This report is being issued as.a Notice of Violation'(NOV) because of the violations of the subject NPDES permit and North Carolina General Statute (G.S.) 143-215.1 as detailed in the Permit Section of the attached report. Pursuant to G.S. 143-215.6A, a civil. penalty of not more than twenty five -thousand dollars (25,000.00) per violation per day may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit. issued pursuant to G.S. 143-215.1. On the day of the inspection, Mrs. Sandy Salle, was available for the inspection. As previously discussed with Mrs. Salle, the site has a single family wastewater discharge permit with the Division of Water Quality. At this point, it is unclear whether the site still needs to retain the permit. Permitting fees have not been paid since 2007. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983. The wastewater treatment plant as shown on the plans will violate the buffer requirement of 15A NCAC 2H .0219 0) (5) (J) (iv). The Division is granting a waiver to this requirement due to a letter from Frank E. Mangum, the affected property owner. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such a demand is made, this Certificate of Coverage shall be final and binding. A letter of request for an Authorization to Construct was received June 19, 1995 by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 360 gpd wastewater treatment system consisting of a 1500-gallon septic tank, a 1500-gallon dosing tank, a 25' by 12.5' recirculating sand filter, a tablet chlorinator, a chlorine contact tank with a 30 minute detention time, and a cascade aerator with discharge of treated wastewater into Lake Norman, a Class WS-IV B water in the Catawba River Basin. In addition, the system components must be located above the 100-year flood line on the property. This Certificate of Coverage shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NCG550000. (704) 663-1699, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in - place inspection ban be made. Such notification to the regional supervisor shall be made during normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Certificate of Coverage and the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. The sand media of the sand filter units must comply with the Division's sand specifications. The engineer's certification will be evidence that this certification has been met. A leakage test shall be performed on the septic tank and dosing tank to ensure that any ex -filtration occurs at a rate which does not exceed twenty (20) gallons per twenty- four (24) hour per 1,000 gallons of tank capacity. The engineer's certification will serve as proof of compliance with this condition. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental permits that may be required. PART IV - EVALUATION AND RECOMMENDATIONS The applicant, Mrs. Jane Hope has applied for an NPDES permit to discharge wastewater from a SFR into Lake Norman (Catawba River). The existing residence is currently served by a septic tank/nitrification field, which is presently failing and there' -is no available area for repair. Off -Site repair has been evaluated, however, additional off -site repair area is currently unavailable. Faced with no other disposal option, Mrs. Hope is proposing to discharge into the Lake. The proposed facilities appear to he capable of complying with the suggested BPJ effluent limitations (BODS-15 mg/1, NH_3 as N-4 mg;1). There appears to be a buffer conflict between the location of the proposed EgWTP and the adjacent property line, however, we have no objection to the applicant obtaining a variance for the construction of the proposed .4WT facility provided concurrence is also obtained from the adjacent homeowner. Pending receipt and approval of the WLA, it is recommended that a Permit be issued as requested. If excavation into bedrock is necessary for the septic tank or sand filter then a liner of at least 10 mm thickness shall be provided for the septic tank and/or sand filter. b. Sand Filters; These shall be used to provide secondary treatment. Dual or recirculating filters are required for new systems. For dual sand filters, the loading rate shall be no greater than 1.15 GPD per square foot for primary filters and no greater than 2.3 GPD per square foot for secondary filters. Recirculating Sand Filters should be able to handle 5.0. GPD per square foot with no more than a 3:1 recirculating. ratio. Sand shall conform to the Division's. standards of 0.35 to 0.5 mm effective