with Additional Conditions for the Proposed Widening of NC 49 from East of NC 73 to East
of SR 2630 (Cline Road), Cabarrus County, TIP No R 2533CC, WBS 34448 1 1, NCDWQ

Dear Dr Thorpe
The Division of Water Quality (DWQ) has reviewed your submittal for a 401 Water Quality Certification for the
aforementioned project Review of your application revealed it is lacking the necessary information required
for making an informed permit decision The permit application was deficient in the following areas
DWQ is concerned about the size of riprap proposed for ditch outfalls and bank stabilization on larger
streams throughout the project The plans depict the same size riprap for small intermittent streams
(consisting of smaller single barrel culverts) and larger perennial streams (consisting of double box
culverts) Please provide DWQ with information demonstrating that smaller nprap is sufficient to
provide energy dissipation and will not be moved into the stream and /or downstream during large rain
events
• At Permit Site 4 the narrative of the application Indicates 62 feet of temporary impact and the table
Indicates 39 feet of temporary Impact Please clarify the amount of Impact proposed at this site
• Based on discussions with NCDOT staff changes have been proposed at Permit Site 7 Please
provide revised drawings depicting the discussed changes
Therefore pursuant to 15A NCAC 2H 0507(a)(5) we will have to place the permit application on hold until we
are supplied with the necessary information You have 21 days to respond in writing with the requested
Information or notification to this office that the information is forthcoming If at the end of the 21 days this office
has not received this Information In writing we will assume you are withdrawing your application and it will be
returned
