Dick, PE, PH Proiect Description This document is to serve as a modification to an existing permit (SW8 090517) for the MCB Camp Lejeune — Piney Green Gate Security Upgrade Project. The existing permitted boundary is split up into two drainage areas, drainage area #1 utilizes a wet detention basin that treats and controls the runoff generated from the impervious surfaces and the second drainage area #2 is untreated. This "mod" is a result of a road widening which slightly increases the impervious surfaces and total drainage area of drainage area #1. The runoff generated from the additional impervious surfaces will be treated by the existing permitted wet detention pond. Contact Information AECOM Technical Services Inc. Attn: Bryan M. Dick, PE, PH 701 Corporate Center Dr., Suite 475 Raleigh, NC 27607 Telephone: 919-854-6252 Fax: 919-854-6259 Identify Proiect Involvement The proposed project is located in the White Oak River Basin. The project drains to Wallace Creek (NCDWQ Index Number 19-20), which has an NCDWQ Stream Classification of SB, NSW. The Modification will result in the increase in drainage area #1 of approximately 13,504 sf with an increase in BUA of approximately 23,953 sf. The additional stormwater runoff generated from this increased BUA will meet the requirements of retaining the runoff volume from the 1.5 inch rainfall event per the requirements by the state as referenced from the DWQ Stormwater Manual. The additional stormwater will be treated via extra capacity provided in the existing permitted stormwater wet detention basin, Permit Number: SW8 090517. Runoff will be captured via grassed swales which will be routed to the existing stormwater pond. This project is not located within '/ miles of SA waters, or 575 feet of ORW waters. Stormwater Design Parameters The existing stormwater pond was designed in accordance with the state stormwater regulations in 2010. The wet basins under the existing stormwater permit will not be redesigned since there is enough extra capacity provided to treat the proposed increase in BUA. AUG 2 3 2011 Discussion of Treatment Measures The existing permitted treatment utilizes the existing permitted stormwater pond to treat the required 1.5 inch design storm and meet the TSS and Peak Flow requirements set forth by DWQ. This modification is addressing the adjustments associated with the increase of drainage area #1 and the increase in impervious area that will be treated by the existing stormwater pond, specifically, to insure that the existing stormwater pond has enough additional capacity to account for the additional runoff from these increases. According to Stormwater Permit Number SW8 090517, the wet detention basin has enough additional permitted capacity to treat the 1.5 inch rainfall depth runoff volume for the increases in drainage area #1. See table below for a breakdown of volumes and capacity: Permitted Proposed Required Provided Additional Additional Required Volume Volume Capacity Volume cubic feet cubic feet cubic feet cubic feet 27820 45104 17284 2779 Table 1. Summary of Permitted Vs Additional Required Volume for Stormwater Ponds Conclusion This Stormwater Management Plan represents an environmentally sensitive and effective plan for utilizing the proposed stormwater treatments to accommodate the increased runoff of the proposed site development. This law impacts any development approval issued by the Division of Energy, Mineral and Land Resources under Article 21 of Chapter 143 of the General Statutes, which is current and valid at any point between January 1, 2008, and December 31, 2010. The law extends the effective period of any stormwater permit that was set to expire during this time frame up to three (3) years from its current expiration date. On August 2, 2010, the Governor signed Session Law 2010-177, which granted an extra year for an extension of up to four (4) years. As a result, 120 USMC Camp Lejeune permits are impacted. Of the 120 permits, 45 permits have previously been issued extensions and 75 permits have been extended effective today. This is summarized in Attachment A. If you have any questions, need additional copies of the permit or approved plans, please contact Kelly Johnson with DEMLR in the Wilmington Regional Office at (910) 796-7331.