size, 3.0 uniformity coefficient, and 0.5% dust content. c. Chlorination; The chlorine contact chamber shall have at least a 30 minute detention time. The volume should be calculated as follows: Volume (gallons)= (design flow x 0.5)/ 24 hours. Discharge pipe from the chlorinator shall be perforated. d.Cascade aeration should consist of a 5 step concrete trough but may also be made of rip rap. NOTE: Construction of any wastewater treatment facilities require submission of three (3) sets of plans and specifications along with their application. Design of treatment facilities must comply with requirement 15A NCAC 2H .0138. If construction is necessary to meet permit - requirements, include the three sets of plans and specifications with the application. The existing 3-bedroom single family residence on this lot was constructed approximately twenty years ag.o,'and a permit was issued at that time by the Iredell County Health Department for a septic tank system of on -site wastewater disposal. Over the years, the original septic tank system of wastewater diposal failed, due to unsuitable soil on this site. Several repairs to the system have been made, including the pumping to disposal trenches upslope of the ' concrete driveway. At present, the wastewater disposal trenches are not performing properly, and need to be abandoned, and a solution is needed for making improvements to the existing wastewater diposal system. THE_ OPTIONS FOR_ WASTEWATER_ D_ISP_OSA_L SYSTEM IMPROVEMENTS ARE AS FOLLOWS: ------------------ --- --------- (1) Installing on -site ground absorption wastewater disposal system improvements on this site; (2) Acquiring adjoining property and installing on -site subsurface disposal system on the acquired site; (3) Acquire adjoining property and install spray irrigation/land application system of wastewater disposal; (4) Acquire adjoining property and install drip emitter system of land application wastewater disposal; (5) Install pump station and force main to nearest community sewerage system; and (6) On -site treatment system with final disposal of effluent by discharge into Lake Norman. Each of these methods of wastewater disposal will be evaluated herein.. ENGINEERING REPORT PAGE 1 OF 4 OPTION #1: INSTALLING ON -SITE GROUND ABSORPTION WASTEWATER ------ ------------------- ------ ---------- ---------- DISPOSAL SYSTEM IMPROVEMENTS ON THIS SITE. -------- ------------------ -- ---- ----- During recent telephone conversations with Mr. David Hinson of the Iredell County Health Department concerning this site, he informed me that their recent evaluation of the soil and site conditions at this location revealed this entire site to be unsuitable for use with ground -absorption wastewater -disposal systems, due to poor soil permeability, due to the steep topography across most of this lot, and due to the location of existing structures and existing wells on this lot. Based upon my telephone conversation with Mr. Hinson, this option is not available to the existing owner at this location. OPTION #2: ACQUIRE ADJOINING PROPERTY AND INSTALL ON -SITE ------ -- —-------- ----------------- SUB -SURFACE DISPOSAL SYSTEM TO SERVE LOT #123 LANGDON ROAD. A look at the sub -division map and tax maps for this location reveals that all existing waterfront lots in reasonable proximity to this site are built -upon, except property within the interior loop of State Road #1457, which is owned by Crescent Land and.Timber Company. Although this location may be useable for ground absorption wastewater disposal, Crescent Land and Timber Company will not make this land available to the Owners. Because of the apparent unavailability of this property to the Owner, this option for wastewater disposal is not available to the Owner at this time. OPTION #3: ACQUIRE ADJOINING PROPERTY -.AND INSTALL SPRAY ------ --- ------------------- ---------- ----- IRRIGATIONLLAND APPLICATION WASTEWATER SYSTEM_ Because of the unavailability of existing properties in general proximity to the Owner's site, as described in OPTION #2 above, the Owner does not have the option of utilizing the spray irrigation/land application method of wastewater disposal near his existing property. For these reasons, the Engineer feels that this option is not available to the Owner at this time. OPTION #4: AC UIRE ADJOINING PROPERTY AND INSTALL DRIP IRRIGATION LAND APPLICATION WASTEWATER SYSTEM. Because of the unavailability of existing properties in general proximity to the Owner's site, as described in OPTION #2 and #3 above, the Owner does not have the option -of utilizing the drip irrigation/land application method of wastewater disposal near this existing property. For these reasons, the Engineer feels that this option'is not available to the Owner at this time. ENGINEERING REPORT PAGE 2 OF 4 OPTION #5: INSTALL PUMP STATION AND FORCE MAIN PIPING SYSTEM_ ------------ ----------- --- ----- ---- ------ FROM THIS SITE TO THE LOCATION- OF THE NEAREST — ---- ---- ---- -- ------------ --- ------ COMMUNITY SEWERAGE SYSTEM. The nearest community sewerage system to this site is located in Mallard Head Subdivision located south of Brawley School Road (S.R.