead is an area of coastal wetlands approximately 20 in width consisting primarily of Smooth
Cordgrass (Spartma alterniora)
A small access pier measuring approximately 1 in length by 6 in width leads onto an existing uncovered platform
measuring approximately 18 in length by 18 in width which extends towards the AIWW in an easterly direction This
existing platform is currently elevated over the existing coastal wetlands aforementioned An access ramp leads onto a
floating dock measuring 20 in length by 6 in width which is located on the eastern side of the platform running
parallel to a man made access channel to the AIWW One (1) mooring piling is located approximately 20 to the south
of the floating dock within the access channel Located on the northern side of the floating dock is an existing boatlit
measuring approximately 10 in length by 11 in width The application states that the existing docking facility
currently accommodates three (3) vessels with water depths of approximately -2 to -4 at normal low water (NLW)
(See Sheet 1 of 4) The applicant s property is 1 of 11 properties between 8637 and 8744 Bald Eagle Lane with private
docking facilities that share access to this man made access channel which was authorized to 50 in width to a final
project depth of 6 at NLW This access channel is maintained under State Permit No 164 97 (William F Boucher
8724 Bald Eagle Lane)
The New Hanover County Land Use Plan classifies adjacent waters as Conservation and the adjacent high ground
portion of the project area as Resource Protection The waters of the AIWW and Middle Sound are classified SA ORW
by the Division of Water Quality The area is NOT designated as a Primary Nursery Area (PNA) by the N C Division
of Marine Fisheries and they are OPEN to the harvest of shellfish
PROPOSED PROJECT
The applicant proposes to reconfigure an existing private docking facility with a new floating dock floating platform
boatlifts and roof over an existing platform adjacent to the AIWW The application states that the existing 18 in length
by 18 in width uncovered deck would be covered within that same footprint The application also states that the
existing floating dock would be removed and would be replaced with a new floating dock measuring approximately
40 feet in length by 6 in width which would run parallel to the access channel Two (2) new boatlifts each
measuring approximately 13 in length by 11 in width would be installed One would be located on the southern most
end and one on the landward side of the proposed floating dock The application states that a new Jet Ski floating
platform measuring approximately 6 in length by 8 in width would be installed between the existing platform and the
landward side of the proposed floating dock The application states that the proposed reconfiguration would
accommodate up to six (6) vessels at this docking facility in water depths of approximately -1 to -4 at NLW (See
Sheets 3 and 4 of 4)
10 ANTICIPATED EAPACTS
The proposed reconfiguration would mcorporate approximately 626 sq ft of Estuarine Waters and Public Trust Area
The proposed structure would accommodate up to six (6) vessels The proposed boatlift on the landward side of
proposed floating dock would be located in water depths of approximately 1 to 2 NLW there will be potential for
bottom disturbance and displacement of the adjacent marsh substrate kicking by vessel propellers to access the
boatlift The existing docking facility and proposed structures extend approximately 15 into the man made access
channel to the AIWW which measures approximately 50 feet across This existing distance appears to conform with
the established pier length

As proposed the applicant s proposal would not encroach into the 80 foot setback from the AIWW channel The
proposed structures would not encroach into the adjacent riparian corridor 15 setback requirement Minor increases in
turbidity should be expected during construction
