The Wilmington Regional Office received a complete Stormwater Management Permit Application for Bachelor
Enlisted Quarters, Jackson Street on August 8, 2001. Staff review of the plans and specifications has determined
that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.I OK
We are forwarding Permit No. SW8 010431 dated August 8, 2001, for the construction of Bachelor Enlisted
Quarters, Jackson Street.
This permit shall be effective from the date of issuance until August 8, 2011, and shall be subject to the conditions
and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements
in this permit. Failureto establish an adequate system for operation and maintenance of the stormwater management
system will result in future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an
adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must
be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed
with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands
are made this permit shall be final and binding.

construction, operation and maintenance of 2 infiltration basins in compliance with the provisions of 15A NCAC
21-1 .1000 (hereafter referred to as the "stormwater rules') and the approved stormwater management plans and
speci fications and other supporting data as attached and on file with and approved by the Division of Water Quality
and considered a part of this permit.
This permit shall be effective from the date of issuance until August 8, 2011 and shall be subject to the following
specified conditions and limitations:
1. DESIGN STANDARDS
This permit is effective only with respect to the nature and volume of stormwater described in the
application and other supporting data.
2. This stormwater system has been approved for the management of stormwater runoff as described on page
3 of this permit, the Project Data Sheet. The stormwater controls have been designed to handle the runoff
from 115,433 ft' and 113,693 ft', respectively, of impervious area. Both basins must be operated with a 50'
vegetated filter.
3. Approved plans and specifications for this project are incorporated by reference and are enforceable parts
of the permit.
4. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per
approved plans.
5. The runoff from all built -upon area within the permitted drainage area of this project must be directed into
the appropriate permitted stormwater control system. A permit modification must be submitted and approved .
prior to the construction of any additional built -upon area.

II. SCHEDULE OF COMPLIANCE
The stormwater management system shall be constructed in it's entirety, vegetated and operational for its
intended use prior to the construction of any built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired
immediately.
3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted
stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must
be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited
to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and revegetation of side slopes.
d. Immediate repair of eroded areas.
e. Maintenance of side slopes in accordance with approved plans and specifications.
f. Debris removal and unclogging of filter media, bypass structure, catch basins and piping.
g. Access to the outlet structure must be available at all times.
h. The vegetated filter will be kept grassed with no erosion. The spreader mechanism will be kept free
of sediment and trash, and must distribute the runoff evenly over the width of the filter.
4. Records of maintenance activities must be kept and made available upon request to authorized personnel
of DWQ. The records will indicate the date, activity, name of person performing the work and what actions
were taken.
5. Decorative spray fountains will not be allowed in the stormwater treatment system.
6. The facilities shall be constructed as shown on the approved plans. "Phis permit shall become voidable unless
the facilities are constructed in accordance with the conditions of this permit, the approved plans and
specifications, and other supporting data.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of
this permitted facility, a certification must be received from an appropriate designer for the system installed
certifying that the permitted facility has been installed in accordance with this permit, the approved plans
and specifications, and other supporting documentation. Any deviations from the approved plans and
specifications must be noted on the Certification.
If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior
to operation as a stormwater treatment device, and prior to occupancy of the facility.
9. A modification must be permitted prior to any construction. The following items will require a modification
to the permit. The Director may determine that other revisions to the project should require a modification
to the permit:
a. Any revision to the approved plans, regardless of size.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area.
C. Further subdivision, acquisition, or sale of the project area. The project area is defined as all property
owned by the permittee, for which Sedimentation and Erosion Control Plan approval was sought.
f Filling in, altering, or piping of any vegetative conveyance shown on the approved plan.
10. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum
of ten years from the date of the completion of construction.

11. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the
approved plans, prior to construction. If the proposed BUA exceeds the pemitted amount, a modification
to the permit must be submitted and approved prior to construction.
12. Prior to the sale of any portion of the property, an access/maintenance easement to the stormwater facilities
shall be granted in favor of the permittee if access to the stormwater facilities will be restricted by the sale
of any portion of the property.
13. The permittee is responsible for verifying that the proposed built -upon area does not exceed the allowable
built -upon area.
14. The Director may notify the permittee when the permitted site does not meet one or more of the minimum
requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written
time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall
provide copies of revised plans and certification in writing to the Director that the changes have been made.
15. The permittee shall notify the Division of any name, ownership or mailing address changes within 30 days.
III. GENERAL CONDITIONS
This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there
is a name change of the Permittee,'a formal permit request must be submitted to the Division of Water
Quality accompanied by an application fee, documentation from the parties involved, and other supporting
materials as may be appropriate. The approval of this request will be considered on its merits and may or
may not be approved.
2. Failure to abide by the conditions and limitations contained in this permit may subject the Pcrmittee to
enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute
143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions,
the Permitter shall take immediate corrective action, including those as may be required by this Division,
such. as the construction of additional or replacement stormwater management systems.
The permittee grants DENR Staff permission to enter the property for the purpose of inspecting all
components of the permitted stormwater management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a
permit modification, revocation and reissuance or termination does not stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the. stormwater control must follow the
guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual.