#1100) at a distance of approximately 2 miles southeast of #123 Langdon Road, when measured along a straight line. To.extend a force main from 123 Langdon Road to the location of the Mallard Head Subdivision by following the road right-of-way southwestward along Langdon Road and State Road #1457, along McKendree Church Road(S.R. #1115), along Brawley School Road (S.R.#1100), a distance of approximately 3.0 miles to the entrance into Mallard Head Subdivision. The cost associated with extending the force main along the road right-of-way for a distance of 3.0 miles.'is estimated at $150,000 to $230,000, plus the cost of acquiring any easements that may be necessary along this route. This estimate is based upon the assumption that the Owner would be allowed to connect with the existing sewerage system at Mallard Head Subdivision. Because of.the high costs associated with the extension of force main piping from this site to the nearest sewerage system, it is the opinion of the Engineer that this option is 'T neither practical nor economically feasible for solving the existing wastewater disposal problem at 123 Langdon Road. OPTION #6 ON -SITE WASTEWATER TREATMENT SYSTEM WITH FINAL ------ ---------------------------- ------ ---- ----- DISPOSAL BY DISCHARGE INTO LAKE NORMAN. -------- ----------- ---- ---- ------- Although this option in not a preferred choice for the Owner, the Engineer, and representatives of the Division of Environmental Management, it may be the most practical option for dealing with the problem of disposing of the existing wastewater from the existing residence at 123 Langdon Road. The Engineer proposes installing a new wastewater treatment system at this existing residence, consisting of a new 1,500 gallon capacity precast concrete septic tank with baffle, a new 1,500 gallon capacity precast concrete dosing tank with 1/2 horsepower submersible effluent pump and liquid level control float switch, pumping to a recirculating sand filter bed of 12.5' by 25.0' size with flow dividers at the underdrain return line for splitting flow from the sand filter .for 3/4 flow returning to the dosing tank for mixing with effluent from the septic tank and with 1/4 flow draining to a new 100 gallon capacity precast concrete chlorination tank with tablet chlorinator at the inlet pipe, with step aeration from its outlet, with 4" diameter Schedule 40 PVC gravity piping to the proposed discharge point at the bottom of Lake Norman at a distance of 200 feet from shoreline off the Owner's property, using 8" ENGINEERING REPORT PAGE 3 OF 4 masonry block around the pipe to secure it to the bottom of the lake. An alarm panel shall be installed within the existing residence and connected with a liquid level float switch located within the dosing tank so as to notify the Owner of any high water conditions that may occur within the dosing tank. The recirculating sand filter bed will be constructed below existing grade using a polyethylene liner, 4" diameter porous plastic tubing underdrain piping system in 6" stone base layer, with 30" thick layer of approved filtering sand, with 1 1/4" PVC distribution piping system at the top of the sand filter bed covered with 6" layer of washed stone. The top of the sand filter shall be set flush with existing grade and the yard surface near the sand filter shall be shaped to divert stormwater away from the sand filter. Piping from.the underdrains of the sand filter bed to the flow dividers in concrete box, with lid, shall be 4" diameter Schedule 40 PVC laid at 1.0 percent minimum slope, and shall be securely sealed at its passage through the liner membrane so as to be watertight. The new wastewater treatment and disposal system shall be placed a minimum of 15' from the existing residence, 10' minimum from the side lot property line, 50' minimum from existing wells, and 