Reference is made to your written rescission request received March 21, 2017 for the subject
closed -loop recycle system permit. Staff from the Mooresville Regional Office has confirmed that the
subject permit is no 'longer required. Therefore, in accordance with your request, Permit No. WQ0001559
is rescinded, effective immediately.
If in the future you wish again to operate the subject non -discharge system, you must first apply
for and receive a new permit. Please be advised that construction and/or operation of the subject facilities
without a valid permit is a violation of North Carolina General Statute § 143-215.1 and may subject the
owner/operator to appropriate enforcement actions in accordance with North Carolina General Statute
§ 143-21.5.6A-6C. Civil penalties of up to $25,000 per day per violation may be assessed for failure to
secure a permit required by North Carolina General Statute §143-215.1.

The issuance of this permit shall not relieve the Perniittee of the responsibility for damag
to surface or groundwaters resulting from the operation of this facility.
The facilities shall be effectively maintained and operated as a non -discharge system to
prevent the discharge of any wastewater resulting from the operation of this facility.
9. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited,
10, Any monitoring deemed necessary by the Division of Environmental Management to insure
surface and ground water protection will be established and an acceptable sampling
reporting schedule shall be .followed,
11. Adequate inspection, maintenance, and cleaning shall be provided by the Perrnittee to
insure proper operation of the subject facilities.
17. The Perrnittee or his designee shall inspect the wastewater recycle facilities to prevent
malfunctions and deterioration, operator errors and discharges which may cause or lead to
the release of wastes to the environment, a threat to human health, or a nuisance. The
Perrnittee shall keep an inspection log or summary including at least. the date and time of
inspection, observations made, and any maintenance, repairs, or corrective actions taken
by the Perrnittee, This log of inspections shall be maintained by the Perrnittee for a period
of three years from the date of the inspection and shall be made available upon request to
the Division of Environmental Management or other permitting authority,
13. Any duly authorized officer, employee, or representative of the Division of Environmental
Management may, upon presentation of, credentials, enter and inspect any property,
premises or place on or related to the recycle system at any reasonable time for the purpose
of determining compliance with this permit; may inspect or copy any records that MUM_ be
kept under the terms and conditions of this permit; or may obtain samples of groundwater,
surface, water, or leachate.

The annual administering and compliance fee must be paid by the Perrnittee within thirty
(30) days after being billed by the Division. Failure to pay the fee accordingly may cause
the Division to initiate action to revoke this permit as specified by 15 NCAC 2.H .0205
(c)(4).
Failure to abide by the conditions and limitations contained in this permit may subject the
Permittee to an enforcement action by the Division of Environmental Management in
accordance with North Carolina General Statute 143-215.6A to 143-215..6C.

all statutes, rules, regulations, or ordinances which may be imposed 'byother government
agencies (local, state, and federal) which have jurisdiction.
A set of approved plans and specifications for the subject project ust be retained by the

18. Noncompliance Notification:
The Perrnittee shall report by telephone to the Mooresville Regional Office, telephone
number 704/663-1699, as soon as possible, but in no ease more than 24 hours or on the
next working day following the occurrenceor first knowledge of the occurrence of any of
the following:

Any occurrence at the wastewater treatment facility which results in the treatment of
significant amounts of wastes which are abnormal in quantity or characteristic, such
as the dumping of the contents of a basin or tank; the known passage of a slug of
hazardous substance through the facility; or any other unusual circurnstxa.nces,
b. Any process unit failure, due to known or unknown reasons, that render the facility
incapable of adequate wastewater treatment such as mechanical or electrical failures
of pumps, aerators, compressors, etc.
c. Any failure of a pumping station, sewerline, or treatment facility resulting in a by-
pass directly to receiving waters without treatment of all or any portion of the
influent to such station or facility.
d. Any time that self -monitoring information indicates that the facility is not in
compliance with its permit limitations.
Persons reporting such occurrences by telephone shall also file a written report in letter
forrn within 15 days following first knowledge of the occurrence. This report must outline
the actions taken or proposed to be taken to ensure that the problem does not recur,
l q. Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of
the wastewater treatment facilities. The operator must hold a certificate of the type and,
grade at least equivalent to or greater than the classification assigned to the 'wastewater
treatment facilities by the Certification Commission. The Permittee must also employ a
certified back-up operator of the appropriate type and grade to comply with the conditions
of Title 15A, Chapter 8A, .0202. The. ORC of the facility must visit each Class I facility at.
least weekly and each Class II, .III, and IV facility at least daily, excluding weekends and
holidays,. and must properly manage and document daily operation and maintenance of the
facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202.
20.. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its
extension. Upon receipt of the request, the Commission will review the adequacy of the
facilities described therein, and if warranted, will extend the permit for such period of time,
and under such conditions and limitations as it may deem appropriate.