I don't know how much input you had regarding filling out the application and supplement, but there are a few
minor discrepancies.
The bottom areas for both basins used in the calculations is different than reported on the supplement.
Since the supplement pages are separate, please fax the corrected page 1 of the supplements and if
necessary, the sealed corrected calculations.
2. The calculations for Basin 42 appear to use 120,227 ft2, when in fact the volume is based on 113,693 ft2.
Please check the 113,693 reported on the top half of the first page of the calculations for Basin 2 as on -
site BUA. I think this should be revised to 107,159 ft2. The total BUA, including offsite, is 113,693 ft2,
as reported on the application,

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a table
listing each lot number, size and the allowable built -upon area for each lot must be provided as an attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number
as issued by the Division of Water Quality. These covenants may not he
changed or deleted without the consent of the State.
2. No more than 2_29 ° � square feet of any lot shall be covered by structures or impervious materials.
Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood
decking or the water surface of swimming pools.
3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to
construction.
5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity
and performance of the system as permitted.

BACHELOR ENLISTED QUARTERS

This project consists of the construction of two multi -story Bachelor enlisted quarters and
associated asphalt parking areas. The project is located in Onslow County and is subject to the
State of North Carolina Coastal Stormwater Regulations. The project is located adjacent to
Courthouse Bay which has a water surface classification of SA. As a result, stormwater runoff
from this high density (58% built -upon area) project is required to be treated is stormwater
infiltration ponds which will capture and infiltrate the runoff associated with a 1.5 inch rainfall
event.
This project incorporates two separate stormwater infiltration ponds which treat 4.19 and 4.87
acre drainage areas. Each of the ponds incorporate a stormwater bypass weir which discharges
runoff beyond the 1.5 inch rainfall event around the ponds. Each of the ponds will dewater in
less than one day.
The outlet of the bypass weir pipes for each of the two ponds has a 50 foot long vegetative filter
with a level flow spreader. This device will provide treatment of stormwater runoff which
bypasses the infiltration ponds during rainfall events in excess of 1.5 inches.
The site plan and site grading are designed with stormwater conveyance measures which provide
pretreatment of approximately 70% of the site runoff. The majority of all of the parking lot and
sidewalk runoff is collected in grass median swales with flat 10.1 side slopes. The longitudinal
slope of the swales averages 1.5%. The shallow, slow moving runoff in these median swale
sections is given the opportunity for a high level of vegetative filtering and infiltration. This
condition enhances the quality of any runoff bypassing the infiltration ponds.

The following checklist outlines design requirements per the Stormwater Best Management Practices Manual
(N.C. Department of Environment, Health and Natural Resources, February 1999) and Administrative Code
Section: 15 A NCAC 2H .1009.

IV. INFILTRATION BASIN OPERATION AND MAINTENANCE AGREEMENT

After every runoff producing rainfall event and at least monthly inspect the infiltration system for
erosion, trash accumulation, vegetative cover, and general condition.
1. Repair eroded areas immediately, re -seed as necessary to maintain adequate vegetative cover, mow
vegetated cover to maintain a maximum height of six inches, and remove trash as needed.
2. After every runoff producing rainfall event and at least monthly inspect the bypass, inflow and overflow
structures for blockage and deterioration. Remove any blockage and repair the structure to approved
design specifications.
3. Remove accumulated sediment from the pretreatment system and infiltration basin annually or when
depth in the pretreatment until is reduced to 75% of the original design depth. The system shall be
restored to the original design depth without over -excavating. Over -excavating may cause the required
water table separation to be reduced and may compromise the ability of the system to perform as
designed. Removed sediment shall be disposed of in an appropriate manner and shall not be handled in a
manner that will adversely impact water quality (i.e. stockpiling near a stormwater treatment device or
stream, etc.).
A benchmark shall be established in the pretreatment unit. The benchmark will document the original
design depth so that accurate sediment accumulation readings can be taken. The measuring device used
to determine the depth at the benchmark shall be such that it will give an accurate depth reading and not
readily penetrate into accumulated sediments.
When the design depth reads 0.5 feet in the pretreatment until, the sediment shall be
removed from both the pretreatment unit and the infiltration basin.
4. If the Division determines that the system is failing, the system will immediately be repaired to
original design specifications. If the system cannot be repaired to perform its design function, other
stormwater control devices as allowed by NCAC 2H .1000 must be designed, approved and
constructed.

