3 Project Description
3a Describe the existing conditions on the site and general land use in the vicinity of the project at time of this application
The 4 000 foot long trail corridor is located southeast of I 85 exit 191 between Butner and Creedmoor in southern Granville
County It extends from East Lyon Station Rd southeastward following a powerlme right of way for 2 170 feet then turns
northeastward following the east edge of Pond Dnve for 1 830 feet to its intersection with NC 56 The adjacent area north
of the proposed trail contains commercial industnal and institutional development An apartment complex and a mobile
home community are located southeast of Pond Drive and additional residential development is located northeast of NC
56 The adjacent land southwest of the powerlme is forested and industrial land A small unnamed stream flows
southeastward into Ledge Creek roughly parallel to the powerlme segment of the project
3b List the total estimated acreage of all existing wetlands on the property
The stream segment near the middle of the project has adjacent marsh and scrub /sapling wetlands mostly in the powerlme
right of way RJG &A Environmental Consultants delineated portions of two wetlands (CA and CB) within 50 feet of the
project corridor The area of wetland CA delineated is approximately 0 21 acre and the area of wetland CB delineated is
approximately 0 20 acre The Granville County Soil Survey shows Chewacla loam mapped along the stream near these
wetlands The wetlands may extend beyond the limits of RJG &A s field delineation (beyond the project construction
impact area)
3c List the total estimated linear feet of all existing streams (intermittent and perennial) on the property
An unnamed tnbutary of Ledge Creek parallels the powerlme and is within 50 feet of the project construction corridor for
approximately 900 feet between project stations 15 +00 to 22 +00 and stations 28 +50 to 30 +50 This stream is depicted on
both the USGS Quad (Stem NC) and the Granville County Soil Survey The trail will cross this stream near station 20 +60
The Soil Survey also depicts a smaller tributary crossing the corridor near station 45 +00 along Pond Drive but this channel
was piped and buried when Pond Drive was built and does not exist as an open channel in the project corridor
3d Explain the purpose of the proposed project
The project will provide a safer walking and biking route between the residential areas to the south and east and the
commercial and institutional destinations to the north and west This new trail combined with existing trails and sidewalks
is expected to decrease the number of short automobile trips
3e Describe the overall project in detail including the type of equipment to be used
The project includes construction of approximately 4 000 feet of new 10 foot wide greenway trail Beginning at East Lyon
Station Rd the proposed trail extends southeastward for 2 170 feet mostly within a Progress Energy transmission line easement
then turns northeastward and follows the edge of an existing street (Pond Drive) for 1 830 feet Cleanng construction and
restoration methods vary based upon the location of greenway trail as described below
Boardwalk trail (10 ft wide) will be installed along three trail segments totaling 385 feet at stream wetland and zone 1 buffer
crossings Short boardwalk sections will also be used in a few areas as passive stormwater drainage devices in lieu of pipes to
get drainage from the upstream side of the greenway to the downstream side The majority of the project will be asphalt paved
trail with a 10 ft wide paved surface plus a 2 ft crushed stone shoulder on each side Side slopes will be 3H IV or flatter as
recommended by DWQ
Nearly all of the project corridor is non forested either within the mowed powerlme easement or along the mowed roadside
One segment 210 ft long (station 18 +50 to 20 +60) extends into the upland forest adjacent to the powerlme easement in order to
minimize wetland and zone 1 buffer impacts The only forested land where mechanical clearing is necessary is approximately
0 21 acre of upland pine/hardwood forest in this area The trail alignment and construction access have been selected to avoid
and minimize impact to trees and wetlands and to provide as much separation as possible from streams and npanan buffers
The construction corridor will be generally 25 feet wide to allow 10 feet for the trail plus 15 feet for temporary equipment
access Tree protection fencing will be installed prior to cleanng to protect trees and other vegetation not scheduled for removal
Because of the narrow construction corridor trees will be cut down first and then the stumps removed where necessary to install
the asphalt surface greenway Where boardwalk is installed trees will be cut at ground level and stumps left in the ground All
cleared material will be removed from site and no on site burning will be perrmtted Tree removal will be scheduled and

coordinated such that silt fence can be installed by the end of each work day to cover the area cleared that day By working in
short segments and installing silt fence daily impacts to streams and wetlands related to sedimentation and erosion will be
minimized As an added measure to protect wetlands the contractor will be required to use mats when crossing wetland areas
No crossing of streams with clearing equipment is planned The contractor has access to both sides of all streams thus