A request for information was made at this time of the site visit. However, MRO has not received the requested
photographs of the inside of the Carwash Bays. Also, MRO has not received confirmation that the water
holding tanks have been properly emptied. During the inspection it was noted that rust was present in the
holding tanks from the last time the system was in service.
The MRO requests that this information be provided prior to 'permit rescission.

15A NCAC. 02T .1003 PERMirrING BY REGULATION
(a) The following systems are deemed permitted pursuant to Rule .tl 113 of this Subchapter provided the system meets the criteria itt
Rule ,0113 of this Subchapter and all criteria required for the specific system in this Rule:
(1) Return of wastewater contained and under roof within an industrial or commercial process where there is no anticipated release
of wastewater provided the facility develops and maintains a spill control plan in the event ofa release and no earthen basins
are used.
(2) Recycling of rinse water at concrete mixing facilities for concrete mix removal from equipment provided the wastewater is
contained within concrete structures, there is sufficient storage capacity to contain the runoff from a 24-hour, 25-year storm
event plus one foot freeboard and the Facility develops and maintains a spill control plan in the event ofa wastewater release..
The facility must notify the appropriate Division regional office in writing noting the owner, location, and that the design
complies with the above criteria.
(3) Recycling of wash and rinse water at vehicle wash facilities provided the wastewater is contained within concrete, steel or
synthetic structures i e, not including earthen basins), all vchic'
inputs (direct or indirect), and the facility develops and maintains a spill control plan in the event of a wastewater release.
(4) The reuse or return of wastewater within the treatment works ofa permitted wastewater treatment system.
(b) The Director may determine that a system should not be deemed permitted in accordance with this Rule and Rule .0113 of this
Subchapter, This determination shall he made in accordance with Rule .0113(e) of this Subchapter.

6. The residuals generated from these treatment facilities must be disposed in accordance with
General Statute 143-215.1 and in a manner approved by the North Carolina, Division of
Water Quality.
7. The issuance of this permit shall not relieve the Permittee of the responsibility for damages
to surface or groundwaters resulting from the operation of this facility.
The facilities shall be effectively maintained and operated as a non -discharge system to
prevent the discharge of any wastewater resulting from the operation of this facility,
9. Diversion or bypassing of untreated wastewater from the treatment, facilities is prohibited,
10. Any monitoring deemed necessary by the Division of Water Quality to insure surface and
ground water protection will be established and an acceptable sampling reporting schedule
shall be followed.
11, Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to
insure proper operation of the subject facilities.
12. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent
malfunctions and deterioration, operator errors and discharges which may cause or lead, to
the release of wastes to the environment, a threat to human health, or a nuisance. The
Permittee shall maintain an inspection log or summary including at least the date and time of
inspection, observations made, and any maintenance, repairs, or corrective actions taken by
the Permittee. This log of inspections shall be maintained, by the Permittee for a period of
three years from the date of the inspection and shall be made available to the Division of
Water Quality or other permitting authority, upon request.
13. Any duly authorized officer, employee, or representative of the Division of Water Quality
may. upon presentation of credentials, enter and inspect any property, premises or place on
or related to the recycle system at any reasonable time for the purpose of determining
compliance with this permit, may inspect or copy any records that must be maintained
under the terms and conditions of this permit, and may obtain samples of groundwater,
surface water, or leachate.
14. The annual administering and compliance fee must be paid by the Permittee within thirty
(30) days after being 'billed by the Division. Failure to pay the fee accordingly may cause
the Division to initiate action to revoke this permit as specified by 15A NCAC 2H .0205
(c)(4).
15, Failure to abide by the conditions and limitations contained in this permit may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with
North Carolina General Statute143-215.6(a) to 143-215.6(c).
16. The issuance of this permit does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
17. A set of approved plans and specifications for the subject project must he retained by the
Permittee for the life of this project.

18. Noncompliance Notification:
The. Permittee shall report by telephone to the Mooresville Reonal Office, telephone
number (704) 663-'1699 as soon as possible, but in no case more than 24 hours or on the
next working day following the occurrence or first knowledge of the occurrence of any of
the following:
a. Any occurrence at the wastewater treatment facility which results in the treatment of
significant amount of; wastes which are abnormal in quantity or characteristic, such as
the dumping of the contents of a basin or tank, the known passage of a slug of
hazardous substance through the facility, or any other unusual circumstances;
b. Any process unit failure, d.ue to known. or unknown reasons, that renders the facility
incapable of adequate wastewater treatment, such as mechanical or electrical failures of
pumps, aerators, compressors, etc.„
c, Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass
directly to receiving waters without treatment of all or any portion of the influent to
such station or facility: or
d. Any time that self -.monitor ing information indicates that the facility is not in compliance
with its permit limitations.
Persons reporting such occurrences by telephone shall also file a written report in letter
form within five (5) days following first knowledge of the occurrence. This report must
outline the actions taken or proposed to be taken to ensure that the problem does not recur.
19. Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified, v atiteWater treatment plant operator to be in responsible charge (ORC) of
rite w °astewater treatment facilities. The operator must hold a certificate of the type and
grade at least equivalent to or greater than the classification assigned to the wastewater
treatment facilities by the Certification Commission. The Permittee must also employ a
certified back-up operator of the appropriate type and grade to comply with the conditions
of Title 15A, Chapter 8A., .0202. The ORC of the facility must visit each Class I facility at
least weekly and each Class II, III, and IV facility at least daily, excluding weekends and
holidays, and must properly manage and document daily operation and maintenance of the
facility and must comply with all other conditions of Title I5A, Chapter 8A, .0202.
20. The Permittee, at least six (6) rnonth.s prior to the expiration of this permit, shall request its
extension. Upon receipt of the request, the Commission will review the adequacy of the
facilities described therein, and if warranted, will extend the permit for such period of time
and under such conditions and limitations as it may deem appropriate.

7. The issuance of this permit shall not relieve the Permittee of the responsibility for damages
to surface or groundwaters resulting from the operation of this facility.
8. The facilities shall be effectively maintained and operated as a non -discharge system to
prevent the discharge of any wastewater resulting from the operation of this facility.
9. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited.
10. Any monitoring deemed necessary by the Division of Environmental Management to insure
surface and ground water protection will be established and an acceptable sampling
reporting schedule shall be followed.
11. Adequate inspection, maintenance, and cleaning shall be provided by the Pennittee to
insure proper operation of the subject facilities.
12. The Permittee or his designee shall inspect the wastewater recycle facilities to prevent
malfunctions and deterioration, operator errors and discharges which may cause or lead to
the release of wastes to the environment, a threat to human health, or a nuisance. The
Permittee shall keep an inspection log or summary including at least the date and time of
inspection, observations made, and any maintenance, repairs, or corrective actions taken
by the Permittee. This log of inspections shall be maintained by the Permittee for a period
of three years from the date of the inspection and shall be made available upon request to
the Division of Environmental Management or other permitting authority.
13. Any duly authorized officer, employee, or representative of the Division of Environmental
Management may, upon presentation of credentials, enter and inspect any property,
premises or place on or related to the recycle system at any reasonable time for the purpose
of determining compliance with this permit; may inspect or copy any records that must be
kept under the terms and conditions of this permit; or may obtain samples of groundwater,
surface water, or leachate.
14. The annual administering and compliance fee must be paid by the Permittee within thirty
(30) days after being billed by the Division. Failure to pay the fee accordingly may cause
the Division to initiate action to revoke this permit as specified by 15 NCAC 2H .0205
(c)(4).
15. Failure to abide by the conditions and limitations contained in this permit may subject the
Pennittee to an enforcement action by the Division of Environmental Management in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.
16. The issuance of this pelinit does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
17. A set of approved plans and specifications for the subject project must be retained by the
Permittee for the life of this project.
18. Noncompliance Notification:
The Permittee shall report by telephone to the Mooresville Regional Office, telephone
number 704/663-1699, as soon as possible, but in no case more than 24 hours or on the
next working day following the occurrence or first knowledge of the occurrence of any of
the following:

a. Any occurrence at the wastewater treatment facility which results in the treatment of
significant amounts of wastes which are abnormal in quantity or characteristic, such
as the dumping of the contents of a basin or tank; the known passage of a slug of
hazardous substance through the facility; or any other unusual circumstances.
b. Any process unit failure, due to known or unknown reasons, that render the facility
incapable of adequate wastewater treatment such as mechanical or electrical failures
of pumps, aerators, compressors, etc,
c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-
pass directly to receiving waters without treatment of all or any portion of the
influent to such station or facility.
d. Any time that self-nnonitoring information indicates that the facility is not in
compliance with its permit limitations.
Persons reporting such occurrences by telephone shall also file a written report in letter
form within 15 days following first knowledge of the occurrence. This report must outline
the actions taken or proposed to be taken to ensure that the problem does not recur.
19. Upon classification of the facility by the Certification Commission, the Pein ittee shall
employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of
the wastewater treatment facilities. The operator must hold a certificate of the type and
grade at least equivalent to or greater than the classification assigned to the wastewater
treatment facilities by the Certification Commission. The Pernnittee must also employ a
certified back-up operator of the appropriate type and grade to comply with the conditions
of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit each Class I facility at
least weekly and each Class II, III, and IV facility at least daily, excluding weekends and
holidays, and must properly manage and document daily operation and maintenance of the
facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202.
20. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its
extension. Upon receipt of the request, the Commission will review the adequacy of the
facilities described therein, and if warranted, will extend the permit for such period of time
and under such conditions and limitations as it may deem appropriate.

1983. We are unable to complete your renewal request until the "Engineer's Certification" has been
provided. The Division received a letter from Priscilla R. Redmond, dated. November 12, 1992, stating
that the company who designed, engineered and installed your car wash has filed banlcruptacy and is no
longer in business. However , R. Carroll Williams, P. E., the engineer who is listed as the engineer who
designed your recycle system is still in business. He may be of some assistance to you and can be
contacted at 704/327-4697. This certification was a condition of the previously issued permit and as such,
must be complied with prior to this renewal being processed.
Please be advised, if the Division returns your request for permit renewal, you are advised that the
operation of the subject wastewater treatment and disposal facilities without a valid permit is a violation of
North Carolina General Statute 143-215.1 and may subject Phil's Food Mart to appropriate enforcement
actions in accordance with North Carolina General Statute 143-215.6. Civil penalties of up to $10,000 per
day per violation may be assessed for failure to secure a permit required by North Carolina General Statute
143-215.1.

approved by the Department of Natural Resources and Community Development and considered a

This permit shall be effective from the date of issuance until July 3 , 1992 and shall be
subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the facilities are constructed in accordance with
the approved plans, specifications, and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes described in
the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.
4. This permit is not transferable.
5. Upon completion of construction and prior to operation of this permitted facility,
certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with the approved plans and specifications. Mail

