Corey Basinger Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office 610 East Center Ave., Suite 301 Mooresville, NC 28115 Subject: Notice of Violation Tracking #: NOV-2020-DV-0522 Sanitary Sewer Overflows — October 2020 Collection System Permit — WQCS00054 Union County Dear Mr. Basinger: DEC 0 2020 Union County has received the NOV referenced above for collection system overflows. Explanations of the overflows were on the BIMS Overflow Reporting Forms submitted by Union County Public Works (UCPW) to the NCDEQ. However, we have added a few additional facts in the explanations below. Incident # Date Location 202002765 10/11/2020 2706 Bobwhite Circle Response: The SSO listed in this section was due to a Grease accumulation and debris in the pipeline. Our Industrial Pretreatment Program Manager was notified and further investigations took place of the entire zone. Educational Material was distributed and this area will be monitored. Cleaning in this area has been increased as -well. Incident # Date Location 202002815 10/19/2020 6600 Stoney Creek Drive Response: The SSO listed in this section was due to a pump station failure. The automatic transfer switch at the station failed to return to the normal position after an automatic weekly generator test. The station then lost power and overflowed prior to power being restored. The ATS was tested several times with no recurrence. Incident # Date Location 202002822 10/20/2020 8200 Kensington Drive Response: The SSO listed in this section was due to a force main hit by a paving contractor. The contractor struck the force main with a backhoe bucket on an expired locate. Staff immediately shut the station down while wastewater entered a temporary sediment pond. A bypass was setup and wastewater was then pumped back into sewer gravity main. UCPW also has an aggressive Capital Improvement Program throughout the next 5 years. The projects include: Crooked Creek Basin Improvements - $23,900,000 ➢ Suburban Estates PS and FM - $1,000,000.00 ➢ Waxhaw Interceptor —$5,400,000 ➢ WW PS Improvements - $3,500,000 UCPW's ongoing CIP projects include: ➢ Blythe Creek Sewer Improvements - $6,200,000 ➢ Forest Park PS Replacement & Interceptor Improvements - $3,345,000 ➢ Crooked Creek I&I Study & Remediation - $476,000 Union County Public Works continues to invest in SSES work, capital improvements, maintenance, FOG, and operations to improve the wastewater collection system.