50' minimum from the full pond elevation of Lake Norman. The Engineer estimates construction costs associated with this system of wastewater treatment and disposal to be between $9,000 to $16,000. The Engineer requests that the North Carolina Division of Environmental Management grant a permit to the Owner, Jane W. Hope and Harold P. Hope, Jr., for the construction, operation and maintenance of this proposed wastewater treatment system, with final disposal by discharge into an unnamed cove of Lake Norman. May 23, 1994 RE: Section 8 Lot 396 David Hinson and I have completed an evaluation of the malfunctioning septic system, and the soils on the above referenced lot (maps 1). The original septic system has been replaced twice on -site. As we.can best determine, the effluent is being directed through fractured saprolite and bedrock to the opposite side of the peninsula where it is surfacing. The effluent is not being properly treated before it is surfacing, _ and then the surfaced effluent is flowing downhill into Lake Norman. The existing septic tank and pump tank are taking on surface water through the risers and possibly subsurface water through the sidewalls. Both sources of water intrusion contribute to hydraulic overload of the nitrification field and increase the volume of surfacing effluent. We have made four auger borings over the remainder of the lot which'is not occupied by the existing systems and setbacks (diagram 1). The soil profiles exhibit a number of characteristics which are not favorable for proper functioning of a septic system, and we therefore, cannot recommend any type of on -site repair. I can provide you with a photocopy of my field notes and a detailed.report. By permission of Mr. Jim Bass of Crescent Resources, we have made several auger borings over the interior of Digh Circle. We have located some soil which could be used for the installation of a nitrification field for the residence on lot 396. I have measured and flagged an area adequate to accommodate a conventional type .septic system and a conventional repait for up to a three bedroom residence (diagram 2). If you intend to remodel -the house in the future and increase the number of bedrooms, I recommend that the septic system be designed and installed presently for the proposed change. Based on a thorough evaluation of the existing septic system and of the soil on lot 396 and the interior land, I offer the U Jane Hope May 23, 1994 Page 2 following recommendation. You may, whether by means of purchase or a legal deed of easement, secure the designated area described in diagram 2 or some other area where we perform a formal site evaluation, for the purpose of installing a new nitrification field to replace the existing field; and secure, by purchase or deed of easement, a strip of land at least one foot wide which connects lot 396 and the interior land used for the nitrification field. Instructions about the size, location, and construction of the nitrification field would be specified on a repair permit issued by this department. Instructions about the repair or the replacement of the septic tank, the pump tank, the pump and alarm and appurtenances would be determined after assessing the exact condition of these components. Mr. Bass asked that I direct you to him for information about the interior land of Digh Circle. Once the Contractor has determined the location of the existing septic tank on the lot, and has traced all existing wastewater piping from the existing septic tank back to the residence to assure that all wastewater piping from the residence is contained within a single piping system, Contractor shall be ready to begin construction of the new wastewater treatment system. (b) Wastewater piping system from the existing residence to the location of the new septic tank shall be 4" diameter Schedule 40 PVC sewer pipe laid at 1.0% minimum grade. (c) The pretreatment tank shall consist of a 1,500 gallon capacity, reinforced precast concrete septic tank with full baffle, and shall have easy access to each chamber from ground levelfor checking and pumping. The first chamber of the pre-treatment tank shall contain 2/3 to 3/4 of the volume of the total tank and the baffle shall contain a horizontal opening across the tank at about midway its height. Locate the pre-treatment tank at such height as to provide approximately 8 inches of soil cover over the top of the tank. The tank shall be properly sealed using 1" diameter butyl rubber pliable sealant as