6. A copy of the approved plans and specifications shall be maintained on file by the

8. In the event that: the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take such immediate corrective action as may be required by
this Division, including the construction of additional or replacement wastewater treatment or
disposal facilities.
9. The Mooresville Regional Office, phone no, 704/663-1699 shall be notified at least
forty-eight (48) hours in advance of operation of the installed car wash recycle system so
that an in -place inspection can be made. Such notification to the regional supervisor shall be
made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through
Friday, excluding State Holidays.
11. Any monitoring deemed necessary by the Division of Environmental. Management to insure
surface and ground water protection will be established and an acceptable sampling reporting
schedule shall be followed.
l 1. The sludge generated from these treatment facilities roust be disposed of in accordance with
General Statute 143-215.1 and in a manner approvable by the North Carolina Division of
Environmental Management. The sludge shall be taken to A.A.A. Enterprises as indicated by
the Permittee. Use of any other sludge disposal method must be pre -approved by the
Division of Environmental Management.
12, Diversion or bypassing of the untreated wastewater from the recycle system is prohibited.
13. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its
extension. Upon receipt of the request, the Commission will review the adequacy of the
facilities described therein, and if warranted, will extend the Permit for such period of time
and under such conditions and limitations as it may deem appropriate.
14. The Permittee must pay the annual administering and compliance fee within thirty (30) days
after being billed by the Division. Failure to timely pay the fee in accordance with 15 NCAC
2H.0205(c)(4) may result in revocation of this permit.
15. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to
surface or groundwaters resulting from the operation of this facility.
16. The facilities shall be effectively maintained and operated as a non -discharge system to
prevent the discharge of any wastewater resulting from the operation of this facility.

(activated carbon and sand), a 1/2 HP pump, a 479 gallon reservoir tank, a lint trap, a 4.5 gallon
separation tank, and related appurtenances to serve Phil's Food Mart with no discharge of
wastewater to the surface waters of the State, pursuant to the application received April 17 ,1989 and
in conformity with the project plan, specifications, and other supporting data subsequently filed and
approved by the Department of Natural Resources and Community Development and considered a
part of this perrnit.
This permit shall be effective from the date of issuance until July 31, 1992 and shall be
subject to the following' specified conditions and limitations:
I. This permit shall become voidable unless the facilities are constructed in accordance with
the approved plans, specifications, and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes described in.
the application and other supporting data.
3. The facilities shall be properly maintained and operated at all tunes.
4. This permit is not transferable.
5. Upon completion of construction and prior to operation of this permitted facility,
certification must be received from a professional engineer certifying that the permitted
facility has been installed in accordance with the approved plans and specifications. Mail
the certification to the .Permits and Engineering Unit, P.O. Box 27687, Raleigh, NC
2761 1-7687.

A copy of the approved plans and specifications shall be maintained on file by the
Perxnitttee for a the life of the project.
The wastewater collected by this system shall be adequately treated prior to being recycled for
car washing.

construct a closed loop wastewater recycle system to serve a two
(2) bay car wash. Maximum daily expected usage is 25 cars/day.
The proposed recycle system utilizes oil and grease removal
prior to entering the reclamation unit. From there the
wastewater passes through a settling tank where heavy solids
(sludges) are allowed to settle. From there the wastewater

enters a series of dual media filters before being available for
reuse. Make-up water is added when needed. Dirt/grit collection
boxes will be located in the base of each car wash area. Both
car wash bays will be covered by a roof to prevent rainfall from
entering the system.
A. discharge from this facility is not expected. However, if
needed, nearby acreage exists containing suitable soils
previously approved by DEM for installation of a nitrification
field (see Permit No. 1540).
A wastewater disposal'facility of this type is not found
anywhere in the MR0 region and, therefore, little if any data is
available on its operation or reliability. Satisfactory
construction and operation of this facility will provide needed
information on future permitting strategies. Since a separate
non -discharge alternative exists at this site, approval of this

