Goals and objectives were established as part of the original permit issuance and SWMP development. They have been
reviewed periodically since. Historically, the review was facilitated by the Environmental Planner, with participation
from other staff and the Environmental Advisory Board. Since the Town created (2017) and staffed (2018) a
Stormwater Utility, the review has been undertaken by the Stormwater Utility Manager and Stormwater Specialist. In
2020 and 2021, the review has included the Stormwater Advisory Commission, an appointed group of volunteer
citizens.

Carrboro’s target stressors/pollutants identified in the 2018 SWMP are nitrogen, stormwater volume, hydrologic,
geomorphic, and riparian alteration, sediment, and toxics. Due to Carrboro’s overwhelmingly residential land use,
residential properties were identified as the most important source in the SWMP, while recognizing that commercial
and other properties also contribute. These pollutants/stressors/sources are being reviewed for the new SWMP and
will be reviewed annually going forward.

The 2018 SWMP identifies the residents and businesses in Carrboro as a focus, and more specifically, target audiences
are homeowner’s, homeowners associations, rental property managers, business owners, schools, and Town elected
and appointed officials and staff. These audiences have been chosen based on Carrboro’s land use and their
effectiveness in reaching Carrboro’s citizenry. Since 2018, Stormwater staff have continued to focus on these
audiences, with specific outreach to homeowner’s through development and dissemination of a stormwater/watershed
manual for homeowner’s. There has also been some emphasis on HOA’s and property managers in coordination with
SCM maintenance and inspection outreach. In 2020, a monthly stormwater report to the Town Council as part of their
public meeting agenda was also initiated. In 2021, staff intend to expand outreach to/through schools.

The Town of Carrboro entered into a partnership with Clean Water Education Partnership (CWEP) in 2005. Each year
the partnership provides an annual report (see document #13) that outlines the exposure their efforts produce for the
entire year.
In 2020, our outreach efforts were severely limited due to COVID-19 regulations and cancellation of our regular
outreach events. In the past years we participated in events outlined in II.B.2.f above. We used town and division
website/pages and social media to continue outreach.
The previous Carrboro Day event we partnered with CWEP to host two tents that highlighted macroinvertebrates and
the connection to water quality as it related to stormwater runoff. We had over 47 interactions with adults and
distributed 25 brochures. There were over 30 kids that participated in the Craft a Caddisfly activity.
Stormwater staff had an outreach table at the Carrboro 2019 Open Streets event. We highlighted the affect Urban
Forestry has on Stormwater and runoff. This highlighted the Tree Value Tag intern project.
In 2019, stormwater staff set up an outreach table at 3 Farmer’s Market days and handed out 15 brochures and had
10+ interactions per event. We concentrated on general outreach on Stormwater and made ourselves available for
general questions from the public. We hope to participate in the Farmer’s Market more regularly once COVID
regulations allow.
In March 2020, the Carrboro Stormwater Division partnered with the Town of Chapel Hill Stormwater Management to
host the first Annual Joint Creek Clean-up event. The event saw 65 volunteers (25 of which were students) that cleaned
up almost 3 tons of trash from half a mile of an unnamed tributary of Morgan Creek that runs along the border
between our towns. We distributed 28 brochures at this event. This will be an ongoing event and we have plans to
transition to a virtual event in 2021 to comply with current regulations.
In 2019-2020 Stormwater division staff worked with the Town’s Environmental Planner to design and apply for an
Urban Forestry Grant from the NC Urban Forest Council’s Legacy Tree Fund for a stream buffer restoration project. The
stream buffer restoration project is located in a town park and serves as an example of how a stream buffer should
look. Educational signage will be added to increase the impact of the project for years to come. We were awarded the
grant and in November 2020 we hosted a volunteer tree planting event as part of this grant. There were 50 volunteers
present from age 4 to age 80. Over 20 brochures on Urban Forestry and stormwater were distributed as well as 40+
giveaway items. Members from the NCUFC were present at the event.

Stormwater staff anticipate that Public Education and Outreach will continue to expand as the
relatively new Stormwater Utility gets more experience, financial reserves, and the recent steps
that have been taken gain traction. Expanding our social media presence and partnering with other
local municipalities, volunteer groups, HOAs, and town departments will help expand our outreach
efforts.

A principal avenue for public involvement in providing input and direction to the Stormwater program is through
Stormwater Advisory Commission meetings. The Stormwater Advisory Commission meets monthly on the second
Thursday of the month. These are public meetings that are posted on the Town’s calendar and website and announced
at Council meetings. There is also a subscription list with members receiving the agendas when they are published.

All stormwater related provisions in the Land Use Ordinance and Town Code are reviewed at a public hearing as are
Special Use and Conditional Use Permits for projects with Stormwater Control Measures. A stormwater monthly report
is provided to the Town Council as part of their regular public meeting agendas.