approved by the tank manufacturer. (d) Wastewater piping system from the pre-treatment tank to the location of the dosing tank shall be 4" diameter Schedule 40 PVC sewer -pipe laid at 1.0% minimum grade. (e) The dosing tank shall consist of 1,500 gallon capacity, reinforced, precast concrete tank with baffle containing two 4" diameter openings located no more than 6" above the tank floor. Provide access for entry into the tank directly over SITE REQ PAGE 1 the pump location and extend 6" above final grade. The tank shall be properly sealed using 1" diameter butyl rubber pliable sealant as approved by the tank manufacturer. After joining, plaster along the joint with hydraulic cement, cement mortar, or other approved waterproofing sealant. The tank shall be provided with knock -out sections to accommodate the 4" diameter Schedule 40 PVC inlet piping from the septic tank and from the recirculating sand filter, as well as the 2" diameter electrical conduit. Seal around pipe using bituminous rope. . (f) Before backfill around tanks, and after all piping has been connected with and sealed against the tanks, all tanks shall be filled to the outlet level with water, and shall be observed for 24 hours for leakage. If the water level within the tanks has dropped more than 1/2 inch during the 24-hour inspection period, the tank leakage tests are considered to have failed, and the tank must not be used until the sources of the leaks have been found, the leaks properly sealed, and the tanks retested and the leakage tests being met, prior to backfilling around the tanks. Approved vacuum testing of the tank may be used in lieu of leakage testing. (g) The pump to be installed into the dosing tank shall be Goulds 1/2 horsepower WE0511H pump, Model #3885, or Hydromatic SP50M1 pump, or Myers WHRH5-11C pump, or Zoeller N161 pump, or approved equal. Such pump shall consist of 1/2 horsepower motor capable of handling 3/4" sphere solids, heads to 21.9 feet total, flows of 48.1 gallons per minute, and shall require 115 volts, single phase, 60 hertz, 16 amp service. (h) Extend 2 inch diameter Schedule 40 PVC piping from the pump located in dosing tank to the start of the distribution piping system at the top of the recirculating sand filter bed. See Engineering Plans for details. The end of the lateral shall be turned up and plugged with a Schedule 40 PVC removable clean -out plug. All joints in piping shall be of water tight connections such that the only source of water seepage from the system is through the orifices in the distribution piping system across the top of the sand filter bed. (i) The sand filter bed shall be constructed with dimensions approximately 25.00' long by 12.50' wide by 3.25" high. Excavate for the floor of the sand filter bed to a smooth and uniform surface, sloped to drain toward the underdrain outlet location. Provide 3" slope across the floor of the sand filter bed from the high corner to the outlet corner. Remove rocks, roots, and other sharp objects from the floor and walls of the sand filter bed excavation. Spread 2" thick layer of creek sand, free of trash, debris, and sharp objects over the floor of the prepared excavation, and rake to a smooth and uniform surface, ready to receive the moisture membrane. Along the edges of the sand filter bed, place 1/2" thick gypsum board against the side of the excavation to SITE REQ PAGE 2 protect the membrane from damage or puncturing, install one layer of 10 mil polyethylene film, similar to P-350 poly scrim by Poly Plastic & Design Corp. of Springfield, Mass. across the floor and up the sides of the filter bed. Install 1/2" thick gypsum board over the membrane at the walls of the bed. Spread 2 inch thick layer of fine sand over the membrane. Where the underdrain piping system passes through the filter wall, said opening shall be carefully cut in the membrane, and properly sealed around the piping, and shall provide a water tight seal at said location. Over the filter floor surface, install the 4 inch diameter flexible porous plastic tubing, similar -to Hancor Pipe or approved equal, to be used as underdrains for the sand filter bed, with holes placed downward. Connect tubing to 4 inch diameter Schedule 40 piping at the lowest corner of the sand filter bed wall where the piping system passes through the filter membrane wall, with said 4 inch diameter Schedule 40 PVC piping being laid at 1.0% minimum grade from the sand filter bed to its entry into the flow divider box, and from the outlet