IV. UNDERGROUND INFILTRATION TRENCH OPERATION AND MAINTENANCE AGREEMENT
I. After every runoff producing rainfall event and at least monthly inspect the bypass/overflow structure for
blockage and deterioration and the infiltration system for erosion, trash accumulation, grass cover, and general
condition.
2. Repair eroded areas immediately, re -seed as necessary to maintain adequate vegetative cover, mow vegetative
cover to maintain a maximum height of six inches, and remove trash and blockages as needed to maintain
system performance.
3. Remove accumulated sediment annually or when depth is reduced to 75%of the original design depth. Restore
depth to original design depth without over -excavating. Over -excavating may cause the required water table
separation to be reduced and may compromise the ability of the system to perform as designed.
4. The water level in any monitoring wells will be recorded after a I inch rainfall event and at least once a month.
Chronic high water table elevations (within 1 foot of the bottom of the system for a period of three months)
shall be reported to DWQ immediately.
5. If DWQ determines that the system is failing, the system will immediately be repaired or replaced to original
design specifications. if the system cannot be repaired to perform its -design function, other stormwater control
devices as allowed by NCAC 2H .1000 must be designed, approved and constructed.
6. Remove accumulated sediment from the infiltration system annually or when depth in the unit is reduced to
75% of the original design depth. Time system shall be restored to the original design depth without over -
excavating. Over -excavating may cause the required water table separation to be reduced and may
compromise the ability of the system to perform as designed. Removed sediment shall be disposed of in an
appropriate manner and shall not be handled in a manner that will adversely impact water quality (i.e.
stockpiling near a stormwater treatment device or stream, etc.).
A benchmark shall be established in the infiltration system. The benchmark will document the original
design depth so that accurate sediment accumulation readings can be taken. The measuring device used to
determine the depth at the benchmark shall be such that it will give an accurate depth reading and not
readily penetrate into accumulated sediments.
When the depth at the benchmark reads 0.25' , the accumulated sediment shall be removed
from the system.

MESSAGE:
Our soil scientist indicated that the SHWT was within 6" of the existing ground surface at the Pond 1 location.
The rules allow Infiltration basins to be located in fill material, but approval is given only on a case -by -case
basis. This pond's proximity to SA waters, the poor soils, and the high water table are all factors against
allowing the use of fill material. The soils at the proposed location for Pond l are not suitable for infiltration,
and the water table is too high. This Office is requiring that Pond 1 be relocated to higher ground, where the
required 2' water table separation can be obtained, and where the soil is more suitable for infiltration.
For Pond 2, as long as the existing ground is used as the proposed bottom, the facility will meet the 2' separation
requirement.
Rick has indicated that this is not a priority project. The information submitted on July 13, 2001, in response to
the June 28, 2001, additional information will be reviewed in turn.

The Wilmington Regional Office received a Stormwater Management Permit Application for Batchelor
Enlisted Quarters Replacement, on April 26, 2001. A preliminary review of that information has determined
that the application is not complete. The following information is needed to continue the stormvvater review:
A North Carolina registered professional, who meets the licensing requirements for the type of
system proposed, must sign and seal the plans and calculations.
2. Please provide sealed drawdown calculations. Base the calculation on the reported infiltration
rate and the bottom area of the basin. The 1.5" design storm must infiltrate within 5 days.
3. Please show elevations, grading, and the type of vegetation to be planted on the vegetated filter
detail. The pond section details provided are not detailed enough to show the grading and
elevations. The flow spreader of the filter should be placed on existing contour, allowing the
runoff to sheet flow over the 50' grassed filter area.
4. Infiltration systems must be offline. That means the excess design storm must bypass before
entering the basin. The current design will allow all runoff to enter- the basin, and be discharged
through the outlet structure after it goes through the basin. Due to these basins' proximity to SA
waters, -and in order to extend their useful life, no deviation from this requirement can be made.
5. Please label the bypass structures on the plans and details.
6. A portion of Basin 41 will be located in fill. This can only be approved on a case by case basis,
and will require a soils investigation by our soil scientist. A site visit is currently scheduled on
or about Monday, July 9. This visit is at the convenience of the soil scientist.
The supplements indicate that the storage elevations for each basin are 0.55 meters above the
bottom elevation, but the outlet structure details indicate a top elevation of only 0.49 meters
above the bottom. Please correct and revise. Whatever changes are made, please be sure to make
any other resulting changes to the plans, details, calculations, application, supplement, etc.

