RE: Hangar P683/P687 and Airfield Roads, Onslow County; DWQ #20120270
Biologists with the North Carolina Wildlife Resources Commission ( NCWRC) have reviewed the subject
application for impacts to wildlife and fishery resources. Our comments are provided in accordance with
provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.), and
Sections 401 and 404 of the Clean Water Act (as amended).
The United States Marine Corps is proposing to construct facilities to accommodate aircraft maintenance,
storage, and deployment/landing, to accommodate personnel driving /parking their cars to /at the facility, and to
relocate the existing road to permit transit through the around the airfield to the ammunition facility to the
west on New River Air Station in Onslow County. Proposed work would result in approximately 2.81 acres of
wetland impacts as well as permanent impacts to 207 feet of stream.
An alternatives analysis was provided with the application information outlining many of the reasons for the
currently proposed alignment of the hangar, apron, parking and other associated construction as part of Phase I
of the project. The NCWRC appreciates this information as it provides clarification for many of the wetland
impacts. We are requesting additional information about the location of the filtration basin, future proposed
squadron warehouse and parking facility adjacent to the proposed hangar. Specifically, we are requesting
further clarification as to the location and design of these elements since they appear to be precluding the
movement of the hangar further south. Moving the hangar further south would reduce wetland and stream
impacts in W4 as shown on Figure 4 and Figure 5. Creating multiple, smaller filtration basins can also reduce
potential of attracting waterfowl to the area as well as make future management for birds more feasible. The
NCWRC would also appreciate more information about how the parking facility could not be a parking garage
built to the same vertical height as the hangar or otherwise reduced in size.