of the flow divider box to the inlet of the chlorination tank and dosing tank. Install stone of the 1 inch to 1 1/2 inch diameter size (#57 stone) around the underdrain piping system to a depth of 6 inches, and rake to a smooth and uniform surface. Over the stone base of the sand filter bed, install approved filtering sand to a depth of 30 inches (2.50 feet), and rake the top of the sand to a smooth and uniform surface. The sand to be placed in the filter bed must meet the specifications for filter bed sand as established be the N.C. Division Of Environmental Management.. The sand shall exhibit an effective size of 0.35 to 0.50 mm, shall contain less than 0.5 percent dust content, and shall demonstrate a uniformity coefficient of less than 3.0 which shall be computed by taking 60 percent passing by weight through a No. 14 sieve and dividing by 10 percent passing by weight through a No. 35 sieve. The sand supplier shall verify approval of their sand for use in sand filter beds by submitting a copy of a letter from the N.C..Division of Environmental Management granting their approval of said sand during the 3 month period prior to the date sand is delivered to the job site for this project. (j) Once approved filtering sand has been placed into the sand filter bed to the proper depth and has been spread to a uniform surface, the distribution piping system, shall be placed on top of the filtering sand, and connected with the piping system to the pump unit. (k) The laterals across the top of the sand filter bed shall consist of separate lines of PR160 1 1/4 inch diameter P.V.C. piping and each lateral shall contain orifices of 7/32 inch diameter size. See "Orifice Data Sheet" within these specifications for length of each lateral, as well as the number, size, location and spacing of all required orifices SITE REQ PAGE 3 n- per lateral. The first orifice shall begin as specified from the manifold pipe and subsequent holes shall be located at required intervals along the length of the pipe and shall be alternated from side to side as shown on "Typical Section. Through Lateral Trench." The ends of all laterals shall be turned up and plugged with a Schedule 40 PVC removable clean - out plug. All joints in laterals and in manifold piping shall be of water tight connections such that the only source of water seepage from the system is through the orifices. (1) Orifices shall be drilled into the distribution laterals at 4 o'clock and/or 8 o'clock position of the pipe, and shall be alternated from side to side along the length of each distribution lateral. A total of 5 distribution laterals of 1 1/4" diameter size and 23' length are required, and the total number of orifices in the distribution piping system shall be 47 orifices of 7/32" diameter. The distribution laterals shall be connected with 2" diameter Schedule 40 PVC manifold piping which extends from the top of the sand filter bed to the pump located within the dosing (pumping) tank. Once the distribution piping system has been installed across the top of the sand filter bed, the sand surface and distribution piping system shall be covered with a 6-inch thick layer of #57 wash stone, spread to a smooth and uniform surface. (m) Wastewater piping system from the underdrain outlet of the sand filter bed to the inlet of the flow divider box, and from the flow divider box to the inlet of the dosing tank and chlorination tank shall be 4" diameter Schedule 40 PVC sewer pipe laid at 1.0% minimum grade. (n) The flow divider box shall consist of two separate "flow divider" units as manufactured by "Flow Divider Company" of 10621 Six Forks Road, Raleigh, N.C. 27614, Phone 1-800-552- 1839, or approved equal. The two flow dividers shall be installed within a precast concrete box with access lid to be set above final grade. (o) The chlorine contact tank shall be 100 gallon capacity, cast of reinforced concrete material, with 4-inch diameter Schedule 40 PVC inlet and outlet piping, with baffles within the tank, and containing a "Sanuril" Model #100 tablet chlorinator, with stacking tubes to hold the chlorine tablets, and with removable tank lid over the Sanuril tablet chlorinator for easy access for checking and refilling the stacking tubes with chlorine tablets. Size of chlorine contact tank shall be 3.5' long by 3.5' wide inside dimension by 1.17' liquid depth. See detail for tank construction. (p) The step aerator system shall consist of concrete or masonry steps open to the atmosphere located in a structure 