Your consultant has printed application forms that are formatted somewhat different than the
forms we use. instead of four pages, there are eight. On page 7, each submittal item needs to be
initialed, but the blanks were left off the printed form. Please initial. Copies of the forms are
available from the website, arNAiw.ncgov.com. In the QuickIinks area, select the Department of
Environment and Natural Resources; under Divisions/Agencies, select Division of Water
Quality; then select Applications/Forms. Select desired forms and print. I think you will need
Adobe Acrobat to print.
10. Please report the built -upon area numbers on page 4 of the application in square feet rather than
acres. Small numbers are easier to verify in square feet.
1 l . Please indicate in the calculations how you determined that the basins have provided the required
volumes. This is normally done by showing the surface areas at various elevations within the
basin, and calculating the cumulative volume to the storage elevation reported on the
supplement. Please be aware that the provided volume should be based on the reported storage
elevation, not the top elevation. Based on scaling and converting, approximately 9,100 fe is
provided at elevation 2.55M in Basin ##1, and 8,850 W at 3.55M in Basin 42, resulting in a
volume provided that is somewhat less than 29,400 cubic feet. Please correct and revise for both
basins.
12. Please circle the units for the infiltration rate on the supplement, either inches per hour or cubic
feet per hour per square foot.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to July 28, 2001, or the application will be
returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the
application fee,
If you need additional time to submit the information, please mail or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. The request must indicate
the date by which you expect to submit the required information. The Division is allowed 90 days from the
receipt of.a..completed application to issue the permit.

THIS PROJECT CONSISTS OF THE CONSTRUCTION OF TWO MARINE CORPS
BARRACKS BUILDINGS AND ASSOCIATED ASPHALT PARKING AREAS AT THE
COURTHOUSE BAY AREA OF MARINE CORPS BASE CAMP LEJEUNE, NC. THE
PROJECT IS LOCATED ADJACENT TO COURTHOUSE BAY WHICH HAS A WATER
QUALITY CLASSIFICATION OF "SA". WATERS CLASSIFIED AS "SA" REQUIRE
STORMWATER INFILTRATION BASINS CAPABLE OF HOLDING THE FIRST 1.5
INCHES OF RUNOFF AND DRAWING IT DOWN WITHIN A 5-DAY PERIOD.
THIS PROJECT INCLUDES TWO SEPARATE STORMWATER INFILTRATION PONDS IN
ORDER TO MAINTAIN THE CONTRIBUTORY DRAINAGE AREA AT 5.0 ACRES OR
LESS. THE TWO PONDS ARE LOCATED APPROXIMATELY 300' FROM EACH OTHER.
EACH POND IS LOCATED GREATER THAN 50' FROM THE ADJACENT "SA" WATERS.
BOTH INFILTRATION POND SITES HAVE GREATER THAN TWO FEET OF
SEPARATION BETWEEN THE PROPOSED BOTTOM ELEVATION OF THE POND AND
THE SEASONAL HIGH GROUNDWATER TABLE ELEVATION.
THE FIELD MEASURED INFILTRATION RATES FOR THE TWO POND SITES ARE 1.68
' FN/HR (POND #1) AND 2.41 IN/HR (POND #2). BOTH PONDS ARE DESIGNED TO
ACCEPT AND TREAT THE OFF -SITE CONTRIBUTORY RUNOFF.
THE MAJORITY OF THE STORMWATER RUNOFF REACHING THE TWO
STORMWATER INFILTRATION PONDS IS PRETREATED BY WIDE, FLAT SIDE SLOPE
' GRASS DRAINAGE SWALES. THESE SWALES CAPTURE, TRANSPORT AND TREAT
ALL OF THE RUNOFF FROM THE ASPHALT PARKING AREAS. A HIGH DEGREE OF
STORMWATER PRETREATMENT, INCLUDING THE OPPORTUNITY FOR
' INFILTRATION, IS PROVIDED BY THIS PROJECT.