construction and operation of a 450 GPD wastewater treatment and subsurface disposal
system consisting of two (2) 1000 galloncapacity septic tanks in series, a 500
gallon. capacity pump tank equipped with. a 43 GPM simplex dosing pump and high-water
alarm, approximately. 70 linear feet of 2-inch force main, distribution box, and a
1620 sq. ft, gravity drainfield with. five (5) 108 L. F. nitrification lines to serve
the Redmond Raymer, Inc. single -bay car wash located on N. C, Highway 115 seven miles
north of Statesville, N. C. pursuant to the application received July 23, 1987, and
in conformity with the project plans, specifications and other supporting data,
subsequently filed and approvedby the Department of Natural Resources and Community
Development and considered a part of this permit.
This permit shall be effective from the date of issuance until October 1 1992,
and shall be subject tothe following specified conditions and limitations:
1, This permit shall become voidable unless the facilities are constructed in
accordance with. the approved plans, specifications and other supporting data,
2. This permit is not transferable.
3. This permit is effective only with respect to the nature andvolume of wastes
described in. the application and other supporting data.
4. The. facilities shall he properly maintained and operated at all. times,
5. This permit shall become voidable in the event of failure of the soil to
adequately absorb the wastes and may he rescinded unless the facilities are
installed, maintained, and operated in a manner which will protect the assigned
water quality standards of the surface waters and ground watoxs,

6. In event the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take such immediate cotrective action as
may be required by this Division, including the construction of additional or
replacement wastewater treatment or disposal facilities.
7. The Mooresville Regional Office, phone no. 704/663-1699, shall be notified at
least twenty—four (24) hours in advance of backfilling of the installed
subsurface disposal system so. that an in -place inspection, can be made of said
system prior to backfilling. Such. notification to the regional supervisor shall
be made during the normal office hours from 8:00 a.m. until 5:00 p,m. on Monday
through Friday, excluding state holidays.
8. Any. monitoring deemed necessary by the Division of Environmental Management to
insute. surface and ground water protection will be established and an acceptable
sampling reporting schedule shall be followed-
9. The sludge generated form these treatment facilities must be disposed of in
accordance with General Statute 143.215,1 and in a manner approvable by the
North Carolina Division of. Environmental Management.
10, Diversionor bypassing of the. untreated wastewater from the treatment facility
is prohibited.
11. Adequate facilities shall be. provided to prevent surface runoff from carrying
any disposed or stored material into the receiving stream,
12. The Permittee shall employ a certified wastewster treatment plant operator in.
responsible charge of the wastewater treatment facilities, Such operator must
hold a certificate of the grade at least equivalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission,
13, The issuance of this permit shall not relieve the Permittee of the
responsibility for damages to surface or groundwaters resulting from the.
operation of this facility,
14. The facilities. shall be. effectively maintained and operated as a non -discharge
to prevent the discharge of any wastewater resulting from, the operation of this
facility.
15. An acceptable reserve area, equal In size to the approved. disposal area, shall
he maintained at all times.
16. A catch basin/grit trap shall be installed in the wasi viy to prevent sand anti
grit from entering the wastewater disposal system17, A spare pump shall be available from immediate installation in the event of
failure of the drainfield dosing pump.

PART IV - EVALUATION AND RECOMMENDATIONS
The applicant proposes to construct a single bay car
washing facility with an anticipated daily use of twenty-five
(25) cars. Based on the manufacturers estimates, the engineer
has proposed a flow of 18 gallons of water per car for a total
design flow of 450 gallons per day.
The soils on the site appeared suitable for installation of
the septic tank system. Field observations by the MRO staff and
a soils evaluation by the local county sanitarian indicated a
mostly clayey soil with no restrictive horizons observed to a
depth of at least 30-36 inches. The soils appear to have good
structure. The county has recommended an application rate of
0.28 gal/ft. /day.

Based on actual soil depth, the MR0 recommends that
nitrification line installation be no greater than 24 inches
deep. Based on the recommended application rate and proposed
design flow, the facilities, as submitted by the engineer,
appear to be designed properly.
Pending further review and approval by the ERG and the
Groundwater Section, it is recommended that a non -discharge
Permit be issued.
