This Office has reviewed your Individual Permit (IP) application dated February 27 2012 for the
permanent fill of 2 71 acres and temporary impacts of 0 18 acres ofjurisdictional wetlands and permanent
impacts of 207 linear feet of intermittent stream The Division of Water Quality (DWQ) has determined
that your application was incomplete as discussed below The DWQ will require additional information
in order to process your application to impact protected wetlands and/or streams on the subject property
Therefore unless we receive the additional information requested below we will have to move toward
denial of your application as required by 15A NCAC 2H 0506 and will place this project on hold as
incomplete until we receive this additional information Please provide all of the following information
so that we may continue to review your project
1) The application has checked that Section 10 impacts will be proposed The application does
not show any Section 10 impacts please indicate what these impacts will be or remove the
check beside the Section 10 Permit
2) The application has large areas that have been blocked out by white squares The DWQ
cannot adequately review the application with these blocks The DWQ needs to review the
complete project site to determine if avoidance and minimization has been done to the
maximum extent practicable Please remove the blocked out areas and resubmit the
drawings
3) The application does not include a copy of the EEP acceptance letter This letter is required
for DWQ to issue the individual Certification Please include a copy of the EEP acceptance
letter for this project

4) On Figure 4 there are features that are linear (in blue) are these all stream features? If they
are then additional impacts need to be identified on the apron the two other impacts for the
road accessing the apron the proposed far western road modification and anything under the
white block that may cross a stream
5 ) In the Responses to selected PCN items the section discusses runway #01/19 Is runway
#01/19 identified on the aeriaVdrawmgs?
6 ) In the same section under Further Alternative Analyses an explanation states that the apron
cannot be positioned south of east runway but why can t the runway be shifted down towards
the southwest The Future proposed Squadron Warehouse could be turned perpendicular to
its proposed orientation which would allow the hanger to be shifted approximately 100
along with the apron The proposed Warehouse could be attached to the hanger hence
allowing a greater distance to shift the hanger and apron The proposed filtration basin could
be designed so that it longer and could be on both sides of the road These changes would
greatly reduce the impact to W4 In addition the two rectangles (unidentified) below the
road impacting W4 could also be rotated perpendicular to their present orientation allowing
the road to be shifted down out of the proposed wetland (W4) impact
7 ) The proposed utility crossing in W4 is not shown on the drawings (Figure 4 or 5)
8 ) On Figure 5 the road modification that impacts WI why can t the road be shifted to the east
to avoid that impact altogether?
9 ) Cross sectional drawings for the areas of streams and wetlands These need to show the
slopes or retaining walls proposed and how they will be stabilized
Please respond within three weeks of the date of this letter by sending this information to me in writing
two copies to Ian McMillan c/o 401 Wetlands and Stormwater Branch 1650 Mail Service Center
Raleigh NC 27699 1650 and a copy to Brad Shaver of the USACE Please reference the DWQ Project #
of 2012 0270 in all future correspondence If we do not hear from you within three weeks we will
assume that you no longer want to pursue this project and we will consider the project as withdrawn
This letter only addresses the application review and does not authorize any impacts to wetlands waters
or protected buffers Please be aware that these impacts requested within your application are not
authonized (at this time) by the DWQ If you have any questions please feel free to call Joanne