8'-0" long by 2'-0' wide, shall contain a total of 9 steps, with each step dropping 2 2/3 inches (one brick course) and each step containing one-half of a 2" diameter pipe split horizontally, and being 10" long each. At the bottom step of the aerator shall be a sump of 8-inches long by 8-inches SITE REQ PAGE 4 wide by 8" deep to be used as an effluent sampling port. Cover the step aerator with open metal grating. Piping from the outlet of the step aerator system to the discharge point in Lake Norman, shall be 4-inch diameter Schedule 40 PVC pipe laid at minimum grade of 1.0 percent. Piping shall be buried at minimum depth of 1.5 feet below grade from the outlet of the step aerator to the shore line of Lake Norman. From the shore line to its discharge point, a distance of 200 linear feet, the 4" diameter Schedule 40 PVC pipe shall be laid on the floor of Lake Norman, and shall be..threaded through the core of 8" thick concrete block units at intervals of 10 feet along its length. (q) The pump shall be operated automatically by use of Super Single Pump Switch, Model #15ssd, 115 v., or approved equal, equipped with a three -pronged series plug (configuration per NEMA5-15) for 1/2 horsepower pump and set for 5 1/2 inch start/ stop level adjustment. (r) Pump and control circuits shall be provided with manual circuit disconnects within a water -tight, corrosion - resistant, outside enclosure (NEMA 4X or equivalent) adjacent to the pump tank, securely mounted at least 12 inches above the finished grade. The pump shall be manually operable without requiring the use of special tools or entrance into the tank for testing purposes. Conductors shall be conveyed to the disconnect enclosure through waterproof, gasproof, and corrosion -resistant conduits, with no splices or junction boxes provided inside the tank. Wire grips, duct seal, or other suitable material shall be used to seal around wire and wire conduit openings inside the pump tank and disconnect enclosure. (s) The "Owner Warning Panel" shall be located at a conspicuous location within the building at a location as selected by the owner. The "Owner Warning Panel" shall contain the name, address, telephone number, and emergency phone number of the person to contact immediately should malfunctions occur and warnings be given by means of the "Owner Warning Panel". (t) The "Owner Warning Panel" shall contain a sign marked "Wastewater System Alarm". The Installation Contractor shall install a "Tank Alert" warning system by S.J. Electro Systems, Inc., of Detroit Lakes, MN. which shall consist of a float and alarm panel. Such "Tank Alert" shall be connected with a separate circuit from that supplying power to the pump. The alarm shall be mounted in a location approved by the Engineer which will insure it being easily visible and audible from a satisfactory location within the building. (u) All control and power wiring for the entire wastewater disposal system shall be in compliance with all local, state, and federal regulations, codes, and ordinances, and shall be confined on the site generally to the area of the pump, control floats, and "Owner Warning Panel". The Installation Contractor shall be responsible for the costs of obtaining SITE REQ PAGE 5 f n- all power and control wiring for this system and shall coordinate his work with the electrical contractor and with the Owner. (v) Once the proposed wastewater disposal system has been constructed and is ready to be placed into operation, the existing original septic tank and the existing dosing tank shall be uncovered, its contents pumped out and disposed of properly, and the tank removed from the site, with the tank hole being properly filled and compacted. (w) The Installation Contractor shall smooth the.disturbed land surface after installation of the wastewater treatment facilities, and shall leave the surface neatlyshaped to shed rainwater and ready for seeding. The Installation Contractor shall stabilize the area of construction by planting and seeding with Kentucky 31 tall fescue and shall keep the planted areas watered and mulched until such time that a hardy stand of grass is established. Prior to seeding, evenly distribute and mix with the soil 8-8-8 commercial fertilizer at the rate of approximately 40 square feet per pound (1,000 pounds per acre). For soils with a pH of 6.5 or less, hydrated agricultural.lime shall be applied at the rate of 20 square feet per pound (2,000 pounds per acre) and at a rate. of 40 square .feet per pound (1,000 pounds per acre) for soils with a pH greater than 6.5 as determined by -soil samples tested by the North Carolina Agriculture bepartment or as approved by the Engineer. Seed shall be sowed at a rate of 200 square feet of area planted per pound of grass seed and shall be raked lightly into the top 1/8 inch of soil, rolled lightly with a light weight lawn roller, and watered with a fine spray. (x) The wastewater system Installation Contractor shall agree to provide a minimum of one year of regular service to the occupant for maintenance and upkeep of this system at no additional cost to the occupant, and such one year period shall begin from the date of .final inspection and acceptance of the system construction by the occupant, the Engineer, and representatives of the permitting agency. After the above one year period has expired, the Installation Contractor shall offer the occupant a continuation of maintenance and upkeep service at a reasonable charge as may be negotiated between the Installation Contractor and the occupant. Such service shall include checking the entire system at least twice yearly, offering quick response servicing in case of a malfunction of the system (maximum of 24 hours after warning is given by the "Occupant's Warning Panel") and performing such servicing of components and replacing of worn or defective equipment as may be necessary to keep the system operating in good condition. The recessed impeller, open volute construction is dependable and trouble free, thoroughly proven in hundreds of field applications. Motors are submersible type permanent split capacitor. 3450 RPM, and oil filled for best heat transfer and bearing lubrication. APPLICATION The Myers WHRH series Waste Handling Pumps are an extension of the WHR series line and provide higher pumping heads and higher horsepower but still handle 11/2" dia. solids. Many pumping applications for sump or sewage handling service require higher heads due to long discharge lines, higher elevations or both. These WHRH pumps are furnished for simplex or duplex systems using the same basins, covers, controls and control boxes used with WEIR series pumps and listed in section 512. A lift out rail system with sealing flange is available for these pumps which allows pump to be removed from basin or septic tank without disconnecting any piping. Pump in Raised Position r v- CONSTRUCTION FEATURES Power Cord —Single phase cord is 20 ft. long with SJTW insulation and has molded on grounding -type plug. Plugs directly into standard receptacle, requires no control box. Used with ALC or AWS level controls for automatic operation. Cord Seal Bushing —Cord is potted into steel connector with polyurethane resin for leak proof seal. A cord nut and rubber grommet clamp the cord into the bushing. Cord can withstand a pull of 100 lbs. without loosening connection. Motor — Permanent split capacitor -type is oil filled for best heat transfer and bearing and seal lubrication. Operates at 3450 RPM and has built-in automatic reset overload protection. Motor voltage 200 or 230 volts single phase also 115 volts for 1/2 HP size unit. Capacitor Housing —A separate housing permits mounting of the permanent oil capacitors. Can replace capacitors without dismantling motor or pump. Motor Housing —Cast iron stator is pressed in for best heat transfer and alignment. Impeller— Bronze, Tornado non -clogging type. Has back pump out vanes to protect seal and reduce thrust. INSTALLATION DIRECTIONS, Model SSD & SSU Follow these steps: 1. Decide on pumping range for your installation. 2. After determining your desired pumping range, refer to Figure A and Pumping Range Table listed below. Note that tht pumping range is determined by the cable length from the mounting strap to the float. (To insure proper operation, this length should be at least 3.5 inches.) 3. Attach float cable to large strap (see Figure B) using the two small clamps. Space small clamps apart a minimum of one inch on each side of clear friction pad. Then fasten the'large strap securely to discharge pipe or other similar mounting. (The enclosed large strap and small clamps are releasable which permits readjustment or removal of either strap or clamps -note Figure C.) 4. Insert 120V piggy -back plug into 120V outlet or 230V piggy -back plug into 230V outlet. To avoid electrical hazards and corro- sion problems, electrical outlet must not be located in pump chamber. 5. Plug pump into piggy -back plug. ( Figure D) Check your installation.