precluding the need to cross the stream with heavy equipment Silt fence or combination silt fence /tree protection fence will be
placed between the work area and the adjacent stream or wetland area to keep sediment and equipment out of the stream and
wetland area Much of the greenway will occupy the transmission line easement and a sanitary sewer easement both built prior
to the Neuse Buffer Rules
Following corridor clearing and staking for greenway construction the contractor will begin rough grading and building
boardwalk where specified While the plans do not anticipate such underground utilities will be reinforced to support
additional loads where needed Small bull dozers hydraulic excavators front end loaders dump trucks and sheep s foot type
equipment will be used In installing the boardwalk it is anticipated the contractor will employ a small farm tractor with an
auger connected to its power takeoff The auger will excavate a three foot diameter hole (7 1 sq ft) for each boardwalk footing
where sonotube and reinforcing steel will be installed and then concrete poured to support the post All excavated material
will be removed from the wetland area for disposal in uplands As the greenway subgrade approaches design elevation storm
drainage pipe with outlet protection measures will be installed Rip rap used for energy dissipation downstream of pipes will be
bedded on geotextile fabnc
Crushed stone will be delivered to the site by dump trucks After partially spreading the stone during dumping a motor grader
will further spread the stone along the proposed asphalt surface segments Vibratory compactors will compact the stone base
to the required compaction then paving equipment will place the asphalt Once the surface is paved the 2 feet wide shoulders
and slopes will be dressed and seeded Side slopes will be 3H IV or flatter as recommended by DWQ
At stream and wetland crossings silt fence will be installed between the work area and the stream Soil will be excavated for
boardwalk foundations and removed from the wetland area and the concrete foundations poured The remaining boardwalk
construction will require no further ground disturbance For the timber boardwalk after the foundations are installed the
contractor will cut timber posts to the design elevation and install support girders support beams decking and handrail system
The contractor will collect all construction debris daily for disposal All erosion and sedimentation control measures will be
regularly monitored at least weekly immediately before a forecasted storm event and immediately after a storm event
exceeding 1/2 inch of rainfall within a 24 hour period Remediation measures will be employed to keep the erosion and
sedimentation control measures performing as designed
Restoration of the disturbed area will commence near the end of construction Following fine grading all disturbed areas not
covered with new asphalt or boardwalk will be stabilized by seeding and mulching Erosion and sedimentation control
measures will remain in working order until disturbed areas have been stabilized with new grass No fescue or other non
native perennials will be seeded in wetland areas Town of Butner staff will maintain the greenways and take measures to
mitigate any local erosion problems that may occur The 2 feet wide greenway shoulder will be mowed to preclude trees
and other large vegetation In the forested area just west of the stream crossing the remainder of the temporary construction
corridor beyond the trail shoulders will be left to regenerate in natural forest With the exception of periodic maintenance
vehicles this greenway will not carry motor vehicle traffic Thus the greenway should not contribute to road runoff
pollutants except for the minor hydrocarbons from the asphalt itself Boardwalk at the single stream and wetland crossing
will mimmize impacts to flow aquatic life passage soil compaction and vegetation

US FWS and NC NHP websites list three federally endangered species in Granville County Dwarf Wedgemussel Harperella and
Smooth Coneflower The Ledge Creek tributary in the project area is apparently too small to provide suitable habitat for Dwarf
Wedgemussel and there is no record of this mussel in Ledge Creek or other Falls Lake (Neuse basin) tributaries in Granville
Durham or Wake counties The stream in the project area is also apparently too small to provide suitable habitat for Harperella
which occurs on rocky islands or gravel bars in larger streams and rivers including the Tar River near Oxford Based on lack of
suitable habitat and lack of any nearby records neither of these stream dwelling species will be affected by the project
Smooth Coneflower occurs in glades or prairie like natural communities with an open or thinly wooded canopy and can also occur
along scrubby road embankments and powerline rights of way There are several known occurrences of Smooth Coneflower in the
Butner Creedmoor vicinity mainly on soils mapped as Enon Iredell and Picture soil senes RJG &A biologist Christopher Hopper
searched the project corridor (especially the powerline) for Smooth Coneflower during September 2010 when this plant should be
readily identifiable and did not find any specimen Soils in the project corridor are mostly mapped as Creedmoor and Chewacla
series which are not soils likely to support Smooth Coneflower Based on our field survey and the lack of mapped suitable soils we
conclude the project will not affect Smooth Coneflower
