SW DOC TYPE ❑CURRENT PERMIT ❑ APPROVED PLANS HISTORICAL FILE ❑ COMPLIANCE EVALUATION INSPECTION DOC DATE YYYYMMDD Hall, Christine From: Hall, Christine Sent: Wednesday, August 28, 2019 10:03 AM To: ggenero@cecinc.com Subject: SW permits for East Carolina Bank in the Wilmington Regional Office (WIRO) Attachments: 2003 02 permit 021203.pdf; 2008 10 permit 080920.pdf George, Thanks for the phone call. I understand that First National Bank has acquired East Carolina Bank and you are attempting to identify the impacted permits. In the Wilmington Region, East Carolina Bank has the following two permits: SW8 021203 (Expired 2/13/17) in Morehead City, Carteret County SW8 080920 (Active — no expiration date) in Leland, Brunswick County I have also attached pdfs of these permits. You will likely notice that the permit for SW8 021203 lists an expiration date in 2013. On August 5, 2009, the Governor signed Session Law 2009-406. This law impacted any development approval issued by the former Division of Water Quality under Article 21 of Chapter 143 of the General Statutes, which was current and valid at any point between January 1, 2008, and December 31, 2010. The law extended the effective period of any stormwater permit that was set to expire during this time frame to three (3) years from its current expiration date. On August 2, 2010, the Governor signed Session Law 2010-177, which granted an extra year for a total of four (4) years extension. These laws extended the expiration date of SW8 021203 to 2017. We also talked about whether this was a merger filed with the NC Secretary of State or actual change in.ownership. If it is a merger, you have the option to use the Permit Information Update Form. This form along with the transfer and renewal forms can be found at the bottom of this website. Additionally, you mentioned that First National Bank may have purchased other banks. If so, you might find the excel list of the active and expired permits on this website under the Active Permits heading helpful. Please let me know if you have additional questions.
