Dear Mr. Baker:
On February 3, 2012, the Wilmington Regional Office received a request to revise the
approved plans for Stormwater Management Permit Number SW8 080931. The
revisions include realignment of the entrance road to the FOB. These changes do not
affect the site built -upon area or drainage area. It has been determined that a formal
permit modification is not required for the proposed changes. We are forwarding you an
approved copy of the revised plans for your files. Please replace the old approved plan
sheets with the new approved plan sheets.
Please be aware that all terms and conditions of the permit issued on October 9,
2008, and as modified thereafter, remain in full force and effect. Please'also
understand that the approval of this revision to the approved plans for the subject
State Stormwater Permit is done on a case -by -case basis. Any other changes to
this project must be approved through this Office prior to construction. The issuance
of this plan revision does not preclude the permittee from complying with all other
applicable statutes, rules, regulations or ordinances which may have jurisdiction over
the proposed activity, and obtaining a permit or approval prior to construction.

Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).

submitted to the DWQ Office that issued the permit.

Megan,
We (the state stormwater section) have received your plan revision for this site. A completeness review of the package
has been completed and the project has been accepted. The project will be assigned to an engineer this week for the
technical review. The review engineer will call you if there are any questions about the changes you are requesting for
the project. The time frame for technical review depends on the number of projects ahead of yours that require review
and the difficulty of the project. The Stormwater rules basically allow us 90 days from the receipt of a complete
application. What that means is if everything is in order with your application and there are no major technical
questions we have 90 days to get a permit to you. The engineer who is assigned this project will be able to give you
more specifics based on their projects ahead of yours and your projects changes.

Range, Shipping Container Storage Area FOB, located on Camp Lejeune. My coworker, Bud Burdick, dropped them off to
the office on Friday, February 3.
I would like to make sure that both documents were received and that the packages were complete. I was also
wondering what the time frame for acceptance is, and, if changes are required, what the process is to do so without
having our plans rejected. I've dealt with Janet Russell and the Express Permitting side on several permits, but this is our
first regular submittal.
The Stormwater being referenced is SW8 080931. The Erosion Control Project ID is ONSLO-2012-028.

Georgette Scott:
Parsons recently submitted an Express Application to receive a Stonnwater Pollution Prevention
Plan Permit. The permit was issued (SW8 080931 Mod;' approved September 27, 2011);
however, during the approval process, the US Marine Corps requested a change in design pof the
entry road leading into the FOB.
The design that was approved in the SWPPP modification showed the entry road as winding.
This has since been modified to a road path that follows the layout of an existing gravel road.
This change in design did not increase the Built Upon Area (BUA) or change the drainage flow
off of the site. A simple Plan Revision is being requested so that the permit on file may remain
current and up-to-date.
Please find attached within this submittal the following documents:
